Within the framework of the Global Environment Facility (GEF)-financed Project “Green and Inclusive Recovery in Mexico (GREENMEX): Making High-Value Ecosystems and Rural Livelihoods More Resilient and sustainable in a post-Covid-19 scenario” GCP/MEX/151/GFF based on the terms established in the document Project Document Green and Inclusive Recovery in Mexico (GreenMex): Making high-value ecosystems and rural livelihoods more resilient and sustainable in a post-Covid-19 scenario (PRODOC), executed by the National Forestry Commission, CONAFOR and the Food and Agriculture Organization of the United Nations.

Tasks and responsibilities

The assistant for management and implementation will be responsible for the following functions:

  •  Ensure compliance with the conditions set out in the Operating Partner Agreement (OPA) during implementation, including proper reporting and financial management in the project GCP/MEX/151/GFF Green and inclusive recovery in Mexico (GREENMEX): make make high-value ecosystems and rural livelihoods more resilient and sustainable in a post-Covid-19 scenario.”
  •  Manage requests for financial resources using the forms established in the OPA annexes.
  •  Monitor financial resources and project accounts to ensure the accuracy and reliability of financial reports;
  •  Review and process funding requests and financial and progress reports, as required by the OPA, if any;
  •  Request and record documentation and evidence describing the correct and prudent use of project resources, in accordance with the terms of the OPA, including ensuring the availability of supporting documentation required by FAO or designated auditors;
  •  Support in the previous tasks, during and in the conclusion of the audits, spotchecks Mid-Term Review and the Final Evaluation in close coordination with FAO Mexico, CONAFOR, the national partners of the project and the FAO Headquarters in Rome;
  •  Inform the Project Monitoring Committee (CSP) and FAO of any delay or difficulty that may occur during the execution of the project, in order to guarantee the timely adoption of corrective and support measures.
  •  Monitor that the FAO regulations are complied with in each of the stages of the project.
  •  Monitor, review and document that the work plan ensures its link with the activities, products and results established in the original plan and the project document or in the amendments that, if applicable, are proposed for the regulatory operation of the project.
  •  Monitoring of the project budget at a global level, verify the availability of funds, ensure that operating expenses are adjusted with the approved budgets. When it is the case, validate with the administration area the documentation that the project presents (invoices, attendance lists, etc.) that are coherent based on your work plan. Prepare budget variance reports and carry out budget revisions when required.
  •  Review the project funds and carry out the approvals for the receipt of goods and/or services, when applicable, in the GRMS system. Likewise, verify that the requisitions entered coincide with what is established in the updated and validated purchasing plan and work program.
  •  Assist in the preparation of financial progress and project reports through the instruments designed for this purpose. Assist the Assistant Program Representative in the formulation of proposals and systems to improve project monitoring and review of budget progress.
  •  Follow up on the purchasing plan with the coordination of the project, ensuring the contracting of: technical support services, purchases, service contracts, training, travel, equipment and supplies in accordance with the work plans and the rules and procedures applicable to the OPA .
  •  Prepare meetings of the project action group ( task force ), when requested. Support the logistics of official meetings, working groups, tours, workshops, training actions, missions, etc.
  •  Prepare and follow up on the measures required for the conclusion of the project, arrange for the timely and appropriate presentation of final reports and meet the requirements derived from the project’s budget closure.
  •  Support the preparation of official documents such as letters of agreement, based on FAO guidelines, as well as their follow-up and monitoring according to the established dates.
  •  Support the institutional synergies generated within the framework of a shared vision of the integrated landscape management approach;
  •  Support, together with the human resources area and the Project Management, the design of the terms of reference and evaluation of performance and competence, as a means to ensure the quality of the activities and the achievement of the established products / results.
  •  Perform other related functions that are entrusted to it.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Mexican nationality or resident in the country with a regular work permit.
  •  University education in social, environmental, business administration or related disciplines. Desirable Master’s degree in administration or related disciplines.
  •  Five years of experience in programmatic management positions in projects.
  •  Proficiency in Spanish (level c), limited knowledge of English (level b).
