Organizational framework

The project “ Implementation and strengthening of the sustainable management of Natural Protected Areas ” constitutes the pilot phase of the CONANP-FAO collaboration that seeks to contribute to strengthening the system of Natural Protected Areas in Mexico. Through this project, specific strengthening mechanisms will be generated in the management and management of Natural Protected Areas for a better sustainable use of natural resources, strengthen the institutional relations of CONANP and improve processes that allow a direct impact on management effectiveness indicators, while building connectivity mechanisms, generating strategic alliances and actions to safeguard biodiversity and natural wealth.As a general result of the project, CONANP is expected to adopt the instruments to improve institutional efficiency and participatory governance for effective management of current and projected NPAs, through four products:

  •  Product 1. Prepared and transferred the proposal to improve the strategic Institutional Capacity (IC) (includes the identification of IC gaps or deficits, areas of opportunity, roadmap and established processes) for the institutional efficiency of the CONANP related to the management of Protected Natural Areas.
  •  Product 2. Generated and consolidated the instruments and mechanisms for strengthening governance and citizen participation in Protected Natural Areas.
  •  Product 3. Prepared and implemented the proposal to increase the ecological representativeness and connectivity of the ecosystems under protection: Incorporation of new ANP, strengthening of existing ones and ADVC certification.
  •  Product 4. Designed, validated and transferred operational processes for the prioritization and efficient, timely and articulated development of strategic projects within the ANP in the territories of project implementation.

Tasks and responsibilities

The main task of the Conservation Assistant (Park Ranger) at the rank of Boat Captain is to contribute to the conservation of the natural resources of the protected area through the execution of operational, field and office functions for the management of the ANP, particularly for the APFF Balandra. Her activities and functions will specifically contribute to products 1 and 2 of the UTF / MEX / 154 / MEX project.

The Conservation Assistant (Park Ranger) in the rank of Captain of the Vessel will have the following functions:

  •  Establish a work plan approved by the regional director or project coordinator.
  •  Collaborate with the surveillance and control plans of the ANPs under the DR of BC and the North Pacific, by carrying out routine tours, reports of what is monitored and control of other activities that take place in the ANPs.
  •  Operate the vessel and coordinate the supervision actions that are carried out within the APFF Balandra.
  •  Coordinate and monitor the development of actions and projects related to tourism development, inspection and surveillance, conservation, monitoring and restoration of the ANP to meet the objectives set out in the corresponding declarations.
  •  Contribute and participate in the preparation of the POA to ensure compliance with the stated objectives.
  •  Support the ANP management in order to ensure the timely and correct operation of the ANP, as well as its proper administration.
  •  Prepare complaints and supervision minutes, develop and carry out surveillance tours within the APFF Balandra.
  •  Participate in the collection and recording of information on the state of ecosystems, flora, fauna in accordance with specifications and monitoring or research plans, reporting and preparing relevant reports.
  •  Carry out and/or support environmental education and interpretation, extension, tourism and recreational activities.
  •  Guide and provide information to visitors, residents and the general public according to their knowledge and skills.
  •  Operate and maintain existing infrastructure, tools and various utensils, including the construction of minor infrastructure.
  •  Use and maintain motorized means of transport.
  •  Keep a daily record of all your activities.
  •  Prepare monthly activity reports that describe the specific actions carried out, which must be validated by the Project Coordinator and have the approval of the DR of BC and North Pacific of the CONANP.
  •  Prepare a final report of your consultancy that contains the identification of lessons learned in the activities carried out and recommendations.
  •  Other tasks that the National Coordinator of the project, CONANP or FAO require in accordance with their competencies and the needs of the project

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Technical high school degree or bachelor’s degree in branches related to Environmental Sciences.
  •  At least 2 years of experience participating in community brigades or field work in rural, forestry or environmental development issues
  •  Working knowledge of Spanish and limited knowledge of English.
  •  Mexican nationality.

Technical/functional skills

  •  Experience in strategic topics such as planning, administration, development of indicators, among others

  •  Experience in generating biological diversity databases and experience in National Parks is desirable.
