How can you make a difference? Key roles/responsibilities
The Risk and Disaster Management Officer is responsible for supporting the development, strengthening, and implementation of the risk management area at the Venezuelan Red Cross (CRV), as well as contributing to emergency and disaster preparedness and response efforts. This position will primarily focus on the design and implementation of risk analysis, reduction, and monitoring processes, promoting a culture of prevention and resilience at the institutional and community levels.
He/she will be in charge of:
- Contribute to the design and implementation of the CRV’s risk and disaster management strategy, in coordination with the Area Coordination and other key sectors.
- Identify threats, vulnerabilities, and capabilities in prioritized and subsidiary communities using participatory methodologies and risk analysis tools.
- Support the creation of protocols, procedures, and tools for risk management, including threat maps, risk reduction plans, and early warning systems.
- Coordinate and facilitate training processes on risk management, community preparedness, and resilience for CRV staff and volunteers.
- Support the integration of the risk management approach into the organization’s programs and projects (health, WASH, protection, etc.).
- Monitor the implementation of community risk reduction activities and strengthen local capacities for disaster preparedness.
- Participate in the planning and execution of institutional and community preparedness drills and exercises.
- Contribute to the development of management indicators and monitoring tools to evaluate progress in the implementation of risk reduction strategies.
- Support emergency and disaster response actions, in coordination with response teams, including the mobilization of resources and equipment.
- Collect and systematize information related to adverse events, lessons learned, and best practices in risk management and disaster response.
- Prepare technical and operational reports on activities carried out in the area, in coordination with the Risk and Disaster Management Coordination.
- Technically represent the CRV in coordination spaces with government, humanitarian, and risk management system actors, with prior authorization from the Area Coordination.
- Ensure the application of the Fundamental Principles of the Red Cross and Red Crescent in all activities.
- Perform other tasks assigned by immediate superiors that contribute to strengthening the risk and disaster management area and achieving institutional objectives.
Report
The Risk and Disaster Management Officer will report to the Risk and Disaster Management Coordination.
Workplace
Caracas (Headquarters of the Venezuelan Red Cross), with availability for national travel.
To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
- University degree in risk management, environmental sciences, engineering, geography, civil protection, social sciences, or related fields.
- Minimum of three (3) years experience in risk management, disaster reduction or humanitarian response programs.
- Knowledge of participatory methodologies for risk assessment, vulnerability and capacity analysis, and community preparedness.
- Experience in facilitating training processes and developing educational materials related to risk and disaster management.
- Basic knowledge of threat monitoring systems, early warning systems, and emergency response protocols.
- Ability to coordinate with institutional, community, and humanitarian actors on preparedness and risk reduction issues.
- Experience in writing technical reports, systematizing information, and using monitoring tools.
- Excellent communication, planning and teamwork skills.
- Experience working with the Red Cross/Red Crescent Movement is desirable.
- Knowledge of the resilience building approach and anticipatory action is desirable.
- Fluency in Spanish. Basic knowledge of English is desirable.
- Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
- High sense of responsibility, professional ethics and confidentiality.
