How can you make a difference?

Scope of Work: Under the supervision of the H&N SBC Specialist, the consultant will work in close coordination with UNICEF health and immunization specialists and consultants, as well as government counterparts.

3 vaccine promotion consultants will provide direct technical assistance in the UNICEF priority areas on risk communication and community engagement related to immunization. The consultants will work in tandem with the immunization technical consultants that UNICEF will deploy in the priority areas. In addition, the consultants are expected to assist and work closely with the H&N SBC specialist in day-to-day activities, including technical support and coordination with implementing partners, service providers, and government counterparts to facilitate the delivery of UNICEF’s technical support according to the timeline and quality requirements.

– One (1) consultant to support two (2) cities (Caloocan City, Manila) in the National Capital Region and Two (2) Provinces (Nueva Ecija, Pampanga) in Region III.

– One (1) consultant to support two provinces (Zamboanga Del Sur, Zamboanga Sibugay) Region IX and two provinces and cities (Sulu) in BARMM.

– One (1) consultant to support two provinces (North Cotabato, South Cotabato) in Region XII and one province in (Lanao del Sur) in BARMM.

Tasks: A. Technical support in social data generation and conduct of situation and bottleneck analysis, especially concerning demand

generation for immunization, including the following: 1. Review routine immunization data in the UNICEF priority areas and determine social and behavioural issues and challenges.

2. Support the collection, processing, and analysis of social data to inform strategies and messages.

3. Assess the quality of demand generation plans and implementation focusing on the generation and use of social data, engagement of

various stakeholders, especially the most at-risk populations, communication channels, budgeting, partnerships, capacity building and coordination mechanisms.

B. Technical assistance in the design and/or conduct of training needs assessment and/or skills or capacity gaps assessment related

to demand generation.

C. Capacity building, including coaching sessions, supportive supervision, and support in addressing ongoing demand generation issues at the local level.

1. Conduct coaching sessions with health promotion officers and/or other focal points on demand generation microplanning using standard planning tools/packages.

2. Facilitate/support training and/or orientation sessions with planners and/or frontline workers regarding demand generation and community engagement.

D. Technical support in the conduct of advocacy and social mobilization activities to promote immunization.

E. Technical support in the development/adaptation of communication tools and materials according to specific contexts, with special

consideration for indigenous peoples, people with disability, mobile communities, and other vulnerable and most- at-risk populations.

F. Technical support in the documentation of ongoing issues and challenges, lessons learned, and good practices on demand generation for immunization, including the following: 1. Organize high-resolution photos and videos, with captions and photo credits, for use in donor reports, feature articles, photobooks,

and other reports or publications.

2. Coordinate with and provide guidance to photographers/videographers who may be engaged by UNICEF to document activities.

3. Three (3) case studies featuring UNICEF’s support on demand generation in the area of assignment.

G. Provide inputs in donor reports, presentations, and other monitoring reports related to the assignment; assistance in gathering, uploading and/or sharing of data related to the technical assistance in the assigned area.

H. Coordinate with government and non-government partners on the participation of UNICEF in key events and activities in the area of

assignment; and with Communications Section regarding branding and other requirements.

I. Technical support and/or participation in the conduct of rapid assessment(s) and delivery of support, in the event of an emergency (e.g. typhoon).

Deliverables:

– Inception report, including analysis of the current situation in the priority areas, focusing on demand generation and community engagement; digital copy of photos/video clips documenting the TA activities, organized in folders, with captions and

photo credits.

– Monthly report indicating progress related to the tasks and milestones identified, including capacity building and/or supervision needs in

the priority areas and TA plan. Issues and challenges encountered, if any, and corresponding actions taken; with links to supporting

documents, as needed; digital copy of photos/video clips documenting the TA activities, organized in folders, with captions and photo credits.

– Monthly report indicating TA provided, concerning the tasks and milestones identified, including capacity building and/or supervision

needs in the priority areas and TA plan. Issues and challenges encountered, if any, and corresponding actions taken; with links to

supporting documents, as needed; digital copy of photos/video clips documenting the activities, organized in folders, with captions and photo credits.

– Final narrative report, with highlights of accomplishments, issues and challenges, actionable recommendations, and lessons learned; digital copy of photos/video clips documenting the activities, organized in folders, with captions and photo credits.

MINIMUM QUALIFICATIONS REQUIRED

Education:

– Bachelor’s Degree in development communication, mass communication, or related fields.

Knowledge/Experience/Expertise/Skills required:

1. Knowledge: – Communication theory and principles and application in public health communication.

– Local government mandates and planning and budgeting processes is an advantage.

– National Immunization Programme (basic); routine immunization for children.

– COVID-19 vaccination programme.

– Local government mandates; and planning and budgeting processes.

2. At least 3 years solid experience in the following: – Strategic communication planning process, social data and behaviour analysis, communication research and evaluation.

– Development and production of knowledge products including the preparation of creative briefs, content development and editing,

and pre-testing.

– Field level experience including working with local government units, local and community leaders, community-based organizations; and use of local communication and networking channels to promote behaviours.

– Social mobilization, advocacy, and RCCE or demand generation.

– Designing and/or facilitating training and other capacity building activities related to RCCE or demand generation.

– Monitoring and supportive supervision.

– Writing and documenting good practices for various purposes or formats.

3. Experience working with UN or UNICEF, directly or indirectly, on health or immunization, an advantage.

4. Excellent analytical and written and oral communication skills; people and leadership skills.

Languages:

  •  Fluency in English and Filipino languages required.
