Job Description

The Position:

The Security Specialist is located in the UNFPA Somalia’s Mogadishu Country Office and ensures the safety and security of all UNFPA personnel, eligible dependents, resources, assets, facilities, programmes, and projects in the area of operation, in addition to promoting, enabling and supporting UNFPA programme delivery in accordance with the policies and procedures of the UN Security Management System.

You will report to the UNFPA Regional Security Adviser under the overall guidance of the UNFPA Representative.

Job Purpose:

In a global organization, where many people are based in challenging environments, you will contribute to the effective support of the safety and security of all UNFPA personnel, eligible dependents, resources, assets, facilities, programmes, and projects in the area of operation, in addition to promoting, enabling and supporting UNFPA programme delivery in accordance with the policies and procedures of the UN Security Management System.

The primary objective of the deployment of the Security Specialist is to enable the conduct of UNFPA activities, within acceptable levels of security risk, while ensuring the safety, security and well-being of personnel and the security of UNFPA premises and assets.

This will be achieved through:

  •  Advising that UNFPA security support should feature in all processes at the programme-level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation;
  •  Provision of effective and people-centred security risk management;
  •  Support and guidance to decision making processes that are based on the approach of acceptable risk;
  •  Strengthening the security arrangements of the UNFPA Programmes and maintaining a security network of international and national security personnel.

At the same time, the Security Specialist will maintain a line of communication with the UNFPA Regional Security Adviser, the Office of Security Coordinator (OSC) at the Regional and HQ levels on all technical and security policy issues

You would be responsible for:

A. 1.) Enabling effective and safe programming;

  •  Provide security policy guidance and security management support to the UNFPA Country Representative enabling effective programme planning, implementation, and delivery within the framework of the UN Security Management System.
  •  Support to the UNFPA Country Representative in ensuring the mainstreaming of security into all levels of programme design, implementation and delivery, through the substantive monitoring of ongoing and future projects and programmes providing innovative and proactive support, direction and solutions where required.
  •  Review the effect of current and future potential security factors and trends on UNFPA planning, programme design and delivery, as well as the possible effects that programme design might have on the stability and security, ensuring that needs are identified and improvements are implemented.
  •  Liaise and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of missions, ensuring that security risks are managed to acceptable levels.
  •  To manage security risks to UNFPA programme personnel, property and operations in all relevant locations and, at the same time, enabling UNFPA programme delivery:
      •  Maintain a security network of international and national personnel and organizations;
      •  Participates as a member of the Security Cell established by DSS in area of operation.
  •  Support UNFPA Country Representative with the mainstreaming of security costs and monitoring of all projects/programmes contribution of resources to procurement and implementation of security measures.
  •  Support UNFPA Country Representative in ensuring that the cost, and requirement for, security risk management measures is included in all appeals and is properly considered in all project descriptions.

B. Overseeing Threat and Risk Assessment

  •  Provide security risk management support in the districts and regions where the UNFPA and programmes are being implemented, including identifying and implementing appropriate risk management measures.
  •  Actively engage with UNDSS in the preparation and Security Risk Management processes, ensuring the needs of UNFPA’s personnel and programmes are appropriately considered within all assessments and plans.

  •  Assist/provide inputs to the Security Management Team (SMT) through UNFPA Country Representative.
  •  Assist UNFPA personnel with security risk management related to travel.
  •  Ensures that UNFPA’s planning processes (including security plans, contingency plans, and business continuity plans) are completed in accordance with UNFPA and UNSMS policy frameworks.
  •  Provide inputs and assist UNDSS in establishing, maintaining, and updating the -specific security plans and contingency plans in accordance with the UNSMS policy framework.
  •  Support UNFPA Country Representative by providing relevant components and information, for the compilation of country-level security and contingency plans.
  •  Provide training and support to UNFPA wardens in the area of operation.
  •  Provide security related contributions to the UNFPA Programme Business Continuity Plan through UNFPA Country Representative.
  •  Facilitate security clearances for all UNFPA personnel travelling in areas where required.

