CONTEXT :
Context of the program :
• Stratop including a protection component and a health component with MHPSS under component
• Increase in operational volume of the Maghreb program to be implemented for 2 – 3 years
• Mixed emergency project in a context of chronic crisis and development
• Varied profile of beneficiaries: PSH, vulnerable women, vulnerable migrant people, people affected by crises
• Positioning of missions in technical support to institutional and / or associative actors. Focus on partner capacity building
• Funding game with expectations from financial partners positioning HI on complex projects and enhanced expertise
2 missions : Tunisia and Morocco with limited experience on the MHPSS dimension in Tunisia and average in Morocco. Closure of the Libya mission with ongoing evaluation following the floods that occurred in September 2023.
Projects to respond to crises following the earthquake in Morocco with high expectations for MHPSS.
Main challenges :
– Mobilizing national resources in the field MHPSS
– Collaboration with public actors, coordination with financial partners
– Position MHPSS as a complementary theme to the’ accompaniment of vulnerable audiences in a context where public health policy in mental health is non-existent and the needs identified as growing by all the actors
– S’assure of the’operationalization of technical approaches and their contextualization in a
the environment is politically and financially constrained
– Develop partnerships around the MHPSS, continue the’animation of the psy networks set up in Morocco
Regular travel will be required in the region, including to areas affected by crises.
YOUR MISSION :
Under the responsibility of the Responsible of the’Technical Unit, the/the Specialist in Mental Health and Psychosocial Support contributes within the HI mission to the implementation of the mandate and strategy at 10 years of HI. He/she ensures the’ optimization of quality and’impact of projects implemented in the country, through’ a delegation system with appropriate control mechanisms. He/she shares with all the other HI leaders the charge of’a sound management and’a smooth functioning of the global’organization, through paradigm shifts.
1. Expertise
– Contributes to the mission strategy in accordance with HI’s overall strategies
– Ensures technical support to projects and teams in accordance with global standards and technical frameworks within its sector perimeter
– Watch for technical’learning from projects
– Ensures the control and monitoring of the technical quality and relevance of HI’s activities within the mission within its sectoral scope
– Contributes to the’animation of the professional channel of technical divisions
2. Influence
– Contributes to the local external prestige and to the’influence of the’expertise of HI
– Represents HI’s technical expertise in relevant local networks, weaves links with mental health actors and psychosocial support in the country of’ intervention
– Contributes to advocacy on specific themes in line with global advocacy priorities
– Contributes to communication messages at the local level in accordance with global communication priorities
3. Development of the social mission
Ensures the development of major opportunities or new projects within the country within its sectoral perimeter.
EXPERIENCE / TRAINING :
· You hold a graduate degree in clinical psychology (, intercultural social ), or other university degree in Human Sciences with significant experience in the field of mental health
and psychosocial support in humanitarian, development or emergency contexts
· Practical experience in clinical psychology and in MHPSS / SMSPS minimum of 5 years ( implementation of programs and strategies MHPSS / SMSPS )
· Experience in the minimum humanitarian of 3 years
· Understanding of the different explanatory models for disability, international frameworks for human rights, humanitarian action, strategies to combat exclusion and discrimination
· Knowledge of technical issues, standards and networks in the MHPSS/SMSPS
· ’experience in project management and in MEAL would be a plus to better understand the issues of project teams and the need for’an operational approach to technical support
· Working language : French / English (l’Arabe would be a plus)

· 12 Months International Contract – 1 year mission
· The international contract allows a social coverage adapted to the needs of each

o Health cover, repatriation, pension coverage covered by HI and by the employee
· Salary: from 2757 € gross / month according to professional experience
· Perdiem: 555.83 € net / month – paid in local currency on the ground
· Paid leave: 25 days a year
· R&R: Level 1 – 11 days / year
· Position: unaccompanied / couple ( from 3 months of mission ) / family ( from one year of mission )
· Housing: Collective or individual supported by HI
