Purpose of consultancy
To provide expertise to the Global Reporting on viral Hepatitis B and C related to country estimates of the burden and the cascade of diagnosis and treatment.
Background
In 2022, the World Health Assembly approved the Global Health Sector Strategy (GHSS) on viral hepatitis, which proposes to eliminate viral hepatitis as a public health threat by 2030 (defined as 90% reduction in incidence and 65% reduction in mortality with regards to HBV and HCV). To eliminate viral hepatitis as a public health threat, the GHSS focuses on priority indicators including disease burden, prevention coverage, harm reduction, blood safety, testing and treatment for hepatitis. In order to monitor and evaluation the progress of hepatitis elimination, WHO needs to collect data to assess hepatitis B virus (HBV) and hepatitis C virus (HCV) disease burden and service delivery in its 194 member states and global, regional and country reports need to be developed. For the development of the reports data and estimates need to be validated with countries and Ministries of Health to assist Member States with developing evidence-based strategies for elimination of hepatitis and tracking country progress towards achieving elimination targets.
Deliverables
- Task 1: To contribute to the Global Reporting on Hepatitis B and C (GHRS).
- Deliverable 1.1: Updated draft tool for online and offline access to save data on WHO servers as a dataset accessible to WHO staff and regions for at least 130 countries, including 12 type indicators as defined.Expected by: 1 April 2023
- Deliverable 1.2: Conduct a quality assurance review of all partner and country data and provide virtual technical assistance to regions and countries in ensuring country validation is conducted and resulting in a complete set of viral hepatitis B and C data. Excel with validated country data and incorporate data input from partners with a focus on the AFRO region and China. Data collection validation completed.Expected by: 1 July 2023
- Deliverable 1.3: Draft Global Hepatitis Reporting section of the global report with preliminary estimates of the global hepatitis new estimated Hep B & C burden results and datasets prepared, including 12 type indicators as mentioned above.Expected by: 15 November 2023
- Task 2: Contribute to the completion of Hepatitis Data Collaborative Workstreams.
- Deliverable 2.1: Facilitate partner data collaborative meeting through background documents and a report/presentation on improved viral Hepatitis B and C burden estimates for agreement at the meeting.Expected by: 1 April 2023
- Deliverable 2.2: Prepare Excel tables with validated Hep B & C China data for global reporting and reviewed implications for burden estimates.Expected by: 1 July 2023
- Deliverable 2.3: Provide staff capacity building to update dashboard to report on strategy indicators, for use on the web and for accountability.Expected by: 15 November 2023
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
- Advanced university degree in public health, medicines or epidemiology.
Desirable:
- Qualification in advanced analysis of health data.
Experience
Essential:
- Over 10 years of documented experience in Medicine and Public Health with at least 5 years of Strategic information on Hepatitis.
Skills/Knowledge:
Essential:
- Excellent analytical skills and display of data.
- Technical skills in data analysis, generation and quality control.
- Technical skills in writing reports with strong analysis components.
Languages required:
Essential:
- Expert knowledge of English.

Travel
The consultant is not expected to travel.
Remuneration and budget (travel costs are excluded):
Remuneration:
Band level C
USD 10,000 – 12,500 per month.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited): N/A.
Expected duration of contract: 11 months – part-time at 50%. Remuneration will be pro-rated accordingly.
