About this job

The Ministry of Health ( SESAL ) with the support of the Inter-American Development Bank, the department of SCL/SPH is looking for a specialist with experience in the health sector with a focus on Hospital Services and Continuous Quality Improvement, in order to support the Ministry of Health in strengthening processes.

This is what you will do

The activities planned for the execution of the Consultancy are those detailed below, even though he or the Consultant ( a ) must develop all those that he considers necessary for the achievement of the proposed objectives and completion of the contracting process.

  •  Carry out a bibliographic review of quality indicators focused on the first and second levels of care.
  •  Carry out bibliographic review of policies, technical and regulatory documents related to the quality of health services of the Ministry of Health.
  •  Conduct and execute all the actions inherent within the Technical Cooperation to support SESAL in strengthening the management and quality of first and second level of care services.
  •  Support coordination for Continuous Quality Improvement in prioritized areas in the following: o Selection in hospitals that will benefit.

o Training and consolidation of quality improvement teams in each of the benefited hospitals.

o Training in MCC for quality improvement teams in beneficiary hospitals.

  •  Hold different meetings with key personnel from the Ministry of Health, specifically the Directorate of Integrated Health Services Networks, Department of First Level of Care, Second Level Care Department, Quality Unit both at the central level and prioritized health regions.
  •  Together with authorities from the Department of First and Second Level of Care of SESAL, carry out the following activities related to both levels of care: o Strengthening of management with hospital quality at the tactical driving level, through the results-based management approach; POA, budget, design of indicators and quality standards, management scorecard, continuous improvement plans.

o Training and implementation of continuous improvement teams in services.

o Identification and measurement of quality indicators for the beneficiary hospitals, including their objective, description and the construction of each indicator.

o Design and implementation of the monitoring system for Maternal and Child Health indicators, which includes a source of information, calculation of the indicator and its periodicity.

o Identification and analysis of gaps or problems.

o Definition of boarding priorities.

o Preparation of improvement plans based on priority problems.

o Review, adjustment and training of standards, protocols and clinical guidelines.

o Proposals for organizational adjustments and attention and support flows in their implementation of prioritized services.

o Preparation and implementation of monitoring systems for the progress of continuous improvement plans.

o Reference system designed and improved. ( Using information technologies ).

  •  Make 20 field visits.

This is what you need

  • Education: University Professional / ( a ) in the health sciences, with a master’s degree in health services, health economics, quality of health services, among others.
  • Experience: At least seven ( 07 ) years in the Health Sector, specifically with experience in care processes at the hospital level of at least 5 years. Having participated in processes of continuous quality improvement in health services, experience in preparing documents and indicators.
  • Languages: Spanish

  • Citizenship: You are a citizen of Honduras or a citizen of one of our 48 member countries, with residence or legal permission to work in Honduras.
  • Consanguinity: You have no family members ( up to the fourth degree of inbreeding and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.
