Job Purpose and Organizational Context

The United Nations Development Program ( UNDP ) has been operating in Haiti since June 28, 1973. UNDP is part of the United Nations system alongside 17 other agencies also present in the country. Its presence is defined by a basic agreement with the Government of Haiti which sets out the fundamental conditions under which the program will support it in the implementation of its development projects. It supports the Haitian Government in its long-term approach to sustainable development by supporting the strengthening of the capacities of national institutions, the local private sector and those of communities in Haiti, to better prepare for the future of the country and build a strong and resilient nation.The mission of the UNDP in Haiti is to support the Haitian Government in the foundation of a strong and resilient nation and institutions. The areas of activity in which the UNDP Haiti approach has added value are: poverty reduction, democratic governance and climate and adaptation to climate change. UNDP works to reduce poverty in all its dimensions. Economic growth alone does not reduce poverty, improve equality or create jobs if it is not sustainable and does not benefit everyone. UNDP supports the Government of Haiti to strengthen the rule of law, while ensuring a constructive and inclusive engagement of civil society. We help build the capacity of institutions to provide public services in various contexts,including in urban areas and places affected by crises. The UNDP acts in concert with the Haitian Government to translate their objectives related to the reduction of natural disaster risks and combating climate change into concrete measures for sustainable development, including the implementation of a risk prevention and environmental protection policy. This mission is essentially based on a multidimensional approach to risk management with a commitment from the Civil Society and the Private Sector and local communities. The UNDP office in Haiti is a key partner of the Global Fund to Fight AIDS, tuberculosis and malaria ( the Global Fund ) and acts as the interim main recipient ( PR ) of the new malaria grant.In his role as PR, UNDP is responsible for the financial and programmatic management and supervision of the Global Fund grant as well as the purchase of pharmaceutical and non-pharmaceutical products. In all areas of grant implementation, UNDP provides capacity-building services to relevant institutions, to sub-recipients and operational partners. For the implementation of Global Fund grants, UNDP Haiti is in the process of establishing a ( UGP ) program management unit that will manage, supervise and coordinate with national and technical partners the implementation of the grant in accordance with UNDP rules, policies and procedures and the Grant Agreement with the Global Fund. Duties and Responsibilities

Under the direct supervision of the Program Technical Coordinator, the Project Analyst will work in close collaboration with the staff of the National Malaria Control Program in the 10 departments, as well as with the Departmental Directorates and the technical and civil society partners involved in the fight against malaria in these departments. He / She will have to assume the following responsibilities:

  •  Support for Managers Malaria and M&E Malaria Program in the context of coordinating the activities of the work plan at the level of the 10 departments.
  •  Support for Managers Malaria Program for the coordination of actors involved in the community response, the supply chain ( alert on any stock shortage ) and monitoring at the departmental level.
  •  Support for case and home investigation teams during the missions carried out.
  •  Support for Brigadier Teams in their routine activities and the implementation of the vector control strategy.
  •  Support for the establishment of Health Committees in priority municipalities and support for the implementation of specific action plans and emergency preparedness
  •  Support for M&E Malaria and Liaison Officers for the collection of institutional reports and input reports, as well as the qualitative analysis of reports.
  •  Follow-up visit to CDAIs and Health Institutions for ad hoc verification of the reported data.

Any other related task assigned by the Technical Co-Owner of the program.

Institutional Arrangement

Under the direct supervision of the Program Technical Coordinator, the Project Analyst will work in close collaboration with the staff of the National Malaria Control Program in the 10 departments, as well as with the Departmental Directorates and the technical and civil society partners involved in the fight against malaria in these departments.
