Advisor, Value for Money, Health Finance – GL D – Defined Duration until December 2025 – French and/or Portuguese Desirable

Value for Money (VfM) is a key principle guiding Global Fund’s investment in countries to maximize sustainable and equitable impact of its investment in combating HIV, TB and Malaria. In close collaboration with internal teams and external partners and under the supervision of the Senior Advisor, Value for Money, the Advisor, Value for Money plays a key role in strengthening the Global Fund’s overall efforts on VfM and providing technical advice related to VfM to Global Fund country teams, other internal stakeholders, and countries. The Advisor, Value for Money contributes to the design and implementation of the overall efforts to integrate the Global Fund’s VfM framework throughout grant life cycle. In particular, they are responsible for providing effective, efficient and timely support to coordinate the internal and external consultation on VfM efforts as well as the integration of VfM throughout the Global Fund’s grant life cycle. This includes the provision and coordination of VfM related country support provided by the HF Department as a cross-cutting lever to promote sustainable health financing and strategic resource allocation and utilization. The Advisor, Value for Money will also play a key role in both coordination and implementation of the Sustainability, Transition and Efficiency Strategic Initiative (STE-SI), ensuring that technical assistance provided through the STE-SI is strongly aligned with the VfM agenda in house, high quality, and and is well coordinated with other ongoing and future VfM efforts across the Global Fund Secretariat and development partners. They will play a key role in the development of a PfR framework and manage technical assistance (TA) provision to assist the design, implementation and evaluation of PfR for relevant grants. They will actively engage in the assessment and reporting of Global Fund’s Key Performance Indicator on Investment Efficiency (KPI4), as well as any other potential VfM metrics developed to support the implementation of VfM efforts.

Key Responsibilities

Under the supervision of the Senior Advisor, Value for Money, the Advisor:

  •  Supports the incorporation of VfM systemically into the grant life cycle
  •  Plays a lead role in development and implementation of the workplan to incorporate VfM throughout the grant life cycle and the advancement of VfM agenda among internal and external partners, including: organizing internal and external consultations (work plan, process map and measurement framework), organization of regular communication / collaboration with different VfM focal points from the Global Fund Secretariat and development partners, and tracking / disseminating updates on work-plan implementation and progress as part of regular and ad-hoc reporting.
  •  Coordinates between VfM focal points across the Global Fund Secretariat, to strengthen cross-departmental collaboration on VfM, including identified priority areas
  •  Under the supervision of the Senior Advisor, Value for Money plays a lead role in managing the implementation of the “Efficiency” component of the Sustainability, Transition and Efficiency Strategic Initiative (STE-SI), ensuring that technical assistance provided through the STE-SI is high quality and well coordinated with other ongoing and future VfM efforts across the Global Fund Secretariat and development partners
  •  Conducts the assessment, internal consultation, reporting and communication of VfM metrics including KPI 4 and other potential new metrics; and engage in relevant analysis as needed
  •  Promotes awareness, capacity building, and knowledge sharing on VfM, including ensuring strong knowledge management; contributes to the development of VfM related concept papers, information notes, publications; and is responsible for managing a learning agenda on VfM at the Global Fund Secretariat
  •  Takes a lead role in the development of a PfR framework for the Global Fund Secretariat, including working with internal Secretariat teams to ensure PfR is embedded within Global Fund grant processes to maximize programmatic impact
  •  Provides technical support to Country Teams and other Global Fund Secretariat teams to strengthen PfR design in the context of Global Fund grants and engagement with countries (e.g. on what, at what price, to whom, when and how).
  •  Takes a lead role in strengthening the strategic use of PfR within the Global Fund and the implementation of PfR efforts for the Health Finance Department, including supporting evaluation of impact, cross-Secretariat coordination, and overall implementation

Qualifications

Essential:

  •  Advanced university degree in public health, finance, economics, social policy, business administration/management or a related field

Desirable:

  •  Qualifications in international development, behavior economics, quantitative methods

Experience

Essential:

  •  Strong experience in coordinating and facilitating projects in international organization(s), with strong capacity in stakeholder management and project management including planning, coordination, progress tracking, and on-time outcome delivery
  •  Strategic thinking, results-driven and excellent problem-solving skills
  •  In-depth technical expertise and significant experience in costing and cost effectiveness modelling, efficiency and data analysis
  •  Experience with PfR modalities, including with respect to the design of PfR modalities
  •  Excellent interpersonal and diplomatic skills with demonstrated ability to effectively coordinate and interact with various stakeholders including teams or individuals of varied expertise or viewpoints in technical or funding agencies of global health, national governments, academia, among others.
  •  Strong professional experience and strong technical capacity in costing, cost-effectiveness analysis, budgeting and evaluation of disease programs with a solid understanding of health system, for instance, on issues related to healthcare financing (e.g. financial flows and payment schemes), service delivery including quality and impact of health programs, as well as resource tracking, program monitoring and evaluation and program management
  •  Excellent oral communication, writing and presentation skills

Desirable:

  •  Over 4 – 6 years of experience in coordinating and facilitating projects in international organization(s),
  •  Over 4 -6 years of experience in costing, cost-effectiveness analysis, budgeting and evaluation of disease programs
  •  Experience in designing, implementing, evaluating and managing payment for results projects
  •  Good knowledge of Global Fund’s operation, process and priorities
  •  Past working experience with Global Fund supported country programs

Competencies

Languages: An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset
