Context

Task description

1. Coordinate the design, development, implementation, and maintenance the following database and information system solutions of an integrated IOM Turkey Mission Portal including but not limited to integration and centralization of databases and development of a common interface. 2. Create document user requirements and analysis for the design, coding and deployment of applications using Microsoft Technologies focusing on .NET applications with SQL Server, following existing standards. 3. Provide technical assistance in all aspects of data protection and database security, such as database backup, recovery, conversion and interface (data exchange or extract) procedures. 4. Plan and implement team’s calendar and different business processes regarding the portal. 5. Support the effective implementation of various IM tools for other units (as the part of IMU’s mandate); ensure regular monitoring as per agreed timelines; assist in supervising the data collection processes and the overall data management activities including encoding, storing, and transferring data from Central Data warehouse as well as processing, and provide support to the analysis of the locally collected data and information. 6. Ensure the effective use of the designated information system and other databases to manage the implementation of information management mechanism. 7. Participate in the planning, designing and implementation of mission’s Information Management Systems and reporting tools. 8. Ensure timely preparation and generation of local level information products, and support on information sharing and dissemination to all relevant channels. 9. Identify gaps on data and information relevant to the Refugee Response program and contribute to finding appropriate solutions. 10. Coordinate the development and enhancement of the integrated, methodology for data collection and information packing as required and needed by project. 11. Collect and analyse data and information to produce statistical reports for internal and external use of mission departments, units and other identified stakeholders, as requested. 12. Design reports and includes tools that can help end users easily digest the data, such as statistics, graphs, images, and lists. 13. Plan and execute information management projects, including digitization and document management initiatives. 14. Train and educate staff on information management policies and procedures. 15. Develop disaster recovery plans for critical information resources 16. Work with stakeholders to identify and prioritize information needs and ensure the availability of relevant information to support business operations 17. Perform such other duties as may be assigned.

Requirements

Required experience

15 years of experience in the management of databases and information systems including design, development, implementation, and maintenance;

  •  Extensive knowledge and experience of desktop application programming (VB/C# .NET is an advantage), web programming (combination of ASP .NET/JavaScript/AJAX/HTML5 is an advantage), and database management system (SQL Server/MySQL is an advantage);
  •  Extensive knowledge of contents management system packages, open source frameworks (JavaScript/AJAX, HTML5, etc.), and programming API is an advantage;
  •  Extensive knowledge of Microsoft Office suite (Access, Excel, Word, etc.) including VB for
  •  Application (VBA) is an advantage.
  •  Must demonstrate good understanding of data management concepts such as data collection, collation and data reporting and is able to cascade to other team members.
  •  Must have demonstrated knowledge of Ms. Excel (reporting functionality), PowerPoint, Access, SQL Server & GIS.
  •  Visualization Tools (Power BI etc.)
  •  Must have demonstrated knowledge of writing QA document and system Testing report. Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  •  Accuracy and professionalism in document production and editing;
  •  Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  •  Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  •  Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment;
  •  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  •  Desirable: valid national driver’s license and proven ability to drive manual gear 4×4 over rough terrain;
  •  Sound security awareness;

Living conditions and remarks

Please note that, Gaziantep’s hardship classification is temporarily updated as “E” due to the earthquake in Türkiye. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Host Entity’s support might be limited. UNV Entitlements in a Nutshell for National UN Volunteer :

  •  Current Volunteer Living Allowance (VLA) is USD 1173 USD as of April 2023 and will be paid for 100% (1174 USD) “Expertise” differential additionally each month. For Gaziantep, an additional well being differential (352 USD) will be paid until August 2023 (with a possibility of extension).
  •  100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, volunteers are not included in National Security Institution’s (SGK) system but can be initiated on private basis.
  •  Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment
  •  Entry allowance and travel lumpsum payment for covering relocation expenses
  •  Exit allowance upon completion of service
