Tracer study for employment services Services Provider – (JOR/18/54/EUR) At International Labour Organization


The first outcome under the EU-ILO Collaboration refers to ‘Employment and job matching services facilitate Jordanian and Syrian job seekers’ access to decent work opportunities in sectors exporting to the EU under the new trade agreement. This outcome focuses on employment and job matching services to facilitate Jordanian and Syrian job seekers’ access to decent work opportunities in sectors exporting to the EU under the new trade agreement.

ASSIGNMENT BACKGROUND AND OBJECTIVE
The project has made commendable progress in supporting the facilitation of Jordanians and Syrian refugees to enter the labour market, by holding workshops, training courses and job fairs that bring together job seekers and employers. In addition to providing career guidance services to job seekers, the project developed and has been using the e-counselling platform to allow employers to announce job opportunities and allowing job seekers to enter their CVs on the same platform, thereby linking job seekers with potential employers.
Despite the progress made by the project, there are many challenges that remain. Among the main challenges, is ensuring the sustainability of providing employment services and career guidance going forward. In order to prepare the grounds for improved sustainability of these services to job seekers, the Service provider will have to carry out a tracer study for the employment services conducted thus far to understand the impact on employment outcomes, and to generate learnings on improvements that should be made to future work in this area. The Service provider will have to evaluate the outcome of the employment services and provide a policy paper on how to sustain these services.
The assignment will primarily focus on data collection, entry, and validation for a tracer study, which will feed into analysis and help monitor and evaluate the outcomes of the employment services offered by ILO. The methods and processes for extracting the sample, carrying out the data collection, entry, and validation, are detailed below.

  1. Concept, sample design and instrument development; preparation of data collection.
    1.1. Definition of survey objectives (selection of themes to be investigated)
    1.2. Survey design (selection of the cohorts of beneficiaries to be included; strategies for tracing the graduates
    1.3. Extract representative sample from the employment services database. The total number of placed people is 10,587. (Please see annex (1) for more information about the numbers of employment services). The sample size should be not less than 10% of total placed people
    1.4. The sample shall cover the period before, and since the onset of the COVID-19 pandemic. The sample shall cover different variables including, nationality, gender, governorate, people with disability, age …., etc.
    1.5. Technical concept for carrying out the survey.
    1.6. Formulation of questions and of response items.
    1.7. Formatting of questionnaires.
    1.8. Acquire any necessary clearance to conduct the survey, with support from ILO where relevant.
    1.9. Sample design, pre-testing, and adjustment of questionnaires, with clearance of changes from the ILO.
    1.10. Distribution and collection of questionnaires

Data Collection Process
2.1. Data collection and validation using phone calls, and when possible, person-to-person interviews with project beneficiaries and implementing partners. In most cases, this will be done in Arabic. The sample to be reached will be shared prior to undertaking the assignment.

SCOPE OF WORK AND METHODOLOGY
2.2. Consistency checks of the questionnaire to ensure that questionnaires are fully consistent and complete before enumerators leave the respondent’s household.
2.3. Obtain further information for incomplete entries.
2.4. Enter data from source documents into prescribed computer database, files, and forms (mostly by using Kobo/Excel Collect and/or Google Forms and similar kinds of Data Collection tools)
2.5. Data entry using the relevant platform and associated tools (tablets, mobile applications etc.) The ILO will detail these prior to the start of the contract.
3. Data processing and management
3.1. Draft and finalize report summarizing data collection process and observations, including any preliminary recommendations and results as relevant/feasible.
3.2. Prepare a policy paper based on the tracer study report. The policy paper should provide guidance and roadmap on the proposed sustainable plan and exist strategy for employment services
The Service provider (company) will submit completed surveys, a cleaned data base and a final report to summarize the data collection phone calls, interviews, data entry and verification activities for which they will be responsible.

2. Policy paper on Employment Services

2.1 Draft and finalize the study report in English and Arabic languages to the satisfaction of ILO ( 5 working days )

2.2 Draft and finalise a policy paper on how to sustain the ILO employment services in Jordan to serve Jordanian and Syrian refugees to the satisfaction of ILO (incorporation of feedback from the ILO team) ( 7 working days )

REQUIRED QUALIFICATIONS
• Proven experience in social sciences fields, employment, business development, local economic development or other related field.
• Proven experience in research methods (data collection, interviewing, mapping, and data analysis)
• Proven experience in data entry and in applications/software such as kobo, excel, access and ODK.
• Capacity to reach the target group in a timely manner
• Proven experience in research services and job placement activities with the link to the Ministry of Labour (MoL) job seekers platform/database is an asset.
• Proven experience in writing policy papers,
• Proven experience in reporting, communication, and documentation in both Arabic and English language

SUPERVISION

The Service provider will perform the assignment under the overall supervision of the ILO Project coordinator and the overall guidance of the CTA-ILO Programme of Support to the Crisis Response. All technical clearances will be obtained by the concerned ILO Senior Specialists.

ASSIGNMENT TIMEFRAME AND LOCATION

The consultancy assignment will take place in Jordan from 12/2/2023 with a total number of 29 working days.

PAYMENT SCHEDULE

First Payment : 40% of total contract value upon submitting:
Summary report, with completed data base and surveys Annexed (link to shared drive or zip) to the satisfaction of ILO.

Second and final payment : 60% of total contract value upon submitting: Field execution/data collection, data entry and cleaning, Draft and finalize the study report in English and Arabic languages, Draft and finalise a policy paper on how to sustain the ILO employment services in Jordan to serve Jordanian and Syrian refugees. All the above deliverables to the satisfaction of ILO (incorporation of feedback from the ILO team) .
