Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States of’America. CRS works to save, protect and transform the lives of people in need in more than one hundred (100) countries, regardless of race, religion or nationality. The relief and development work of CRS is accomplished through’ emergency intervention, HIV control, health,’ agriculture,’education, and, microfinance and peacebuilding. CRS has been working in Cameroon since 1960. Responding to the country’s strategic needs, the first interventions aimed to reduce infant mortality and increase food security. These projects have strengthened local capacities in the areas of health care and emergency response, including,notably the Anglophone crisis in the North-West and South-West regions, the crisis in the Lake Chad basin in the Far North and the influx of refugees from the Central African Republic. In collaboration with local partners, CRS provides direct services and addresses structural barriers affecting populations living in vulnerable conditions. During the fiscal year 2023, CRS Cameroon reached and served 138,381 people in the 10 regions of Cameroon.attack on structural barriers affecting populations living in vulnerable conditions. CRS is currently developing a 24-month project to improve the living conditions of refugees in the Far North of Cameroon. This project, targeting young people and women, will offer integrated interventions in agriculture, non-agricultural livelihoods and market recovery. The objective is to increase agricultural incomes, diversify assets and reduce dependence on humanitarian aid by strengthening the adaptive and economic resilience capacities of households. As Responsible for ( e ) Monitoring, Evaluation Accountability, Learning(SERA) you will facilitate the achievement of project objectives by monitoring and reporting on all project activities and providing technical advice to staff in order to advance the project CRS work to serve the poor and vulnerable. Your role will be to strengthen the MEAL system (monitoring, evaluation, accountability, etc, and learning) of the project to ensure high-quality data and build the capacity of the programme teams while working closely with project staff and partners. Your flexibility, adaptability and relationship management skills will enable you to APPLY the best practices and to CONSTANTLY improve the IMPACT of its benefits on those we serve.

The position is based in the region of North Cameroon/Maroua.

Responsibilities of the position :

  • Organize and direct the implementation of all the MEAL activities assigned to the project, as indicated in the detailed implementation plan, in accordance with the quality principles of the CRS program, and, to the standards and policies, procedures and practices of MEAL; donor MEAL requirements and industry best practices.
  • Ensure that the learning is properly aligned with the project activities throughout the project cycle. Support accountability by coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report inconsistencies and gaps to inform adjustments to implementation plans and schedules.
  • Lead the deployment and implementation of the feedback mechanism, complaints, and project response (MFPR). Actively support research and response to feedback from all members of targeted communities and other stakeholders as defined by the MFRP.
  • Implement follow-up activities and processes in accordance with the detailed project implementation plan and the MEAL system. Ensure the quality of surveillance data through annual assessments of the quality of the data.
  • Lead the’ use of’information and communication technologies (CommCare, Power BI) for data collection and analysis, including, and promote and support the’ use of monitoring data for the adaptive management of the project.
  • Coordinate and supervise the working relationships related to MEAL with all local stakeholders of the project and serve as a liaison between them and the project team to mobilize local actors and promote activities and impact of the project. Identify and respond to the information needs of key stakeholders in the MEAL activities, using a range of appropriate communication methods.
  • Supervise and carry out ad hoc inspections of various processes and MEAL resources at project sites to ensure timely implementation of project activities and compliance with established standards and process procedures. Ensure appropriate monitoring of the use of resources for the activities of the MEAL project through periodic budget reviews and follow-up and assistance to the implementing partner.
  • Support and coordinate the capacity building and technical support activities of MEAL to ensure that the MEAL activities assigned to the project are implemented in accordance with the guidelines and standards of the project. Optimize the participation of partners and the development of capacities in the implementation of the MEAL systems.
  • Coordinate the provision of any logistical and administrative support related to MEAL to staff and partners.
  • Ensure that timely project documentation for assigned MEAL activities is complete with all required documents and is classified according to agency and donor requirements. Assist in the preparation of trend analysis reports and documentation of case studies and promising practices.

Qualifications and experience:

  • Licence required. A higher degree (Master) in the field of statistics,’Humanitarian aid or demography would be a plus.
  • Minimum of 4 years of’ professional experience in project support, ideally in the field of’Humanitarian aid or development. Minimum of 2 years of work in the field of SERA for an NGO or’ONU.
  • Experience working with partners, participatory’action planning and community engagement.
  • Experience in monitoring projects and collecting relevant data.
  • Experience in’ using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Language required/desired

Excellent oral and written communication skills in French required. Mastery of English an asset. Knowledge of other local languages like fulfulde Mafa; mandara or Kapsiki a plus

Qualifications, knowledge and skills

 Relevant experience in grant management, especially from the government of the United States, is a plus.

● The ability to contribute to the’ elaboration of technical project documents is a plus.

● Experience in working with stakeholders at various levels and in strengthening community partnerships.

● Desired MEAL/SERA skills and experiences.

● Experience in’use of MS Office software (Excel, Word, PowerPoint), online conference applications,’information management systems.
