Mission and objectives

The United Nations Children’s Fund ( UNICEF ) is the United Nations agency with the mandate to guarantee the fulfillment of the rights of children and adolescents in all the world. Since 1946, UNICEF has worked in more than 190 countries and territories to protect the rights of all children and adolescents in terms of survival, development, protection and social participation. The Cooperation Program will support the Dominican Republic to ensure the effective exercise of the rights of children and adolescents in conditions of greater vulnerability, supporting the government in strengthening public policies for early child development, education, health, child protection and social protection.

Context

This UNV allocation is part of the program that UNICEF implements with partner institutions for the prevention of early unions ( UT ) in the Dominican Republic. As part of the lessons learned by UNICEF in the implementation of interventions to reduce and prevent UTs, the production of communication resources is a fundamental element to accompany awareness-raising processes, social mobilization and development of empowerment capacities aimed at girls and adolescents, families and community leadership. The behavioral and social change approach and strategies ( SBC ) are essential in addressing early unions. This assignment is aimed at completing a communication strategy with key messages for the different audiences involved:girls and adolescents, young men and adults, mothers, fathers and community leaders. In addition to communication actions for social and behavioral change, the need for technical support for the coordination and operational monitoring of communication actions for the prevention of this harmful practice has been identified, as well as support for the implementation of communication strategies defined by the UNICEF office in the Dominican Republic. During 2023, it is planned to continue with the implementation of communication strategies for the prevention of UTs, which will require specialized technical support for this task. Particularly relevant are the continuation of the strategy “ Owners of Their Future ”, a campaign focused on adolescent girls and the positive masculinities campaign,both focus on behavior change to strengthen prevention strategies for early unions in the country.

Task description

Within the delegated authority and under the supervision of the Program Officer for the Prevention of Early Unions or its designated representative, the UN Volunteer will carry out the following tasks: one. Coordination of the development of communication campaigns that emerge from the communication strategy for the prevention and reduction of the UT, which includes: a. Coordination and monitoring of the creative agency (s) that will develop the campaigns. b. Follow-up to technical review and approval by UNICEF and its project partners. c. Validation with key actors ( girls, adolescents, fathers, mothers, community leaders ) from communication campaigns that emerge from the communication for development strategy for the prevention and reduction of UT. d.Coordination and monitoring of the implementation of the campaign (s). 2. Supervision of the general design and production of educational resources for the prevention of UT with interest groups ( girls, adolescents, mothers, fathers and community leadership ). 3. Follow-up to the implementation of educational resources for UT prevention with interest groups ( girls, adolescents, mothers, fathers and community leadership ). 4. Monitor the virtual platform for the Girls Club, as well as the communication pieces that will support said platform. 5. Assistance according to the request of the Communications department in the management of materials that emerge from the institutional actions of UNICEF. 6. Any other activity that is required or assigned by the supervisor. Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

5 years of experience in coordination of communication strategies in the social field;

  •  Experience in the direction of the design and production of graphic and audiovisual communication materials;
  •  Experience in planning social communication, communication for advocacy or advocacy purposes, publication of materials and organization of communication activities and events;
  •  Experience in the field of communication for development or communication for behavior change will be an advantage;
  •  Experience working at the UN or other international development organizations will be valued;
  •  Accuracy and professionalism in the production and edition of documents;
  •  Excellent interpersonal skills; cultural and social sensitivity; ability to work inclusive and collaboratively with a variety of stakeholders, including members of the grassroots community, religious and youth organizations, and authorities at different levels; familiarity with communication tools and approaches for development;
  •  Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of national and international staff;
  •  Solid computer skills, including advanced handling of various Microsoft Office applications ( Excel, Word, etc. ) as well as email / internet; familiarity with database management and technological office equipment;
  •  Motivation on your own initiative, ability to work with minimal supervision; ability to work with tight deadlines;

Living conditions and remarks

Dominican Republic is a middle-income country with a high Human Development index. The country is accessible by air, with a tropical climate. The country has the most modern facilities, from banking to medical services. Some precautions need to be taken for citizen security issues. Terms of Service: The contract lasts for the indicated period, with the possibility of extensions subject to the availability of financing, operational need and satisfactory performance. Transfer to the workplace ( if applicable ) and an additional entry allowance will be provided. The corresponding subsistence allowance ( in English, Volunteer Living Allowance or VLA ) is provided monthly to cover ordinary living, service and living expenses.
