The epidemiological trend in Brazil shows the increase in obesity rates among children and adolescents over the latter, an important public health problem that requires strategic interventions. Studies commissioned by UNICEF [ 1 ] showed that consumption of ultra-processed foods increased among children and adolescents at the same time as there was a rapid increase in food insecurity ( 6% in July 2020 and 17% in May 2021 ), which are also related to unemployment and falling income during the pandemic.

Brazil has a legal framework that reinforces and underlies the promotion of healthy eating in the school environment in its entirety, in addition to the food supply by the National School Feeding Program ( PNAE ). The Federal Constitution recognizes education as a fundamental right, and since 2010 it has established that food is a fundamental social right.

In public schools, the PNAE guarantees food for all students based on official guidelines, but only the supply of food does not guarantee the formation of healthy eating habits. Therefore, the role of the educator is essential to assist in this process of transforming the environment into a reference for healthy habits. The school is a space for the formation of habits and the construction of citizenship. In this sense, the school food environment is a space with a wide potential to promote healthy eating habits since it contributes to the formation of food preferences that can last for a lifetime.

The Common National Curricular Base ( BCC ) which establishes guidelines for all basic education in the country included food and nutrition education as a cross-cutting theme in basic education, should be addressed in early childhood, elementary and high school in public and private schools in the country. Therefore, it has become the responsibility of education systems and networks, as well as schools, in their respective spheres of autonomy and competence, incorporate into the curricula and pedagogical proposals the approach of contemporary themes, including food and nutrition education ( Law no 11.947 / 2009 ). This project aims to mobilize and support managers and strategic actors ( teachers and nutritionists ) for this incorporation and promotion of healthy eating in schools.

UNICEF operates on two platforms, one of which is the UNICEF City Agenda, a UNICEF initiative in partnership with municipal governments in large Brazilian urban centers ( Belém, Fortaleza, Manaus, Recife, Rio de Janeiro, Salvador, São Luís and São Paulo ). The UNICEF Seal is an initiative that aims to stimulate and recognize real and positive advances in promotion, realization and guarantee of the rights of children and adolescents in 2,023 municipalities in the Semi-Arid and the Brazilian Legal Amazon.

UNICEF will hire two consultants ( as ) to produce a proposal to adapt the National Education Guidelines and the Brazilian National Curriculum ( BCC ) to include topics related to healthy and sustainable eating in early childhood education and elementary education, to be implemented in UNICEF partner municipalities: the municipalities of the UNICEF Seal and in two capitals of the UNICEF City Agenda: Belém and Rio de Janeiro. Each consultant will be responsible for a stage of basic education, according to the expertise indicated in the curriculum.

Scope of work:

Consultants will be responsible for delivering the following products: Develop a work plan: Develop a work plan that contains planning and schedule for this consultancy.

Mapping good practices: Mapping the inclusion of food and nutrition education ( EAN ) in BNCC can be done using materials made available by FNDE, as well as materials available at the Food and Nutrition Education Days, as well as contact with those responsible for the Collaborating Centers in School Food and Nutrition ( CECANEs ) in the 5 Brazilian regions ( minimum of 1 CECANE per region ). The mapping should differentiate between activities carried out in early childhood education and elementary education.

Elaboration of material: Elaboration and validation of an instructor aimed at managers, teachers and nutritionists on how to incorporate Food and Nutrition Education in school curricula for early childhood and elementary education ( final years ). Each consultant will be responsible for preparing the material corresponding to a stage of basic education: early childhood education or final years of elementary school, according to the expertise indicated in the curriculum.

Training of managers and education professionals ( online ): Develop and apply online training ( synchronous ), based on the validated instructor, for up to 1000 education professionals ( managers, teachers and nutritionists ) on the inclusion of the topic of healthy eating in school curricula. The training will be recorded and will be edited to serve as training material for other professionals and managers.

Training of managers, teachers and nutritionists working in education ( face-to-face ): Conduct face-to-face training in:

  •  Rio de Janeiro: Activity with a maximum duration of 8 hours, with approximately 50 teachers, managers and nutritionists from the early childhood units participating in the Amiga Early Childhood Unit initiative ( UAPI ). Training scheduling will be supported by UNICEF reference in the territory. The / Consultants ( a / es ) should prepare a proposal to monitor the schools that have incorporated Food and Nutrition Education into school curricula after training.
  •  Belém: Activity with a maximum duration of 8 hours, with approximately 50 teachers, managers and nutritionists working in elementary schools ( focus on teachers who work in the final years ). Training scheduling will be supported by UNICEF reference in the territory. The / Consultants ( a / es ) should prepare a proposal to monitor the schools that have incorporated Food and Nutrition Education into school curricula after training.
  •  Each consultant will go on only one training, depending on the expertise indicated.

Final report: Elaboration of a final report containing the description of the entire work process, including mapping good practices, product development, training and monitoring proposal. The report should also contain the main results of the consultancy, lessons learned and recommendations for further steps. The final report can be produced jointly by ( as ) consultants ( as ).

A ( a ) consultant ( a ) will be responsible for actions in early childhood education, and the ( a ) a ( consultant for actions in elementary school, both of them must articulate their actions and products so that they are part of a unique material to be provided by UNICEF for the municipalities of the UNICEF Seal and capitals.

