The United Nations Office for South-South Cooperation (UNOSSC), hosted by United Nations Development Programme (UNDP), is responsible for supporting intergovernmental political process in South-South and triangular cooperation and mainstreaming South-South and triangular cooperation across the UN system and assisting developing countries in strengthening their capacities to manage, design and implement South-South and triangular cooperation policies and initiatives through the identification, sharing, and transfer of successful Southern generated-development solutions.

Among its various functions, UNOSSC acts as Fund Manager and provides support to implementation across four South-South cooperation trust funds, namely:

  •  The India-UN Development Partnership Fund (India-UN Fund) is a dedicated facility established in 2017 as a $150 million financing mechanism to support Southern-owned and led, demand-driven, and transformational sustainable development projects across the developing world, with a focus on least developed countries and small island developing states.
  •  The India, Brazil and South Africa Facility for Poverty and Hunger Alleviation (IBSA Fund), which became operational in 2006, to support developing countries on a demand-driven basis address their development challenges. The IBSA Fund implements, through partnerships, replicable and scalable projects that can be disseminated to interested developing countries as examples of best practices in the fight against poverty and hunger.
  •  The United Nations Fund for South-South Cooperation (UNFSSC), which was established in 1996, to promote, support and implement South-South cooperation. It constitutes a core element of the United Nations system support to Member States in their strategy to engage partners and mobilize resource for the joint implementation of innovative and transformative South-South Cooperation activities. In recent years approx
  •  The Perez-Guerrero Trust Fund for South-South Cooperation (PGTF), which was established in 1983 and is managed by UNOSSC on behalf of the Group of 77 and China (G77). PGTF provides catalytic financial support for cooperative projects carried out by three or more developing-country members of the G-77.

UNOSSC intends to expand and keep up to date various communication channels and products that serve to outreach on the impact of South-South cooperation through the United Nations System, showcase good practices from the Trust Funds for their repliction and upscale, and feature Sustainable Development Goals results of initiatives. These efforts will ensure that UNOSSC Trust Funds appear dynamic, up to date, and at the forefront of communication technologies and media.

Duties and Responsibilities

The Communications Officer will perform the following tasks: Contribute to the production of Trust Fund communication products: reports, special editions of publications, booklets, brochures, videos, audio-visual materials, exhibitions, news stories, human interest stories of South-South activities, case studies, thematic communication products, webinars, policy papers, photo-series, knowledge products, etc;

  •  Write, review and improve and/or edit featured stories on on-going or recently completed projects for the India-UN Fund Newsletter;
  •  Expand and update the trust funds websites, including support to conceive dynamic contents, draft new text, facilitate the production of info-graphics, media advisories, and human interest stories;
  •  Source and curate visual assets toward ensuring project communications efforts are supported by quality visual elements (pictures, video footage, etc);
  •  Develop tailored communication products in support of South-South cooperation mainstreaming and capacity-building on South-South cooperation mainstreaming at project level within the South-South Trust Funds portfolio;
  •  Provide drafting support that enables the co-production of communications and training materials on the application of South-South cooperation key considerations throughout the project cycle;
  •  Support online and social media outreach content production;
  •  May be requested to contribute to the establishment of a database of partner communications focal points and/or local media in project countries and administration of the Trust Fund portfolio photo-sharing account;
  •  Propose innovative communication ideas and products, including communications mediums, particularly relevant opportunities for outreach, and approaches.

Institutional Arrangement

The IPSA will work under the guidance and supervision of the Trust Fund and Project Management Specialist, and in active coordination with the Communications Specialist.

Desired additional skills and competencies:

  •  Experience and expertise regarding global development issues (especially on the 2030 Agenda for Sustainable Development and development cooperation) based on previous work experience in a multilateral institution is desired;
  •  Experience is South-South cooperation is desired;

Required Skills and Experience

Education:

  •  At least Master’s degree or equivalent in Journalism, Communications, Development Studies, Social Sciences, or a related discipline required

Experience:

  •  At least 5 years of relevant work experience in providing programme, project management, and/or communications support in development cooperation is required

Required skills:

  •  Experience on preparing communication products, such as reports, brochures, newsletters, or videos is required

Language:

  •  Fluency in English language required (Oral and written) and excellent writing skills.
  •  Fluency in additional UN language is an advantage
