OBJECTIVES

General objective

Develop actions and products aimed at the progressive application of the Results Budget Methodology ( PpR ) in DCI, with an emphasis on scheduling of needs or costing activities, for the Ministry of Economic and Social Inclusion ( MIES ).

Specific objectives

  •  Adapt and implement a Needs Programming Methodology and estimate of the required budget for activities under the JIU with MIES ( Comprehensive Child Development Services ).
  •  Provide assistance and technical support in the formulation of methodological guidelines, production lines, guidelines of the needs programming process, and management within the results budget framework of the Comprehensive Child Development Services related to DCI. ( Child Development Centers – CDI and Growing with Our Children – CNH ).
  •  Support and provide technical support in the implementation of the Necessity Programming methodology to MIES in coordination with MEF and STECSDI, within the framework of their competences.
  •  Provide technical / analytical assistance and support for monitoring the instruments and methodologies to be implemented within the framework of PpR.

ACTIVITIES

  •  Adapt, as appropriate, the methodological guidelines for the programming of needs in the framework of the Results Budget to the dynamics and particularities of the activities and services of the MIES “ Comprehensive Child Development Services ”.
  •  Coordinate with MIES, MEF and STECSDI the work roadmap for the implementation of the Needs Programming and budget estimate required of the MIES Child Development Services.
  •  Coordinate with MIES the scope and strategy for programming needs in the “Integral Child Development Services ”, according to the territorial context, the organization of planning, management in the territory, and the mechanisms for the provision of services ( direct and indirect ).
  •  Provide assistance to the MIES technical team in the development of the needs programming process and estimation of the required budget of the Comprehensive Child Development Services ( CDI and CNH ).
  •  Coordinate, participate and provide technical support in the development of instruments and phases of the PpR in the MIES, as established by the MEF and STECSDI, as well as in monitoring, monitoring, evaluation and identification of critical knots in the application of the EECSDI.

PRODUCTS

Product 1: Methodological guide for programming needs under the logic of the PpR, adapted to the dynamics and particularities of providing the prioritized package of the MIES Comprehensive Child Development Services. ( version 1 )

Product 2: Roadmap describing the agreed strategy to follow for the programming of needs and estimation of budget required in the activities in charge of the MIES in accordance with the agreements of the spaces of coordination with the different actors involved, that includes a schedule of activities for the implementation of the methodology.

Product 3: A document containing a proposal for guidelines for the implementation of the Needs Programming of the prioritized package of the MIES Comprehensive Child Development Services, within the framework of the preparation of the annual budgets.

Product 4: A document that systematizes the exercise of implementation of the needs programming for the budget reform exercise, which at least contains: the operational model of products, identification of demand, list of inputs, cost estimation, resource allocation, gap identification and the budget required for the provision of services in 2024.

Product 5: Reports, inputs and / or reports of progress and activities carried out in accordance with the coordination, participation and technical support activities provided in the development of instruments and phases of the PpR, as well as in the monitoring, monitoring and evaluation of the application of the EECSDI, in the MIES.

CANDIDATE PROFILE

Education: University degree in Public Administration, Economics, Accounting or related careers and master’s degree in development economics, public policy, public finance, child development, or related.

Work experience: Minimum 5 ( five ) years of specific instrument experience and results management. Minimum2 ( two ) previous experiences that demonstrate theoretical-practical management knowledge in planning, budgeting, management processes, solid knowledge about the costing methodology based on activities or products. Proven experience in public management, social development and / or social areas.

Languages: Fluency in Spanish ( oral and written ) or Spanish as the mother tongue. Intermediate English.

Required skills and knowledge: Have good written and oral communication skills and excellent management of human relationships. Management skills, teamwork and achievement fulfillment. Advanced handling of computer tools for data analysis and presentation, such as Excel, Power BI, Tableau or the like.

Persons recruited under consultancy shall not be considered “staff members” under the United Nations Statute and Regulations and UNICEF policies and procedures, and they will not be entitled to the benefits provided in it ( such as license fees and health insurance coverage ). Your conditions of service will be governed by your contract and the General Contracting Conditions for the Consultant Services.
