About this job

We are looking for a Senior Operations Associate or Operations Associate to perform a wide variety of operational functions designed to support the execution and monitoring of Bank portfolio projects in the region for which it will have the guidance and support of the chief of operations, specialists in operations, sectors and trustees.

You will work in the operations team of the Bank Representation in Argentina, which is part of the Department of Southern Cone Countries ( Argentina, Brazil, Chile, Paraguay and Uruguay ). This team is responsible for monitoring the macroeconomic evolution of the region, leading the policy dialogue with borrowing countries, determine the Bank’s financial exposure in the Southern Cone and formulate country strategies.

This is what you will do

Preparation, Execution and Monitoring of Projects.

  •  Support executing agencies in the development of all planning and monitoring tools. Review the final versions of the tools to make analytical recommendations to team leaders.
  •  Advise the executing agencies in the correct application of the Bank’s procurement policies and analyze the processes, according to the level of certification.
  •  Follow up on the contractual clauses established in the loan contracts.
  •  Support the executing agencies in the correct application of accounting records and in the use of the Bank’s instruments and disbursement systems, in order to guarantee proper financial management of projects.
  •  Support the specialists responsible for the projects in carrying out risk assessments and mitigation plans.
  •  Support in carrying out technical inspection visits and monitoring the implementation of recommendations.
  •  Participate in operations design and supervision missions, as well as portfolio review meetings and follow up on established agreements.
  •  Ensure permanent updating of the Bank’s computer systems and maintain the physical and electronic files of projects
  •  Support institutional capacity analyzes. Lead the application of the Institutional Capacity Analysis Platform instrument ( PACI ).
  •  Participate in the preparation / review of loan proposal documents.
  •  Coordinate and centralize data collection for the process of preparing the Project Closing Report, participating in the project closing workshop, the quality and risk review meeting and preparing a report of lessons learned on financial management.

Portfolio Management

  •  Support in portfolio management and programming tasks, through data analysis and evaluation and risk management.
  •  Provide a detailed analysis of the portfolio and trends for the review of the country portfolio and contribute to the preparation of related reports.
  •  Identify possible deviations in the portfolio and propose corrective actions to the chief of operations.
  •  Provide operational portfolio data for use in briefings, talking points, presentations, meetings with clients and other materials for internal and external dissemination related to IDB operations in the country.
  •  Prepare progress reports to facilitate the inspection and monitoring of portfolio projects, the implementation of the Country Strategy and other aspects related to the Bank’s operations in the country.
  •  Contribute to the preparation of the Annual Country Programming Document ( CPD ). Verify the strategic alignment of new and ongoing operations ( CRF, EBP, Vision 2025, etc. )
  •  Carry out or collaborate with other activities to certify the delivery of the IDB Group’s operational program.

Innovation and Process Improvement

  •  Support efforts to increase operational efficiency through innovation, process improvement, and data analysis to be used in the decision-making process.
  •  Share best practice insights with the group of operations analysts and support the compilation of lessons learned that can be applied to future operations.
  •  Lead working groups among analysts on key operational issues, as requested by the chief operating officer.
  •  Lead the design and maintenance of existing or new operating control panels.

This is what you need

  • Education: Master’s or equivalent advanced degree in Economics, Engineering, Administration or other Social Sciences. Desirable specialization in Project Management, PMI Certifications or equivalent.
  • Experience: Minimum professional experience of three years in similar activities with a focus on project management. Experience in project management in the public sector with local or international financing will be valued, as well as knowledge of national procurement rules and policies and preferably from Multilateral Financial Organizations or Bilateral Cooperation Agencies.
  • Languages: Spanish and English domain.
  • Tool domain Microsoft Office ( Word, Excel, Power Point, Outlook, MS Project ) and knowledge of other applications / packages aimed at data management ( Power BI, Tableau or the like ).

Requirements

  • Citizenship: You are a citizen of Argentina or have a residence or legal permit to work in Argentina
  • Consanguinity: He has no family members ( up to the fourth degree of consanguinity and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.

Type of contract and duration

Contract for national officials, 36 months initially, renewable by mutual agreement.
