Description Office / Unit / Project

The United Nations Guiding Principles on Business and Human Rights ( PRNU ), adopted by the UN Human Rights Council in 2011, they are the most authoritative guidelines on how to “prevent and address human rights abuses in business operations”. As part of its general work on human rights, UNDP has supported the implementation of the Guiding Principles by countries and companies around the world. The Business and Human Rights ( B + HR program was first tested in Asia in 2016, where UNDP was soon recognized as the coordinator of the B + HR discourse through its peer learning activities, including its annual regional B + HR forums for Asia.

Since then, UNDP has expanded its work by creating a Global Initiative on Business and Human Rights. As part of this process, UNDP is cooperating with the Government of Japan on the JSB project. Financed by the Supplementary Budget of Japan ( JSB ) approved in 2021, the result of the JSB project is to promote a fair recovery while identifying the human rights risks with which Japanese companies can be associated in 17 target countries, including Mexico. The project will strengthen responsible business practices in Japan and Mexico by improving the capacity and understanding of the Mexican authorities, Japanese companies and corporations from other countries, suppliers and partners to carry out Due Diligence in Human Rights.

The Project consists of two phases; the first began in April 2022 and will conclude on June 30, 2023 and; the second, which will begin on July 1, 2023 and end on March 31, 2024.

The project has two main objectives, the first will be to guide Japanese companies, and their suppliers, in the implementation of “ Due to Mandatory Human Rights Diligence ” ( DDHM ), to evaluate, estimate, prevent and mitigate adverse impacts in this area. To achieve this, during the first phase of the Project, UNDP carried out a study on the main risks faced by Japanese companies in the field of human rights.

Derived from the results and findings of the study, UNDP designed and implemented a training program called “ Academia Empresas y Derechos Humanos ”, which trained 40 affiliated people with 25 Japanese companies, and their suppliers, in managing human rights risks potentially associated with their operations. In addition, UNDP delivered eight personalized sessions to seven Mexican companies. Specifically, the following trainings were held: 1 ) February 2, hybrid human rights due diligence training session for high-level executives from Japanese companies.

2 ) February 2 and 3, two hybrid human rights due diligence training sessions for managers in the areas of sustainability, sales, marketing, compliance, human resources, compliance, among others.

3 ) During the month of March, eight personalized virtual sessions were held, in which technical support was provided to seven companies in the adoption and implementation of due diligence policies.

The second objective of the project is to support the Ministry of the Interior ( SEGOB ) in the elaboration of the first national policy on business and human rights target countries in the design of policies to address human rights abuses related to business operations. During the first phase of the Project, UNDP technically and financially supported SEGOB in developing two key outputs that will form the basis through which the first draft of national policy will be developed: -Diagnosis of the federal legal framework and current public policies pertinent to the question of human rights and companies, to evaluate compatibility and conformity with international obligations of human rights of the State, and make visible progress and areas of opportunity in this area,including regarding its implementation.

– A training program implemented on December 2 and 3, on business and human rights, aimed at the Ministry of Economy, Ministry of Labor and Social Welfare and the Ministry of the Environment and Natural Resources, with emphasis on the constitutional reform of human rights of 2011, the Guiding Principles on business and human rights, and the implication of the implementation of its constitutional and international obligations, with a perspective of companies and human rights.

UNDP is currently working with SEGOB to prepare the first draft of the national policy, the completion of which is scheduled for July 2023.

Scope of Work

The Analyst ( Coordination ) of the project must:

  •  Coordinate / manage the day-to-day activities of the assigned portfolio and the overall implementation process, including planning and monitoring, in order to optimize the use of resources and ensure the successful achievement of the project objectives and results specified in the project document. Provide advice and technical support in this area and ensure that products are delivered on time, within the established budget and specified limitations, and with a high level of quality.
  •  Facilitate the establishment of interactive and inclusive platforms for project execution and collaborate with other program units and project teams to ensure the integration of critical development issues into project activities and the expected results of the project.
  •  Ensure that implementation activities are in line with UNDP program management policy and procedures and that all project interventions integrate a gender equality perspective/integration of gender equality to the extent permitted by the local context.
  •  Ensure the operational management of the assigned portfolio, including the timely acquisition of goods, services and / or infrastructures ( as appropriate ), the effective management of human, technical and financial resources, etc.
  •  Develop and maintain strong relationships and strategic links with implementing and development partners, government officials, companies, NGOs, other national stakeholders and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in the allocated portfolio.
  •  Prepare corporate, donor and government reports according to the reporting schedule and the requirements of UNDP and donors.
  •  Be in contact with the Finance team to ensure that administrative requirements, budgets and the use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations.

The Analyst ( Coordination ) of Project must maintain permanent and assertive communication with the UNDP Global Business and Human Rights Program, the Ministry of the Interior, the Embassy of Japan in Mexico and other partners of the project, in order to ensure its correct implementation, according to the programmatic scope that the institutions have agreed or manage to agree during the duration of the Project.

Minimum Academic Requirements

  •  Master’s degree in political science, economics, finance, public administration, or other related social sciences is required.
  •  Bachelor’s degree in political science, economics, finance, public administration, or other related social sciences in combination with an additional 2 years of relevant experience, will be considered favorably rather than a Master’s degree.

Minimum Years of Relevant Experience

Up to 2 years ( with a Master’s degree ) or at least 2 years ( with a Bachelor’s degree ) of experience developing alliances with the business sector and government for the implementation of projects, preparation of financial reports, expense monitoring and budget reviews.
