Job Description

II. Background and Organizational Context

The 2030 Sustainable Development Agenda is a global agenda, adopted in 2015 by the United Nations. It is a global call to act to eradicate poverty, protect the Planet and ensure that all human beings live in peace and prosperity by 2030.

Being well on the way to implementation, the States were confronted with several exogenous shocks, which had considerable impacts on the advances in terms of development. These shocks include the Covid 19 pandemic in 2019 and the Ukrainian crisis in 2021, which paralyzed and brought global economies to their knees, and whose repercussions continue until today. These shocks have exacerbated the living conditions of households in most countries of the world, and in Chad in particular. Chad, given its vulnerability, has been strongly impacted by crises but also by climate change. The year 2022 was particularly marked by heavy torrential rains and floods, which left the majority of populations homeless, and without means of existence,while destroying their main source of income, crops from agriculture.

During the decade of action for sustainable development, there is an urgent need to accelerate actions in favor of sustainable development. This is how the UNDP supports the Chadian Government in the implementation of Agenda 2030, through a unit dedicated to this purpose: the Sustainable Development Unit. This unit implements several projects, including the National Adaptation Program, Climate Risk Management, etc.

With a view to making a quality contribution to the efforts of the government of Chad to promote good governance of natural resources and reduce poverty through sustainable development, the UDD intends to recruit a ( e ) program analyst to support the head of unit in the implementation of his activities.

III. Purpose position

Under the General Management of the Resident Representative, and the direct supervision of the Head of the Sustainable Development Unit, the Sustainable Program / Development Analyst contributes to the proper functioning of the activities of the Sustainable Development Unit. As such, he / she is responsible for the management of programs and projects in the sector entrusted to him. He / she supports the analysis of trends and changes taking place in the sector and proposes appropriate solutions, ensuring alignment with national priorities and strategic frameworks of the SNU, UNSDCF and UNDP. He / she works closely with other colleagues in the unit with whom he / she forms a united team in order to achieve results.

He / she provides leadership in the formulation, management and evaluation of program activities under his responsibility in the program.

He / she is acting in the supervision of the Unit in the absence of the Head of Unit.

He / she contributes to the mobilization of resources and in the establishment of partnerships and alliances with all stakeholders i.e. external and national partners.

He / she works in close collaboration with colleagues from other programmatic and operational units, the Policy and Strategy Unit ( UPS ), projects, other agencies of the United Nations System, development partners as well as the private sector and civil society engaged in supporting the Government in the sustainable development sector.

Finally, he / she participates in knowledge development and management efforts through information sharing.

IV. Key Duties and Accountabilities

1 Participation and substantial contribution to the strategic direction of UNDP interventions :

  •  Based on in-depth analyzes and research on the socio-political and economic situation of the country, in collaboration with the team leader, makes substantial contributions in the area of inclusive growth and sustainable development, in accordance with strategic documents such as the United Nations Sustainable Development and Cooperation Framework ( UNSDCF ), the Country Program Document ( CPD ), the CPDC Action Plan ( CPAP ), the annual work plans ( PTA ) and other relevant documents;
  •  Develop notes and activity and project sheets that would feed into UNDP programming documents and/or the SNU and which could be presented to international and national donors in the context of resource mobilization and strategic partnerships ;
  •  Contributes to the effective implementation of results-based management through the definition of development targets in the field of inclusive growth and sustainable development while holding takes into account the priorities of the UNDP and the country and works with the team leader to set up a monitoring and evaluation system for the implementation of activities to achieve results, in close collaboration with the Quality Control Program / Assurance unit ;
  •  Participate in the work of sectoral and thematic groups within its portfolio both at the level of the SNU, the national counterpart and external partners.

2. ) Management and implementation of the program in the field of sustainable development :

  •  Contributes, in consultation with the structures for implementing programs and projects, to the preparation of quarterly and annual work plans ;
  •  Ensure the creation of projects in Atlas, the establishment of budgets, purchase and recruitment plans; ensures substantial management and monitoring of current projects, develops the terms of reference of the consultants for the various missions, organizes the tripartite review meetings of which he/it will write the reports and finally will also deal with the operational and financial closings of the programs and projects, as well as the evaluations ;
  •  Manages and contributes to the preparation of audits of NIM programs and projects ;
  •  Apply for the account of the sub-components ( strategic development management in interaction with the Economic Unit, Poverty Reduction, Environment, Urban Development, Energy,) of the program effectively and efficiently the tools of results-based management, establishment of management targets and monitoring of the achievement of results ;
  •  Prepare quarterly and annual progress reports on time and in quality under the leadership of the Head of Unit, towards the results assigned on behalf of the sub-components ( Strategic development management, Energy-Environment-Urban development, economic revitalization of vulnerable groups ) of projects, highlights the risks and problems that may hinder the achievement of these results and proposes solutions and mitigation actions ;
  •  Carry out project visits every three months and prepare a report, in the format of the UNDP, on the situation of the projects, the problems encountered and the solutions proposed.

3. ) Support services quality advice and knowledge management

  •  Contributes to the identification of sources of information on policy issues ;
  •  Identifies, develops summaries of best practices and lessons learned related to the sustainable development sector ;
  •  Contributes substantially to knowledge networks and communities of practice and shares best practices.

4 ) Resource mobilization and development of strategic partnerships :

  •  Develops, on the basis of the guidance of the supervisor, head of unit, briefing notes on existing or potential donors in the field of governance, their areas of intervention and their requirements ;
  •  Develop advocacy notes, project sheets on possible areas of cooperation ;
  •  Develop partnerships with United Nations System Agencies, financial institutions, donors, government institutions, NGOs, etc., on the strategic objectives of UNDP, the priorities of the Government and those of national and international partners ;
  •  Prepare reports, on time and in quality, to the various partners intervening alongside the UNDP in the field of sustainable development.

Education

  •  University degree of Master level or equivalent in economic sciences, rural economy, agroeconomics, environmental management / management, sustainable development or similar fields.

Experience, Knowledge, and Skills

  •  At least 2 years of professional experience at national and international level in the area of policy advice on inclusive growth and sustainable development, particularly in strategic planning, sustainable development, environmental protection and / or energy policy ;
  •  Experiences in the management, implementation and evaluation of development projects, experience in building partnerships with external partners and governments ;
  •  Mastery of the IT tool, knowledge of current software and management experience in a networking environment.

Languages required :
