Description Office / Unit / Project

In May 2021, the implementation of the REDD + Results-Based Payment ( PBR ) project began, financed by the Green Climate Fund ( GCF, ), and that it has as its implementing agency the United Nations Development Program ( UNDP ).

The proposed use of income for this project focuses on improving and expanding public policies that have proven effective in the last 25 years in Costa Rica, from the application of the Forest Law in Costa Rica, in 1996, as well as in the existing institutional framework. Therefore, it focuses on strengthening the Payment for Environmental Services program ( PSA ), as a policy instrument to ensure forest conservation and increased carbon stocks ( C ), through reforestation, tree plantations, agroforestry and silvopastoral systems. Likewise, it aims to reinforce forest fire prevention measures, emphasizing the State’s Natural Heritage, which have proven effective in the recent past.Another objective of the REDD + PBR project is to further increase the participation of all stakeholders, both public and private, including Indigenous Peoples and women, in the REDD + processes carried out by the Technical Secretariat established for this purpose. The proposed project is fully in line with Costa Rica’s REDD + National Strategy.

Costa Rica has proposed an ambitious goal of Carbon Neutrality in its NDC, highlighting the crucial role of the forestry sector as a sink to achieve it. This project contributes directly to this objective by reiterating Costa Rica’s political will to reduce emissions, conserve forest carbon stocks and increase the ambition of mitigation measures, while actively seeking to eradicate poverty.

This call seeks the contracting of services of a person to support the Project Coordinator in the execution of the activities of “ Payment for REDD Results + ”; especially in the generation of support inputs for decision-making and strengthening of the development processes of the different products, based on information management and data geography, thus developing useful documentation for the Social team and the Monitoring, Reporting and Verification team.

Scope of Work

Given the complexity of the Project and the variety of actions to be carried out, a person is required who is part of the interdisciplinary team that implements it. The professional in Geography will work full time in processes related to strengthening territorial actions in the elaboration of Territorial Forest Environmental Plans in the country’s indigenous territories, support in the activities of the Monitoring Report and Verification team ( MRV ) of the REDD Project + PBR, as well as various activities related to social geography and Geographic Information Systems that arise as part of the project’s objectives.

The contracted person must carry out the following activities without limiting himself to them: 1. Preparation of geographic information and construction of territorial maps and other geographic tools for the development of Territorial Forest Environmental Plans ( PAFT ) in Indigenous Territories ( TI ).

2. Support the project and the REDD Secretariat in the development and implementation of the Territorial Forest Environmental Plans.

3. Collaborate in the planning and coordination of activities associated with the discussion of indicators and implementation of the verification methodology of the Performance-Based Payment Agreement ( APBD ), both in the fire management component and in PSA in Indigenous Territories.

4. Accompany the expert in Safeguards of the project, for the implementation of the Safeguards Information System ( SIS ), as well as in the implementation of the Information Mechanism platform, Feedback and Disinformities ( MIRI ).

5. Support in the construction of Coverage Maps and land uses, as well as in other processes based on Geographic Information Systems and remote sensing required by the project and the REDD Secretariat as part of the Monitoring, Reporting and Verification activities ( MRV ).

6. Support the Monitoring Unit Reporting and Verification in the coordination, planning and execution of activities associated with climate financing mechanisms and carbon markets.

7. Collaborate on initiatives of the Gender Action Plan component specifically in activities associated with the use and generation of geospatial tool and technology capabilities.

Likewise, the person hired must promote in their tasks and responsibilities, the promotion of human rights, gender equality and the empowerment of women and girls, as well as the search for compliance with the SDGs and the 2030 agenda. You should also contribute from your area of knowledge with the results proposed by UNDP in its strategic plan and cooperate with the efforts made by the agency to contribute more effectively to the response comprehensive in the face of the systemic crisis facing the country and communities.

Institutional agreement

A person working full time is required to carry out the activities of the REDD + PBR Project, jointly with the National REDD Secretariat + and with UNDP, in order to achieve the expected results. The hired person will work under the supervision of the Project Coordinator, who for the purposes is its direct boss.

Educación académica

  •  Maestría en Geografía.
  •  Bachillerato universitario en geografía, en combinación con 2 años adicionales de experiencia, se dará la debida consideración en lugar de maestría.

Años de experiencia laboral relevante

  •  Hasta 2 años (con Maestría) o mínimo 2 años (con Bachillerato Universitario) de experiencia en Sensoramiento Remoto o teledetección en el procesamiento y análisis de datos de variables geo-ambientales y en el uso de Sistemas de Información Geográfica.
