Result of ServiceThe assessment shall be delivered in three broad phases, including an inception phase, data collection and analysis, and reporting. The contractor is expected to produce a coherent set of assessments across all fields of operation and headquarters as well as a synthesis on results using the field studies as the principal evidence base. The assessment shall rely on mixed methods (quantitative, qualitative, and participatory) to best identify the training needs and ensure triangulation of information through a variety of means.

Work LocationUNRWA

Expected duration- The duration of the contract is 4 months, the budget for the evaluation is USD 27,000.00. Installments will be made upon delivery of completed parts and subject to confirmation of evaluation satisfactory to the agency. – The consultant may be required to travel to UNRWA’s fields of operation for data collection purposes. – The bulk of the work will need to be done in the four months between 1 May and 30 August.

Duties andResponsibilities

– Create an Inception Report to outline understanding of assignment, methodology, and workplan. – Undertake desk research and analyze relevant documents and training materials to fully understand the ground situation and available training programs on humanitarian principles for UNRWA personnel – In close consultation with UNRWA, define the most effective way of data collection and determine the design of needs analysis – Conduct the TNA. Carry out a “Gap” analysis to identify gaps in the training on humanitarian principles – Define focus areas for designing new training programs on humanitarian principles for specific groups of UNRWA personnel. – Produce a comprehensive training needs assessment report. – Produce a presentation on findings for the use of management.

Qualifications/special skills- Advanced university degree (Master’s or equivalent) from an accredited educational institution in humanitarian studies, social sciences, law, adult-education, international development, or another field of relevance. – A minimum of five years of work experience in conducting training needs assessments through qualitative and quantitative analysis (demonstrated with examples of previous work). – Experience in evaluation within the UN system, ideally with exposure to assessments of humanitarian principles and/or neutrality. – Experience in evaluation within the Agency’s fields of operation would be an advantage.

Languages– Excellent command of written and spoken English.
