Terms of Reference for the Study on the Child Protection Value Chain of the CAMELEON/AFD Project At CAMELEON Association


CAMELEON is an international solidarity association, recognized as a charity and assistance organization (IDEAS label), founded by Laurence LIGIER. The branch in the Philippines was created in 1997 and 1998 for the French branch, with the aim of helping abused and disadvantaged children. Faced with the reality of taboo and insidious sexual violence committed against minors on the national territory, CAMELEON France strengthened and developed the Social Mission France in 2019 in order to implement actions on the national territory (while drawing inspiration from good practices and lessons learned from the Philippines).

In France, various prevention actions in schools and other structures have been carried out with children and young people. On this occasion, children regularly revealed acts of violence or danger, with a reception of their words and variable reactions from the professionals to whom this information was sent. CAMELEON was able to note difficulties in implementing effective protection measures at different levels, linked to a fragmented vision of the situation of child victims or at risk, and institutional, territorial and individual obstacles. Despite the evolution of legislation and public policies, as well as the protocols put in place, violence against children remains a critical problem.

CAMELEON is recruiting a consultancy to conduct a study on the value chain in child protection. It will allow the association to qualify and prioritize new projects envisaged for supporting victims of violence, as part of its future strategic development plan: legal center, reception center, integration into a pilot territorial protocol.

This exploratory study will draw on concrete examples of good practices and territories engaged in an innovative approach to analyze:

  • The child protection ecosystem, as well as the obstacles and limits to real child protection;
  • A mapping and recommendations on development opportunities for CAMELEON.

Terms and conditions:

  • Literature Study & State of the Art: research and analysis of national and territorial institutional protocols, as well as professional training related to the identification, detection and management of dangerous situations. Synthesis of practices, questions and dysfunctions.
  • Benchmark: identification of good practices and innovative approaches at national and local level, both in the institutional world and the associative continuum, with possibly one or two inspiring international references, if relevant.
  • In-depth exploration of benchmarks for each project axis envisaged by CAMELEON and potential partnerships. Identification of opportunity territories with an emerging desire to thoroughly rethink their local child protection policy.
  • Field study: survey and interviews with professionals in child protection (public and voluntary sector), National Education, activities, health (doctors, psychologists), investigation bodies (119, ASE, Police, Justice), young people supported by ASE and families in at least 2 territories (Ile-de-France and provinces).

The time required to complete the service is estimated at 9 months for a cost which should aim for the sum including tax of 20,000 euros.

We are therefore looking for a consultant with:

  • Proven expertise in the field of child protection and knowledge of the institutional system;
  • Similar proven experience of multi-stakeholder work and conducting field interviews;
  • The ability to integrate an innovative and participatory approach, as well as to grasp an associative project, its actions and its values.

The service provider is requested to submit the following:

  • A detailed technical and financial proposal (Elements of understanding of the Terms of Reference, proposed methodology, work plan including details of the activities planned with the pre-identified stakeholders, provisional intervention schedule, sequencing and number of provisional days detailed budget);
  • CV(s) of the consultants in charge of the project;
  • References and list/examples of work carried out in connection with the requested service;
  • Commercial registration number (if applicable);
  • Any other element deemed useful.