D. Ensuring compliance with the Security Risk Management Measures (SRMMs)

  •  Oversight of UNFPA personnel and equipment for compliance with the Security Risk Management Measures (SRMMs).
  •  Ensure that UNFPA Programmes allocate adequate resources so that personnel are provided with, and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field.
  •  Establish internal communication systems so that UNFPA communications are integrated into the appropriate UN Security Operations Communications System.
  •  Provide advice on selection and procurement of appropriate security risk management measures, such as vehicles, telecommunications equipment, Personal Protection Equipment (PPE), etc, as required by the relevant SRMs processes.
  •  Provide advice on the security of transportation and logistics.
  •  Provide orientation and training to UNFPA personnel on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas.
  •  Coordinate with UNDSS 24-hour response to all security related incidents involving UNFPA personnel and eligible dependents in area of operation.
  •  In coordination with UNDSS, and on behalf of the UNFPA Country Representative, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and non-governmental organizations, and municipal/civic/religious and community leaders.
  •  Contribute to CO’s efforts in Resource Mobilization through analysis of information on donors, drafting of briefs on areas of cooperation, identification of funding gaps in programmes and opportunities for funding.
  •  Conduct periodic appropriate security assessments of UNFPA compounds, premises and equipment in area of operation and advice on shortfalls in security preparedness with recommended improvements and solutions.
  •  Assist UNFPA in developing and implementing office security requirements for premises administered by UNFPA, and/or occupied by UNFPA personnel.
  •  Implement security risk management measures at UNFPA premises, in accordance with the UNSMS policy framework, ensuring SRM and RSM compliance.
  •  Represent UNFPA security interests in any common premises that UNFPA occupies, ensuring that personnel safety and security are primary considerations.
  •  In consultation with the FSS, respond to requests from the DO/DSS, to perform UN system related security tasks in area of operation.
  •  Any other security related tasks assigned by the UNFPA Country Representative.

E. Ensuring Information Management

  •  Provide timely and accurate security advice to the UNFPA Country Representative, component managers, project managers, personnel, as well as visiting UNFPA personnel and consultants.
  •  Immediately report all security-related incidents involving UNFPA personnel and eligible dependents to the UNFPA Country Representative.
  •  Ensure that UNFPA programme personnel are provided with situation reports and other appropriate security-related information generated by UNDSS in a timely and efficient manner.
  •  In cooperation with the HR unit, maintain updated UNFPA personnel lists, including details of visiting missions and consultants.
  •  In coordination with UNDSS in country, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and non-governmental organizations, and municipal/civic/traditional leaders.
  •  Encourage an exchange of information relative to risk management for UNFPA programme implementation.
  •  In coordination with UNDSS, complete fact-finding reports in the event of the death of a personnel/family member under suspicious and unclear circumstances.
  •  Participate in inter-agency security coordination efforts.
  •  In coordination with UNFPA HQ and as assigned by the UNFPA Country Representative compile a fact-finding report in alleged cases of breach of UN code of conduct by UNFPA personnel.

Qualifications and Experience:

Education:

Master’s Degree preferably in Business Administration, Political/Social Science, Psychology, Military Science, Law Enforcement, or similar fields with five [5] years relevant experience.

OR

A Bachelor’s degree in the above fields with seven plus a military or police academy diploma with [7] years relevant experience will be accepted in lieu of a Master’s Degree.

Knowledge and Experience:

  •  For Master’s Degree holders, minimum 5 years’ experience in the relevant field. Ability to work closely with UN counterparts, government officials, IP’s, NGOs and any other multi-lateral institutions
  •  For Bachelor’s Degree holders, minimum 7 years’ experience in the relevant field. Ability to work closely with UN counterparts, government officials, IP’s, NGOs and any other multi-lateral institutions
  •  Formal training in security risk management
  •  Previous experience of working in a conflict/post-conflict or crisis environment is essential.
  •  Practical and professional experience in the military, police or humanitarian work is required
  •  Ability to expeditiously learn, understand and implement Country specific and United Nations Security Management System (UNSMS) policies and procedures;
  •  Excellent knowledge of the UNSMS, combined with a solid understanding how to work/operate in Humanitarian settings
  •  Ability to effectively deal with stress factors typically encountered in security management;
  •  Good technical skills to understand and consolidate the varying specializations such as electronics, communications, and other matters that may impact on staff safety and security.
  •  Good interpersonal skills and the Ability to establish and maintain effective working relations with: mission leadership, security officers in other organizations, specialists in other fields related to security, representatives of local and national governments and the non-government community, with sensitivity and respect. for diversity
  •  Must be prepared to work in a hardship, highly pressurized and sometimes hazardous environment.
  •  Knowledge of the United Nations business, operations and programming cycle.
  •  Knowledge of United Nations Country Office structure; roles and responsibilities of the Senior Management, DO, SMT, UNDSS and UN Security management System.
  •  Competency in the usage of technology, including communications technology (navigation applications, messaging systems, VHF radios, satellite telephones) and office technology (MSOffice, including Excel, Outlook, Teams, Word etc) is required.
