The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services across all sectors. UNOPS is undertaking a project that aims at increasing access to primary and secondary health services in Yemen. The project aims to restore the physical infrastructure of facilities including general hospitals, local health centres, and therapeutic feeding centres through rehabilitation, maintenance works and minor repairs, in the targeted areas. In addition, UNOPS will be providing priority medical equipment and supplies to these targeted facilities along with training on the use of the medical equipment to the staff of the rehabilitated health facilities.

UNOPS is undertaking a project that aims at increasing access to primary and secondary health services facilities (general hospitals, local health centers, and therapeutic feeding centers) in Yemen, through restoring the physical infrastructure of health facilities (rehabilitation, maintenance works and minor repairs) in targeted areas.

UNOPS will be responsible for the design and rehabilitation works of the health facilities, ensuring highest standards in design and rehabilitation works, and respect of ‘state of the art’ requirements for safety, sustainability, security, and disability access. In addition, UNOPS will be responsible to provide the targeted facilities with priority medical equipment and supplies, as well as strengthening capacities through conducting training and awareness raising activities.

Functional Responsibilities

Summary of functions:

  •  Structural design of hospital building and health facilities
  •  Assist contract division in preparing and evaluation of tender documents of structural components (specifications, codes, BOQs, rates etc.)
  •  Design and produce structural systemic drawings, calculations, reports and scope of works;
  •  Review the design of structural components of projects
  •  Manage testing, coding and details of structural deliverables to clients
  •  Monitoring and supervision of quality and progress of construction works at sites

Technical tasks:

  •  Prepare design briefs and the design reports that address specific clients and stakeholder requirements and specifications for the structural relevant component as and when necessary.
  •  Preparation of comprehensive design documentation, calculations, specifications, bar bending schedules and other project documents to meet the required quality and detailing.
  •  Work closely with Project Managers, Architects, Engineers, Draftsperson and Quantity Surveyors in the planning of projects, scheduling of tasks and developing an integrated design covering the structural component of the project.
  •  Review and ensure the documents prepared meet the quality standard requirements.
  •  Responsible for timely delivery of the expected relevant outputs.
  •  Carry out structural site inspections, assessments and reports as required.
  •  Assist in the development of specifications, procedures and quality assurance (QA)/quality control (QC) protocols when required for the structural component of the project.
  •  Proactively manage the design/review projects, ensuring that they meet the high standards expected by UNOPS, while delivering the program within its time and budget constraints.
  •  Liaise with national and international clients and address requirements when required.
  •  Assist to carry out assessment and advise appropriate technologies/techniques/designs that can be incorporated in the project design.
  •  Carry out technical reviews as appropriate.
  •  Review the consultant’s design works and support to get design review certificates from UNOPS IPMG.
  •  Coordinate the team effort to complete any task as would be required and appropriate if assigned.
  •  Review the analysis of existing structures and provide recommendations for rehabilitation , construction or modification.
  •  Responsible for day-to-day coordination with the contractors according to the needs and requirements on site.
  •  Inspect and report on Contractor’s works in progress ensuring that the Contractor meets the desired quality standards expected by UNOPS.
  •  Check contractors’ and suppliers set out and works, including compliance with contracts specifications and ensures that contractors and suppliers comply with their work plans to complete work with specified time frame.
  •  Provide support and guidance to the contractor and assists in resolving site problems, as necessary.
  •  Attend daily the project site(s) if required in order to monitor progress of works, identifies the existing problems and provides appropriate solutions through application of sound engineering standards in consultation with the Project Manager.
  •  Responsible for preparation of progress reports on construction activities, according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager

Administrative tasks:

  •  Support the Project Manager to manage structural design and engineering related material archiving.
  •  Assist in scheduling requested tasks related to structural works.
  •  Support the administrative team in providing timely and accurate data for the (bi-weekly – monthly and quarterly reports).
  •  Perform any other tasks relevant to the Infrastructure and Engineering of the KfW funded project when required.

Stakeholder management, coordination and liaison

  •  Support the Project Manager to establish a solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), client and key stakeholders.
  •  Support the Project Manager in communication between the project and the donor.
  •  Support the Project Manager to advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance)

Education/Experience/Language requirements

Education:

  •  A Master Degree in Civil/Structural Engineering is required.
  •  A Bachelor Degree in Civil/Structural Engineering with 2 additional years of relevant work experience may be accepted in lieu of the Masters

Certification: PRINCE2® Foundation is an asset. Experience:

  •  2 years of experience in Structural Engineering/vertical structures or related fields is required.
  •  Experience working with UN or other Humanitarian/Development agencies is an asset.
  •  Demonstrated computer ability in using MS Office Suite and structural analysis and engineering design software such as AutoCAD, Revit, MathCAD, PLS-CADD, StaadPro, ETABS, SAP2000, PROKON, etc. is an asset.

Language: Excellent knowledge of English and Arabic languages are required.
