How can you make a difference?

The SBC Programme Associate (Social Listening and Communication) reports to the Chief, Social & Behaviour Change for general guidance and supervision. The Associate will support the planning and implementation of Social and Behavior Change interventions by monitoring rumours and misinformation through the online rumour tracking platform, Talkwalker on emergency and development issues. The Associate will also provide support to the Pacific Island Countries and Territories (PICTs) to develop creative information, educational and communication materials that are used in humanitarian responses and development campaigns.

Under the supervision of Chief of Social and Behaviour Change, and in close collaboration with team members of SBC and Programme Sections, the SBC Programme Associate (Social Listening and Communication) will support UNICEF Pacific SBC team with tasks including establishing and managing social listening systems, developing strategies and mechanisms to manage and respond to rumours and misinformation, support institutionalization of social listening in national RCCE/SBC coordination mechanisms, and design creative concepts and products to support social and behaviour change interventions implemented by various programme sections.

As the MCO embarks on the new multi-country programme (MCP) cycle 2023-2027, the Programme Associate will support achievement of the UNICEF Pacific multi-country programme goals by strengthening SBC capacities at regional and country levels for a more systematic approach to design and implement evidence-based, at-scale and measurable SBC strategies that demonstrate clear results for children and their communities.

Summary of key functions/accountabilities:

  •  Establish and manage social listening mechanisms to guide humanitarian and development programme response.
    •  Establish a regional and country-specific social listening and engagement system with a focus on emerging humanitarian/emergency or development issues.
    •  Map country communications ecosystems to inform the development of social listening and engagement activities. This may include UNICEF and partners tools and channels (e.g., U-Report chatbots, polls and counselling hubs, Internet of Good Things) and offline sources (e.g. community feedback).
    •  Leverage an online monitoring tool to track misinformation and rumors. Develop a rumor log and rumor management algorithm. Track online narratives and conversations that may impact UNICEF’s humanitarian and development programmes.
    •  Produce regular briefs and dashboard for regional and country SBC colleagues that synthesizes multiple online and offline sources of data, identify signals and trends, describe current narratives, and provide recommendations and guidance.
    •  Provide technical assistance to develop and implement social listening and engagement strategies and action plans.
    •  Support to establish appropriate strategies and mechanisms to manage rumours and effectively respond to misinformation and disinformation.
    •  Support in capacity-building sessions to provide skills for social listening and support for digital engagement activities through strategic advice and high-quality digital-based SBC content.
    •  Support institutionalization of social listening within the countries’ RCCE / SBC coordination mechanisms.
    •  Document the lessons learned and best practices in social media monitoring and rumour tracking and management.
  •  Develop evidence-based strategic communications materials to support social and behaviour change interventions in development and humanitarian contexts.
    •  Develop creative concepts on illustrations and templates and provide graphic design support to UNICEF and Pacific Island Countries to develop posters, brochures, handouts, factsheets, information cards, banners and flyers.
    •  Identify the most appropriate print products that are suitable in terms of achieving the expected outcomes, appropriateness for a specific target audience, nature of engagement with the audience, etc. The illustrations, templates, and materials must reflect the ambiance of the Pacific and should be compatible to be used in the languages spoken in the Pacific.
    •  Work closely with the Social and Behavior Change team to understand project goals, target audience profiles, and communication objectives.
    •  Collaborate with team members in brainstorming sessions to generate creative concepts and ideas.
    •  Coordinate with content creators, copywriters, and other team members to ensure that visuals align with the messaging and content.
    •  Seek feedback from team members, stakeholders, and target audience to continuously improve and iterate on designs.
    •  Capacity strengthening of key partners, especially Health Promotion Units and PCA partners on an evidence-based approach to messages and materials design (needs assessment, identification of target audiences, design/development, monitoring, etc.).

To qualify as an advocate for every child you will have…

Education:

  •  Completion of secondary education, with training in graphic design, digital communication, communication, social listening or a related field.

Experience:

  •  A minimum of 6 years of experience working digital marketing, communications, advertising, or a related field for an NGO, UN, or creative agency.
  •  Practical experience in graphic design including an extensive portfolio containing a variety of published works.
  •  Practical knowledge of software required including Adobe Suite. Prior practical experience in digital photography and basic video editing is also required.
  •  Knowledge of current social media practices, issues and trends, particularly in the humanitarian and development sectors, including hands-on experience of social media platforms, e.g., Twitter, Facebook and knowledge of the web and social media landscape across the region.
  •  Experience in content production and management of websites.
  •  Proven ability to manage multiple priorities within specified timeframes.
  •  Strong visual communication abilities, including simply communicating complex ideas.
  •  Experience with infographics, photography and basic videography.
  •  Strong commitment to raising the profile of issues affecting children and their families in communities affected by poverty and exclusion.

Language Requirements:

  •  Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
