Specialist or Senior Specialist in Water and Sanitation – Brasília, D.F., Brazil

About this position
We are looking for a dynamic and innovative specialist in water and sanitation. As a Water and Sanitation Specialist, you will improve people’s lives in Latin America and the Caribbean, working on expanding access to drinking water and sanitation in Brazil.
You will work in the Water and Sanitation Division, which is part of the Infrastructure and Energy Department. This team is responsible for sectoral dialogue and identification, design and supervision of technical cooperation and investment projects that seek to guarantee universal and sustainable access to quality, accessible, resilient and sustainable water and inclusive sanitation; in addition to urban solid waste management services, in order to contribute to economic development and growth.
What will you do:
- Contribute to sectoral dialogue with national and subnational government authorities, lending entities, other donors and non-governmental agencies.
- Participate in the identification and preparation, including global feasibility assessment ( technical, economic, financial, legal, social, environmental and institutional ), of investment project financing operations, in addition to technical cooperation, taking into account our policies, strategies and tools, the country’s opportunities and conditions, institutional capacities and available financing mechanisms.
- Participate in the supervision of investment projects and technical cooperation in the portfolio, and support activities at the sectoral level, with a strategic and results-based approach, and carrying out comprehensive risk management.
- Contribute to the identification, elaboration and development of studies, strategies, tools and other products, in the Bank’s areas of activity in the sector of Brazil, which promote efficiency, innovation and sustainability in interventions.
- Participate, as a member of multidisciplinary teams, in the conceptualization and development of innovative and complex technical, institutional proposals according to the needs of the federal, state and municipal governments, as well as the private sector.
- Provide technical advice on areas and topics of specialization, related to our activities, to borrowers, national and subnational governments and non-governmental agencies.
- Proactively participate with project teams in the quality control of loan proposal documents, technical cooperation and other Bank documents.
- Lead and / or provide guidance for the development of knowledge products, conduct research and analysis, and similar ones to promote the development of the sector, and support their respective dissemination.
- Work independently with limited supervision.
- Provide mentoring to the most junior employees to develop technical knowledge.
What you will need:
- Formation: Master ( or equivalent ) in civil / health engineering or the like. Doctorate in related areas would be a differential.
- Experience: Minimum of 7 years of experience and expertise in multilateral or bilateral development institutions, public sector entities, prestigious consulting companies, private sector groups, in the areas of drinking water supply, sewage, wastewater treatment, urban rainwater drainage; water resources management; and urban solid waste management.
- Languages: You are fluent in Portuguese. Fluency in Spanish would be advantageous.

- Strong interpersonal skills, high work capacity, initiative, proactivity, innovation, ability to deal with multiple tasks and work in multidisciplinary and multicultural teams, with proven ability to resolve conflicts and offer constructive and pragmatic solutions. Ability to work effectively with project teams and borrowers, providing initiative and leadership when needed. Ability to analyze, process and transmit information in a clear, logical and organized manner, make recommendations based on a systematic analysis that incorporates different sources of information and generate specific points of view for decision making or formulation of recommendations.
Technical skills:
- Proven experience in the water and sanitation sector in Brazil. Sectoral analyzes of public strategy and policies and elaboration of plans, specialized studies and water infrastructure and basic sanitation projects.
- Proven skill in applying advanced technical knowledge in the industry.
Requirements:
- Citizenship: Have Brazilian citizenship or be a citizen of one of our 48 member countries with legal or residence permits to work in Brazil.
- Inbreeding: You have no family members ( up to the fourth degree of inbreeding and second degree of affinity, including spouse ) working at IDB, IDB Invest or IDB Lab.
Contract type and duration
- National employee contract, initially 36 months, renewable by mutual agreement.
