Organizational structure

This post is to be filled within the Regional Administrative and Financial Services unit of the ILO Regional Office for Africa ( BR-Africa ).

Main mission

As a member of the team, the ( the ) holder provides high-level support in the area of finance and is responsible for ( e ) providing specialized management support services financial, to complete them and / or monitor their execution for the sake of efficiency, effectiveness and customer service. The ( the ) holder performs a set of administrative actions related to the financial operations of the office. The work requires the use of the Organization’s ( PGI ) integrated management software package. The ( the ) holder ensures the correct application, interpretation and adaptation of the established financial rules, regulations, policies, procedures and directives.It ( it ) makes assessments and makes contributions to the design and improvement of financial services and execution processes.

The ( the ) holder works under the supervision of the Administrator in charge of Operations. This supervision is focused on the provision of services, and consists in verifying that the agreed results have been achieved and that the work is coordinated and integrated with the related services within the time allowed. Missions are generally carried out with minimal supervision, the ( the ) holder with a high degree of autonomy. The work is reviewed to verify the feasibility of the recommendations and the accuracy of the final results. The tasks of dealing with complex and sensitive financial issues, in particular those linked to related activities of the work unit, are also reviewed.

Labor relations

Internal contacts take place with the personnel and managers concerned in the field offices, project offices and at headquarters; they aim to provide guidance and support in the financial field for the resolution of complex issues in compliance with applicable standards. Contacts also aim to coordinate activities with other units for the provision of interdependent services. The ( the ) holder works regularly in liaison with the unit responsible for finance at regional level and receives guidance from the latter.

External contacts take place mainly with service providers, banks, counterparts of the United Nations agencies and other international organizations, and aim to ensure the coordination and monitoring of pending issues. The ( the ) holder shares information and contributes to the resolution of complex questions in terms of financial support.

Essential functions and responsibilities

1. Undertake and carry out a set of specialized financial support tasks and services. Prepare, process and examine administrative actions and ensure their follow-up, including by verifying that the information and documentation comply with the rules, regulatory provisions, financial policies and procedures and applicable standards. 2. Perform targeted analytical reviews and trend analyzes for specific categories of activities, including projects funded from extrabudgetary resources, ensuring that the required authorizations have been obtained and that the support documentation is complete, and search for any fraudulent transactions and documents. Contribute to the preparation of financial analytical reports. 3.Act as an expense controller for the office, if necessary. 4. Proceed with the monthly bank reconciliation and the follow-up of outstanding questions, including by contacting banks to clarify certain points regarding account statements. 5. Review, correct and maintain various financial, budgetary and accounting records and documents to ensure that transactions are consistent and complete. Maintain, control and reconcile budget data, including for overtime payment, salary deductions and other payments. Prepare detailed cost estimates and participate in the development of budget analyzes and projections, as required. Prepare for the end-of-year accounts to be closed in accordance with applicable standards and procedures. 6. Check,control and analyze the financial transactions carried out by the ( s ) office ( concerned ) s (, using a sampling method, and ensure their overall compliance with applicable standards. Keep management informed of internal control over financial and administrative activities and propose measures, as necessary. 7. Review accounts and analyze information from multiple sources for various purposes – financial situation assessment, implementation and monitoring reports, activities and projects. Monitor requests for reimbursement of VAT and other pending receivables and advances and the closure of suspense accounts.Monitor and provide information to the use of resources for reporting to donors and other donors. 8. Assist in the follow-up of internal audit recommendations, write the answers to questions and external audit observations to be submitted to the supervisor for examination. 9. Keep abreast of ( e ) developments in financial rules, regulations, policies, procedures and other developments, and guide and train staff to strengthen knowledge. Monitor and guide the work of support staff in carrying out financial tasks, as required. 10. Evaluate working methods and procedures and suggest improvements to optimize efficiency and effectiveness.Work closely with other administrative sectors to ensure the effectiveness and smooth running of activities at the design and delivery stages of services and recommend improvements to be made interdependent processes. 11. Minimum requirements

Training

The ( the ) holder must have completed secondary education. Accounting or financial training.

Experience

At least six years of experience in operational or administrative support, mainly in the provision of financial operations support services. Experience in using an integrated management software package ( PGI ), in particular modules relating to finance.

Languages

Excellent mastery of French. Practical knowledge of English will be an asset.

Knowledge and skills

Good knowledge of financial management, accounting techniques, local taxation and banking methods. Good knowledge of international accounting standards such as International Public Sector Accounting Standards ( IPSAS ) or other international or national accounting standards. Knowledge of methods and techniques for assessing the quality and efficiency of process execution. Background knowledge of ILO programs and activities.

Knowledge of the policies of the United Nations common system in the field of finance. Good knowledge of PC software ( including word processing software, spreadsheets and presentation software ) like Microsoft Office. In addition to the essential skills defined by the ILO [ integrity and transparency, sensitivity to diversity, orientation towards learning and knowledge sharing, customer care, communication skills, orientation towards change, assumes responsibility for results, concern for quality, collaboration ], this position requires the following skills: Ability to interpret and comply with rules, regulatory provisions, financial management policies and procedures. Ability to adapt quickly to new software and computer systems.Precision and attention to detail. Meaning of responsibilities for preserving data integrity. Ability to coordinate the work of support staff. Ability to work in a multicultural environment and to adopt non-discriminatory behavior that is gender sensitive.
