The Republic of Panama has ratified the Vienna Convention for the Protection of the Ozone Layer ( Law N ° January 2, 1989 ) and the Montreal Protocol on Substances that Deplete the Ozone Layer ( Law N ° January 7, 1989 ), as well as all its amendments. Panama recently approved the Kigali Amendment to the Montreal Protocol, through Law December 86, 2017.
The National Ozone Unit attached to the General Subdirectorate for Environmental Health of the Ministry of Health ( UNO / MINSA ), is responsible for the implementation of measures for the control and gradual reduction of consumption of Ozone Depleting Substances ( ODS ) as well as hydrofluorocarbons ( HFC ). To this end, several projects are carried out that seek to assist all the national actions necessary to fulfill the commitments assumed under the Montreal Protocol and its amendments, these being:
- the UNO / MINSA Institutional Strengthening project in its phase 10 ( PS00131771 )
- the project of the National Plan for the Elimination of HCFCs in Panama Stage 3 ( PS00117184 )
- the project to prepare an HFC reduction plan ( PS00130504 )
The Institutional Strengthening Project aims to assist the National Ozone Unit of the Ministry of Health in developing and strengthening national capacities to comply with the obligations assumed by the country in the framework of the implementation of the Montreal Protocol and its amendments, being essential for an effective implementation of the Kigali Amendment, as well as in the integration of the themes associated with it in the national strategies of climate change and energy efficiency and mainstreaming of the gender approach. This includes supervision and support for projects financed by the Multilateral Fund for the implementation of the previously mentioned Montreal Protocol.
The National HCFC Elimination Plan ( Hydrochlorofluorocarbons ) for Panama Stage III establishes the country’s strategy for the years 2021 to 2031, consisting of four ( 4 ) components that articulate with each other: a ) HCFC consumption elimination program in the RAC sector, b ) program to strengthen the regulatory legal framework and responsible policies to regulate the implementation of the Montreal Protocol, c ) public awareness program to promote the elimination of HCFCs and d ) monitoring and reporting of HCFC consumption.
In this context, the Ministry of Health ( MINSA ), as the national executing agency, has the technical-administrative assistance of UNDP Panama for the implementation of these initiatives that support the country in the application of control measures and the gradual elimination of ODS and HFC.
Scope of work
The Project Technical Assistant works under the general direction of the Project Director designated by the Ministry of Health ( the Coordinator/a of the National Ozone Unit ) as well as the Institutional Strengthening Coordinator, in collaboration with the team of the National Ozone Unit, assisting the country in the implementation of Projects financed by the Multilateral Fund for the implementation of the Montreal Protocol and other related initiatives.
Its main functions are:
- Assist the projects implemented by the National Ozone Unit of the Ministry of Health in the different activities that it has to participate due to its functions in the implementation of the Projects, including administrative, logistical and financial support functions.
- Provide administrative and logistical support for the execution of project activities.
- Administratively support project staff recruitment processes, when required.
- Assist in the processes for the acquisition of goods and services within the framework of projects, including the processing of contributions, support in the preparation of terms of reference, creation/supplier updates, process requests, requests for letters of commitment, purchase order requests, contract requests, requests for amendments, among others.
- Maintain a maturity control of contracts and addres.
- Present financial, administrative and other reports as necessary.
- Update information in Quantum about the Project as appropriate.
- Support in the preparation of the annual reports on the execution of the Project, both semi-annual and final.
- Organize communications and manage project files, keep project documentary files up to date.
- Collaborate in the reception of the assets acquired by the projects and in the updating of the inventory record of each project.
- Prepare and process all payment requests and payment certificates, ensuring that each payment is made and that each management has supporting documentation.
- Prepare and process per diem payments to project staff.
- Monitor purchase orders and invoices that have not been paid.
- Verify accumulated amounts of suppliers and consultants, before being hired by projects.
- Support in the collection of verification documentation ( agenda, list of participants, photos, among others ) related to meetings, workshops and field activities of projects.
- Guide UNO / MINSA personnel in UNDP rules and procedures to ensure their correct compliance and the normal development of administrative and financial processes.
- Make minutes, minutes, notes and memos that are required within the Projects.
- Comply with the requirements of the annual Project cycle.
- Carry out, within the framework of your experience and technical skills, the activities assigned to it in support of the management of the initiatives carried out within the framework of project management.
