Job Description

II. Background and Organizational Context

The HR Analyst is responsible for the transparent implementation of HR strategies in country offices, efficient HR service and management of the HR unit of the central office. It analyzes, interprets and applies HR policies, rules and regulations, establishes internal procedures and provides solutions to a wide range of complex HR problems. The HR analyst promotes a collaborative, client-centered approach and helps maintain high staff morale.

The HR analyst supervises and directs the staff of the HR unit. The human resources analyst works in close collaboration with the operations, programs and projects teams of the staff of the Country Office and UNDP headquarters, thus guaranteeing a successful performance of the Country Office in human resources management.

The HR analyst will be placed under the direct supervision of the Operations Manager and the general supervision of the Resident Representative

IV. Key Duties and Accountabilities

In this section list up to five primary functions / accounts of the position ( Typically one sentence each ) and examples of duties that must be performed to successfully accomplish key responsibilities.

1. Ensure the implementation of HR strategies and policies focused on achieving the following results :

Example of Duties:

  •  Full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies; the effective implementation of internal control, the design and proper functioning of the HR management system.
  •  Continuous analysis of the company’s HR strategies and policies, evaluation of the impact of the changes and formulation of recommendations on their implementation in the Country Office. Continuous research of questions related to conditions of service, salaries, allowances and other political questions. Development and implementation of measurement indicators, monitoring and reporting on the achievement of results.
  •  Mapping of the business processes of the Country in HR Office and development / establishment of standard operating procedures ( SOP ) internal in HR management, control of work flows in the HR unit.
  •  Implementation of the strategic recruitment approach within the Country Office, proper use of contractual terms, forecast of personnel needs, performance evaluation and management of staff career development.

2.Efficient HR management

Example of Duties:

  •  Management of recruitment processes, including job descriptions, job classification, announcement of vacancies, selection of candidates, chairmanship of maintenance boards, making recommendations on recruitment. Recruitment supervision in the context of UNDP projects.
  •  Examination and certification of tenders to the Local Appointment and Promotion Committee ( LAPB ).
  •  Contract management in and outside Quantum. Monitoring and monitoring of all transactions related to positions, recruitment, HR data, benefits, earnings / deductions, retroactivity, recoveries, adjustments and departures via Quantum. On delegation of responsibility, exercises the functions of HR Manager in Quantum.
  •  Management of international staff rights and funding of posts delegated to the HR unit.
  •  Development and management of lists.
  •  Validation of cost recovery costs in Quantum for HR services provided by UNDP to other agencies.

3.Staff performance management and career development

Example of Duties:

  •  Development and implementation of the performance evaluation process protocol, process facilitation, development of performance evaluation indicators in consultation with the Directorate General.
  •  Support for effective learning management, including the establishment of the office-wide learning plan and individual learning plans in collaboration with senior management and the learning manager. Implementation of the universal access strategy guaranteeing access to learning activities adapted to the role.
  •  Providing effective advice to staff on career advancement, development needs, learning opportunities.
  •  Implementation of strategic endowment policies linked to career development.

4. Conduct of UN-related investigations

Example of Duties:

  •  Organization and coordination of complete and interim local surveys on salaries, difficulties and places in place in coordination with the director of operations.

5. Facilitation of construction and knowledge sharing

Example of Duties:

  •  Organization of training for operations / program staff on HR issues.
  •  Summary of lessons learned and best practices in HR.
  •  Strong contributions to knowledge networks and communities of practice.

V. Requirements: In this section, describe the qualification requirements of the position.

Education

  •  Master or equivalent in human resources, business administration, public administration or in a related field.
  •  Undergraduate diploma ( Bachelor ) with 4 years of experience in human resources, business administration, public administration or in a related field.

Experience, Knowledge, and Skills

List:

  •  At least 2 years of relevant experience ( with the Master ) or 4 years ( with the Bachelor ) at national or international level in the provision of advisory services in HR and/or personnel and operational systems management.
  •  Experience in the use of computers and office software packages ( MS Word, Excel, etc. ) and experience in managing web-based management systems.
  •  Very good knowledge of Gender and its inclusion in all HR activities
  •  Mastery of the French language required
  •  Knowledge of English is desirable.
