How can you make a difference?
The consultant will liaise between UNICEF and the Government, particularly the Ministry of Information, Sports and Youth Policy (MoCISYP) and where necessary the Cabinet of Ministers and the President’s Office to advance the youth agenda.
The consultant will support the MoCISYP (and where necessary the Cabinet of Ministers and the President’s Office) to facilitate implementation of the YCFLG Decree issued by the Cabinet of Ministers of the KR and to strengthen participatory local governance through the YCFLG programming at national level.
The consultant will support MoCISYP in lobbying for YCFLG funding from the state.
The consultant will support the Secretariat under the Ministry that will manage Youth Coordinating Councils working with the donor community, private sector, youth non-governmental organizations and universities as part of promoting youth participation in decision-making process.
Tasks: Deliverables/Outputs: Timeline
Technical support provided to MoCISYP to facilitate implementation of the YCFLG Decree issued by the Cabinet of Ministers of the KR and to strengthen participatory local governance through the YCFLG programming at national level.
YCFLG Competition Commission consists of state and non-state key stakeholders established.
By 30 June
The mid-term review on measuring changes in knowledge, skills and institutional indicators conducted in the cities implementing YCFLG and the MTR report provided.
By 31 July
Protocol of the Secretariat of the competition, which is sent to the competition commission based on the results of monitoring the achievements of cities and the data provided by the indicator assessor.
By 31 July
A final evaluation report of the competition, presentations from cities and selection of winners are provided.
By 31 October
Technical support provided to MoCISYP in lobbying for YCFLG funding from the state.
The Cabinet of Minister’s Decree on the approval of the competition commission on YCFLG is available.
By 30 June
Decision/letter of the Cabinet of Ministers drafted on the allocation of the prize fund of the YCFLG for 2022-2023.
By 31 August
Technical support provided to the Secretariat under the Ministry that manages Youth Coordinating Councils working with the donor community, private sector, youth non-governmental organizations and universities as part of promoting youth participation in decision-making process.
At least 2 coordination meetings were conducted with the donor community, private sector, youth non-governmental organizations and universities. The agenda and protocols are available. The coordination strategy of the Secretariat is available.

To qualify as an advocate for every child you will have…
- At least 6 years work experience in youth programming including financial management and donor reporting is required
- Experience in and ability to coordinate with government, non-governmental actors including international development agencies
- Experience in planning and supporting development of strategic action plans
- Experience in implementation of the participatory local governance programs
- Fluency in oral and written Russian, Kyrgyz and English
