Purpose of consultancy

To coordinate and perform research in the roll out of country readiness checklists and other technical areas of work related to Readiness Assessment and Prioritization. The consultant will provide technical expertise to the RAP team in assessing, analyzing and mapping readiness capabilities using data on the Partners’ Platform.

Background

Health emergencies continue to have significant and sometimes catastrophic impacts on countries’ health, economies, and development. Both recent and ongoing public health events have demonstrated that the many communities remain at the high risk, and that strong levels of national preparedness across all relevant sectors are crucial to ensuring the effective management of health emergencies, when they occur. As part of the WHO Transformation Agenda a unit on Readiness Assessment and Prioritization was created in the Country Readiness Strengthening Department of WHO Health Emergencies Preparedness and IHR Division of the WHO Health Emergencies Program (WHE).

The CRS department was created with the aim of assisting countries to enhance their operational readiness for emergency response and assist in building capabilities related to addressing and responding to imminent risks. As the number of health emergencies have begun to steadily increase over the last few years, the importance of effective readiness has been given greater emphasis.

Launched during of the COVID-19 crisis, WHO has developed the Partners Platform. The Platform is a web-based tool to collaboratively scale-up readiness and response to COVID-19, Cholera, Measles and EVD and is being expanded now to include readiness for all imminent threats. This is the first time all countries can show the world what readiness actions they are planning and implementing, to request international support, and to track contributions and progress in real-time.

Deliverables

  •  Deliverable 1: Establish information management system on the Partner’s Platform.
    •  Activity 1.1: Establish and maintain a centralized repository for information, documents, and data related to partner engagement and collaboration.
    •  Activity 1.2: Develop and disseminate information products, such as reports, briefs to support effective communication and knowledge sharing among partner organizations and departments.
    •  Activity 1.3: Coordinate and track donor and partner contribution activities within the Partners Platform.
    •  Activity 1.4: Update the database of donor contribution activities on the Partners Platform.
    •  Activity 1.5: Draft regular updates to donors and other stakeholders to keep them updated on Partners Platform activities.
  •  Deliverable 2: Develop and implement data structure on the Partners’ Platform.
    •  Activity 2.1: Conduct qualitative data analysis, map, collect, and analyse all relevant data to develop Partners Platform tool.
    •  Activity 2.2: Contribute to the Partner’s Platform (current and new version) tool by performing quality checks on all data coming into these pages that is related to the Partner’s Platform tool.
    •  Activity 2.3: Coordinate and manage the flow of data on the Partners Platform, liaise with relevant data team members, M&E, technical experts, PMs and management.
    •  Activity 2.4: Consolidate the visualizations of data gathered for the country readiness assessments and prioritizations, in combination with information available on the Partners Platform.
  •  Deliverable 3: Implement the integration of data collection and processes across data sources onto the platform.
    •  Activity 3.1: Aggregate readiness information from technical teams, field offices and partners including contact lists, event specific information, health indicator data, health situation data, health response data, etc.to be used for implementation research.
    •  Activity 3.2: Provide technical input in the delivery of research according to the readiness information collected and through direct interaction with donors and other stakeholders. Draft, format and edit reports if needed.
    •  Activity 3.3: Verify data quality (completeness, timeliness), identify gaps in health information management, recommend corrective actions and prepare relevant documents to include in project proposals.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  •  A first university degree in information management, economics, social sciences, or related field.

Experience

Essential:

  •  A minimum of 5 years’ relevant experience in conducting technical research on assessment and improvement of the system and mechanism for delivery of information services with the extension of monitoring and evaluation work.

Desirable:

  •  Experience in health activities and programs of the WHO in country, regional, or central levels.
  •  Experience working with the Partners’ Platform.

Skills/Knowledge:

Essential:

  •  Strong analytical skills and ability to monitor and evaluate methodologies and information.
  •  Ability to formulate research questions and conduct research independently.
  •  Ability to formulate technical reports and other communications with appropriate level of technical content in precise and concise manner.
  •  Strong organizational and persuasive skills, ability to use participatory approaches in their contact with external parties and stakeholders.
  •  Excellent verbal and written communication skills in English is required.
  •  Demonstration of knowledge and ability to work in a multi-disciplinary environment, coordinate multi-sectoral stakeholders and accomplish tasks with multiple objectives.
  •  Demonstrated ability to work constructively with people with different backgrounds and orientations. Respect for differences and ensures that all can contribute.

Languages required:

Essential:

  •  Expert knowledge of English.

Desirable:

  •  Intermediate knowledge of another UN official language.

Remuneration:

Band level B-USD 7,000 – 9,980 per month.
