COOPI is looking for a Regional Administrator / Director in West Africa

In West Africa, currently COOPI has its regional office in Dakar and operates in Gambia, Mauritania, Burkina Faso, Nigeria and Niger. The region is one of the richest in the world in natural resources, poverty and the effects of climate change combine with insecurity, linked throughout the Sahelian gang to the presence on the territory of armed terrorist groups. From an environmental point of view, periods of drought combined with other unfavorable climatic events contribute to eroding precious natural resources and fueling tensions between different social groups, such as shepherds and farmers, for the control of land and water sources. The combined effects of all these phenomena contribute to the increase in the number of displaced persons and migrants. In this context, COOPI’s work in the field is’is still characterized by emergency response interventions and also by the implementation of development programs aimed at strengthening the resilience of communities.

Objective of the position

Ensure coordination, management, training and support for all administrative activities carried out at the level of regional coordination in the region. As a key member of the regional coordination team, the incumbent will need to ensure that regional finance management, HR management and administration comply with Siege COOPI policies and guidelines and local laws. He / She ensures that the quality of the program complies with organizational standards, he / she supports the purchasing, trade and program financing processes, managing funding proposals and reports for lessors in a timely and accurate manner.

Responsibilities

Coordination

  • Provides support to the budget preparation annual country;
  • Plan the regional budget and its monitoring periodically;
  • Supports the work organization of the Administrators Country by providing the indications ( priority, modality ) of work;
  • Ensures the financial soundness of the Regional Coordination;
  • Check financial strength, administrative percentages and monetary quotas;
  • Prepare and verify the administrative reports requested by the Siege;
  • Ensure active and regular monitoring of the financial aspects of each country concerned;
  • Takes care of the update for the preparation of the budget sheets.

Project management

  • Ensure that the Italy Costs of the countries of competence on the part of the headquarters in Milan are transmitted to the Country Administrator;
  • Ensure the implementation and development of the purchasing plan by country administrators;
  • Provide support, if necessary, to monitor the adhesion between the project accounts and that of the country, by checking the consistency between the accounts and the other internal documents;
  • Check and monitor the grants to be received.

RH

  • Participate in the selection phase : interviews, tests and final reports;
  • Assures the evaluation of the Country and Projects Administrator at the end of the contract.

Balance sheet

  • Check that the data provided by the countries are correct and complete for the annual balance sheet and that they are transmitted to headquarters.

Reporting

  • Planning and monitoring the time taken to complete the reports to be presented to the Siege and abroad in the Countries under Coordination;
  • Supports countries for the verification of intermediate or final reports carried out at local level;
  • Check the final reports to be sent by the Siege;
  • Provides support for audits carried out by headquarters;
  • Periodically checks and analyzes the reconciliation of country bank accounts.

Applicant profile

Essential

  • University training in Social Sciences, Business Sciences or Techniques;
  • A minimum of five years of relevant professional experience;
  • At least three years of demonstrated experience in the field of international aid and development in African countries, in a similar situation;
  • Mastery of procedures for the main Bailleurs ( ex. EU, ECHO, UN Agencies );
  • Excellent level of oral and written communication, negotiation skills, multitasking and organizational skills;
  • Demonstrated teamwork capacity required;
  • Liaison experience with government / local authorities, IOs and NGOs;
  • Demonstrated ability to work in stressful and pressurized environments;
  • Excellent knowledge of French language.

Desirable

  • Knowledge of the Italian language;
  • Previous experience in a COOPI mission;
  • Work experience in conflict-prone environments;
  • Logistics, supply and security experience ;
  • Experience in personnel management.
