- Project Description
The persistence of factors favoring violent extremism in Tunisia continues to pose a latent risk to public security, the political process as well as the post-COVID-19 economic recovery. The decline in the security threat, however, makes it possible to envisage State intervention beyond a strictly repressive dimension to prioritize preventive solutions complementary to efforts to combat terrorism. From 2018 to 2021, the first phase of the project devoted a holistic approach to Preventing Violent Extremism ( PEV ) through a strategic partnership with the National Commission for Combating Terrorism ( CNLCT ). Strengthening the institutional positioning and opening up to societal actors of the CNLCT are among the major achievements of this first phase,completed with the review process of the National Strategy to Combat Extremism and Terrorism ( SNLCET ) by promoting an integrated prevention vision that is sensitive to transversal priorities such as respect for human rights.
Capitalizing on these achievements, this new phase of the ( 2022-2025 ) project is based on three pillars: Institutional development – By contributing to the strengthening of the capacities of the CNLCT for strategic programming and systematic monitoring of the implementation of the SNLCET, the project aims to promote a better balance between preventive measures and repressive response to violent extremism, including through the strengthening of inter-ministerial coordination in the implementation of the SNLCET, in particular with the Ministry of the Interior.
Societal commitment – In addition to funding local initiatives to strengthen social cohesion, the project aims to support a process of structuring the partnership between civil society and the CNLCT in the context of consultations and monitoring of the execution of the SNLCET.
Production and enhancement of knowledge – To cope with the evolving nature of the phenomenon, the project aims to facilitate the production of advanced knowledge, specific to the context and sensitive to the gender dimension, as well as their promotion to inform ENP strategies and interventions.
Concretely, the project aims to structure and support the action of Tunisian institutions and civil society to strengthen social cohesion, citizen security, respect for their rights, and confidence in the institutions necessary for the consolidation of the democratic transition and the economic recovery of the country.
2- Scope of Work
Under the supervision of the Main Technical Advisor ( CTP ), the Associate in Partnership with Civil Society will be responsible for supporting the project in the efficient and effective organization of its activities specifically in collaboration with Tunisian civil society, ensuring adaptation to context, maximization of impact and learning. Specifically, the following results are expected :
- Effective coordination is ensured with the national and local associations involved in the project, including with the institutional partner, the CNLCT;
- The capacities of the partner associations of the project in the field of the ENP are strengthened for a better control of their share of the theme;
- Civil society associations contribute in a substantial way to the development, implementation and monitoring and evaluation of the National Strategy to Combat Extremism and Terrorism ;
- The results and effects of the ENP interventions of the project partner associations are documented and analyzed, making it possible to capitalize on experiences and good practices.
To this end, he / she will be responsible for ensuring, among other things, the following tasks: Organizing and executing the activities of the Taraboten project partnerships with civil society
– specifically related to product 2 of the project
- Under the supervision of the CTP and in close collaboration with the expert.e nationale in ENP, contribute to the definition and implementation of a project partnership strategy with civil society in the field of ENP, at national and local levels;
- Participate in the mobilization of civil society organizations likely to develop synergies with the project at national and local levels;
- Support the definition and financing of specific ENP actions in the territory in accordance with UNDP procedures and in line with the National Strategy to Combat Terrorism and Extremism and in collaboration with the CNLCT;
- Monitor the ENP activities of the civil society and the proper management of financing agreements in accordance with UNDP procedures ;
- Contribute to communication and coordination between the project and civil society partners at national and local levels and verify reporting by associations;
- Support collaboration between the project partner associations and representatives of public authorities, in particular the CNLCT;
- Support the commitment of civil society in monitoring the implementation of SNLCET ;
- Support the strengthening of the capacities of associative actors in terms of ENP.
Support the programming and execution of other activities of the Tarabot project which could involve collaborations with civil society – specifically to products 1, 3 and 4 of the project
- In close collaboration with the CTP, contribute to the development of guide lines which define a framework for collaboration between CNLCT and civil society ;
- In close collaboration with the CTP and the national expert in ENP, support the engagement of civil society organizations in collaboration with the Ministry of the Interior, at national and local level, through local security committees;
- In close collaboration with the project analyst, support the participation of civil society in the production and enhancement of knowledge through research initiatives and project analysis;
- Support the project monitoring and evaluation manager in the documentation and analysis of the results of the project’s ENP actions and its partner associations;
- Ensure the’archiving of documentation relating to associative partners.
Transverse support the work of the team and the good execution of the project
- Actively contribute to the team’s programming efforts;
- Contribute to the establishment and consolidation of respectful and professional relationships within the team;
- Participate in the drafting of conceptual notes, terms of reference and other technical documents, as well as in the proofreading of guides and studies;
- Support the organization of project events ( meetings, workshops, seminars, training, etc. ) and participate in logistical arrangements;
- Contribute to the preparation of the project team’s field missions as well as partners;
- Attend study days ( conferences, seminars, expert symposium.es, etc. ) on violent extremism in Tunisia, and provide a report to the project team;
- Ensure respect for principles of gender sensitivity and sensibility to conflict in the design and execution of any project activity.
