National Environmental Issues Consultant At Organization for Security and Co-operation in Europe (OSCE)

Background:

The OSCE Presence in Albania (hereinafter “the Presence”) is implementing the extra-budgetary project “Enhancing environmental governance and security in Albania”. The project aims at (i) strengthening institutional and operational framework at the central and local level: (ii) enhancing technical capacities, skills and resources of law enforcement authorities, and (iii) increasing wider society commitment toward environmental governance and security.

In the initial phase of the project, the Presence has carried out a comprehensive baseline assessment on the inspection, investigation and punishment of environmental contraventions and crimes in Albania . The baseline study highlighted the critical need of further strengthening the technical expertise and capacities of inspectors, police, judges and prosecutors.

In light of this, the project will support the conduct of a Training Need Assessment (TNA) across the institutional chain dealing with environmental contraventions and crimes. Primarily targeted groups of the TNA are: environmental inspectors, police, prosecutors, judges and other public servant involved across the institutional chain. The TNA will assess the current level of capacities and technical expertise and identify the training needs and competency required for the environmental law enforcement.

The TNA will cover: i) the level of awareness and knowledge on waste, pollution and nature crime at the national and local level; ii) the type of training received on the subject; iii) the training needs and training wishes in the areas of tackling waste/pollution and nature crimes. The Presence seek to engage one national expert for this assignment.

Objective of Assignment: The Presence seek to engage one national expert experienced and qualified to design the TNA methodology, collect data and needed information, and elaborate the outcomes by compiling the TNA report with concrete measures and recommendations.

Duration of Assignment: This consultancy is envisaged to be carried out by the selected consultant during a period of 4 months, September-December 2023.

Tasks and Responsibilities:

Under the supervision of and in direct consultations with the OSCE Project Manager, the expert will be required to implement the following tasks: Task 1: Develop the TNA methodology and compile the questionnaire. The expert shall design the methodology to develop the TNA across the institutional chain dealing with environmental violations. The methodology will include the assessment objectives, the targeted institutions, collection methods and tools, questionnaires, timeline and the preliminary report outline. Questionnaires shall be tailored based on the institutional roles and structures for inspectorates, prosecution, police, and district courts. Questionnaires shall be compiled for flexible application in different forms, such as one-to-one interviews and electronic questionnaires. The questions should address issues pertaining to institutional training plans, type of training received on the subject, training priorities and needs. The methodology will be cleared and confirmed with the OSCE Project Manager. This task will be completed within 2 weeks after the contract signature.

Task 2: Collecting inputs from the targeted institutions. The expert shall ensure that the submitted questionnaires and collected inputs are valid and in alignment with the initial objectives and targets. Inputs will be collected through electronic questionnaires and one-to-one interviews with the targeted institutions. The electronic questionnaire will be disseminated to the targeted institutions by the Presence assisted by the expert. One-to-one interviews with semi-structured questionnaires will be carried out in-person or online for specific institutions, which will be arranged by the OSCE and facilitated by the expert. The expert will prepare a summary of the outcomes of such meetings. The collected data and inputs should be cleared and validated by the expert, and later on be archived on an Excel sheet, segregated per each institution. This task shall be finalized within 1 months after the contract signature.

Task 3: Drafting the Training Need Assessment Report. The expert will prepare and deliver the first draft of the TNA report with findings based on the collected inputs, research, available documents, interviews and suggested recommendations. The report will be concluded with a list of recommendations and measures which will support the adequate development of training and capacity-building programs, in order to address the identified gaps in knowledge and skills. The OSCE Project Manager will clear the preliminary structure and draft of the report before the drafting phase.

Task 4: Attend and present the preliminary report in a technical workshop with involved institutions. The expert is expected to attend and deliver a presentation on the preliminary findings of the TNA report in a technical workshop with representatives of the involved institutions. The expert shall prepare a visualized presentations with charts with elaborated findings of the TNA. After the meeting, the expert will finalize the initial draft report and elaborate on the received feedback. The workshop will take place during the period of October- November 2023.

Deliverables: D.1 Delivery of inception report, including methodology and questionnaire, to be approved by OSCE Project Manager before starting the work. D.2 Submission of collected inputs: – Inputs collected through electronic questionnaires saved in Excel and segregated per each institution, – Minutes of meeting per each one-to-one meeting with institutions. D.3 Deliver the draft the Training Need Assessment Report. D.4 Presentation of the Training Need Assessment in a technical workshop with involved institutions. D.5 Final version of the Training Need Assessment after receiving feedbacks.

Necessary Qualifications:

  •  Advanced degree in social science, political or natural sciences, or other disciplines with a particular focus on institutional building, environmental enforcement and compliance;
  •  At least 5 years of proven research experience and conducing similar assessments on institutional capacities and development (mandatory);
  •  Proven experience with data analysis, filed research, data visualization, high quality written deliverables and presentation skills.
  •  Excellent communication, drafting and presentation skills in Albanian and English;
  •  Must be national from Albania

Remuneration Package:

Remuneration will be in accordance with the OSCE established rates.