TRAVEL PLAN

Rio de Janeiro ( Early Childhood Education Units ):

Duration: 1-2 days

  •  Articulation with managers of early childhood education units with support from local UNICEF representatives;
  •  Training of approximately 50 early childhood professionals, including teachers, managers and nutritionists;
  •  Local articulation with the UNICEF team and local managers to monitor the implementation of activities related to nutrition at BNCC after training;
  •  Travel report to be delivered to UNICEF.

Belém ( Fundamental education ):

Duration: 1-2 days

  •  Articulation with school managers with support from local UNICEF representatives;
  •  Training of approximately 50 elementary school professionals, including teachers, managers and nutritionists;
  •  Local articulation with the UNICEF team and local managers to monitor the implementation of activities related to nutrition at BNCC after training;
  •  Travel report to be delivered to UNICEF.

PRODUCTS

1.1. PRODUCT 1 – Work plan

1.2. INTERNSHIP: Document containing detailed work plan for the entire project, including product delivery schedule and online and face-to-face training.

1.3. DATE LIMIT: 10 days

1.4. BUDGET: 20% of the contract value

2.1. PRODUCT 2 – Mapping good practices

2.2. BACKGROUND: Report with mapping of good practices for the inclusion of EAN in the BNCC through consultation of reference materials and consultation with at least one person responsible for CECANEs in each region of Brazil. Contacts will be supported by UNICEF reference persons in the region and partners.

2.3. DATE LIMIT: 15 working days after delivery of the Product 1

2.4. BUDGET: 15% of the contract value

3.1. PRODUCT 3 – Elaboration of material

3.2. INTERNSHIP: Instructional material aimed at managers and teachers on how to incorporate Food and Nutrition Education in school curricula for early childhood and elementary education.

3.3. DATE LIMIT: 20 working days after delivery of the Product 2

3.4. BUDGET: 20% of the contract value

4.1. PRODUCT 4 – Training of managers and education professionals ( online ): 4.2. INTERNSHIP: Online training ( synchronous ), based on the validated instructor, for 1000 education professionals ( managers, teachers and nutritionists ) on the inclusion of the topic of food

4.3. DATE LIMIT: 10 working days after delivery of the Product 3

4.4. BUDGET: 20% of the contract value

5.1. PRODUCT 5 – Training of managers and education professionals ( in person ): 5.2. INTERNSHIP: On-site training of education professionals ( managers, teachers and nutritionists ) on the inclusion of the topic of food in Rio de Janeiro ( early childhood education ) and Belém ( elementary school ). Each consultant will undergo face-to-face training depending on the expertise indicated.

5.3. DATE LIMIT: 5 working days after delivery of the Product 4

5.4. BUDGET: 15% of the contract value

6.1. PRODUCT 5 – Final Report

6.2. INTERNSHIP: Final Report containing the description of the entire work process

6.3. DATE LIMIT: 25 working days after delivery of the Product 5

Necessary qualifications

  •  University degree in the area of Nutrition or Pedagogy is required. Postgraduate studies in the area of education or nutrition, relationship with the theme of nutritional education and school feeding will be an advantage.
  •  At least 3 years of professional experience working with public nutrition policies are required in the context of the national school feeding program.
  •  Previous experience of working with BNCC, adaptation of school curriculum, professional training, organization and review of teaching materials.
  •  Good ability in oral and written communication is required
  •  Teamwork skills and the ability to work with short deadlines are needed, as well as the ability to work independently.
  •  Experience in UN System Agencies or similar organizations will be an advantage.

General Conditions: Procedures and Logistics

  • The consultant will work at home using their own equipment and stationery. UNICEF will provide office space for consultative meetings when necessary.
  •  Travel-related expenses will not be covered by UNICEF, and should be provided for in the financial proposal already considering possible price increases, itinerary changes, luggage and daily rates.
  •  No contract can begin unless signed by UNICEF and the individual consultant or Contractor.
  •  Consultants will have no supervisory or authority responsibilities over the UNICEF budget.

Financial Proposal

  •  The indicated costs are estimated. The final rate must follow the principle of “ best cost-benefit ”, that is, achieve the desired result at the lowest possible rate.
  •  A financial proposal including the fee for the allocation based on deliveries and the number of days must be sent. Consultants are asked to set all-inclusive fees, including fixed travel and subsistence costs, as applicable.
  •  Payment will be based on the presentation of agreed products. UNICEF reserves the right to withhold payment if the delivered products are not in accordance with the required standard or in the event of delays in the presentation of the products by the consultant.

Safe and health coverage

  •  The contractor is fully responsible for providing, at his own expense, life, health and other insurance that covers the term of the contract, as he deems appropriate.
  •  The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations employees.

Restrictions

  •  Consultants and individual contractors cannot receive training at UNICEF’s expense. However, consultants and individual contracts must complete the applicable mandatory training.
  •  In the case of government officials, the contract cannot be issued without prior written authorization from the Government, or unless there is a unpaid leave.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “ staff members ” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein ( such as leave entitlements and medical insurance coverage ). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and / or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa ( applicable ) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 ( Covid-19 ) with a World Health Organization ( WHO ) -endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, program delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
