Context

This comprehensive plan sets out the steps necessary to accelerate progress on gender equality in the five target areas of the UNICEF Strategic Plan for 2022-2025, as well as within institutional systems and processes, with clear indicators and monitoring mechanisms to monitor change. This is how UNICEF DRC has developed a country strategy for gender equality adapted to the country’s realities and challenges.This includes the establishment of an intersectoral and transversal mechanism linking gender equality, gender-based violence ( VBG ) and prevention of exploitation and sexual abuse ( PEAS ), called GGP. This strategy includes concrete results in terms of gender equality at two levels: i ) sectoral results defined on the basis of a situation analysis ; ii ) intersectoral results linked to the priority themes defined in the Country Program ( CPD ) of which: i ) schooling of girls; ii ) health of young people and adolescent girls ; iii ) gender-based violence, including child marriage. In addition to programmatic aspects such as strategic planning, monitoring and evaluation, data collection, partnership ;other issues of major importance such as knowledge management and the creation of a work environment conducive to gender equality will also be addressed.

Task description

Under the direct supervision of the Gender Program Specialist and in close collaboration with the PEAS Program specialist and the Child Protection Manager, the United Nations Volunteer will perform the following tasks : 1. Contribute to the planning and effective implementation of the interventions carried out within the framework of the GPP ( Genre, risk mitigation VBG and PEAS ) :

  •  Support the operationalization of the GPP mechanism, including through the continuous capacity building of UNICEF staff and partners ;
  •  In collaboration with sectoral programs, ensure the effective implementation of catalytic actions carried out in the fields of Gender, PSEA and VBG ;
  •  Under the leadership of PEAS, VBG and Genre Managers, support the different sections and field offices in carrying out gender analyzes, y identification and risk analysis in VBG and EAS ;
  •  Contribute to the strategic assessment of technical assistance needs within sectors ;
  •  Ensure the management and implementation of all the interventions carried out by the office through the GGP system and ensure their harmonization. 2. Contribute to effective monitoring and evaluation of interventions in this area :
  •  In close collaboration with field offices and sections, monitor and inform the indicators of the GGP mechanism, as well as data quality control ;
  •  Produce two annual analyzes
  •  Contribute to capacity building of colleagues and partners in the field of gender equality, risk mitigation of VBG and PEAS ;
  •  Ensure effective monitoring and evaluation of activities, in close collaboration with programs and the planning and monitoring-evaluation – PPMK section ;
  •  Contribute to the revision of partnership documents in order to ensure the effective integration of the Gender components, risk mitigation of VBG and EAS ;
  •  Contribute to the preparation and submission of ( narrative and financial ) reports of GGP activities by following the formats required by donors ;
  •  Contribute to the preparation of the annual reports of the office, ensuring that the results resulting from the operationalization of the GPP are well reflected under the basis of reliable quantitative and qualitative data; 3. Support the development of partnership, resource mobilization and knowledge management on the implementation of the GGP mechanism
  •  In close collaboration with the PPMK and Communication section, ensure the identification, documentation and capitalization of good practices within the framework of the GGP system.
  •  Contribute to the development and dissemination of communication tools on the GGP device ;
  •  Support research, publications and dissemination on the GGP device, including its operation ;
  •  Support the development of new partnerships and the mobilization of resources in the field ;
  •  Contribute to the effectiveness of communication around gender equality activities and results, risk mitigation of VBG and EAS In addition to the above, United Nations Volunteers are expected to :
  •  Strengthen their knowledge and understanding of the concept of volunteering by reading the documentation made available by the UNV program, external publications and actively participate in the activities of the UNV program, for example getting involved in the commemorative activities of International Volunteer Day ( JIV ), December 5.
  •  Familiarize yourself and develop any form of traditional and / or local volunteering at the level of the host country.
  •  Reflect the type and nature of the voluntary actions they undertake, including their participation in substantial reflections.
  •  Contribute to the writing of articles on field experiences to be submitted for the publication of the UNV program / website, bulletin and press notes, etc.
  •  Contribute to the newly arrived United Nations Volunteers Reception Program in the country of assignment ;
  •  Promote or advise local groups in the use of online volunteers or encourage individuals and organizations to use online volunteer services when technically possible.

Required experience

3 years of experience in project and program management, monitoring and evaluation, gender equality, international cooperation or any other related area.

  •  Work experience in government / NGO / United Nations gender equality programs, PEAS or VBG is highly desirable
  •  Liaison and collaboration capacity with service providers, networks, government, community and young people.
  •  Flexibility, adaptability and ability to work independently, in a multicultural context.
  •  Excellent oral and written communication skills in French, as well as a good command of English at work.
  •  Authentic commitment to the principles of voluntary commitment, which includes solidarity, compassion, reciprocity and empowerment and commitment to the essential values of the United Nations. Kinshasa is a family duty station with a relatively high risk of theft at hand army and theft. The security situation in the capital Kinshasa is relatively stable, compared to many regions of the country characterized by an armed crisis. Good housing is available in Kinshasa even if it is expensive compared to many African cities. There is good connectivity with other major cities around the world and among other cities with daily flights from Njili International Airport. Social services are mostly available but must be paid. Some private clinics accept CIGNA insurance.Power outages are common while the tap water flow is fairly stable. There are at least 4 mobile network operators providing 4G Internet services.
