Organizational framework

The Project “ Technical Assistance in digitization in family farming for the increase of yields and profitability in crops prioritized in strategic areas of Bolivia ”, contributes to the Government Priorities ( PG ) of Bolivia within the framework of its Country Programming Framework ( MPP ), in Nutritional Food Security with Sovereignty, Ecological Agri-food Systems and Community and Peasant Family Agriculture by the Ministry of Rural Development and Lands ( MDRyT ), as well as SDGs 1 and 13 on the negative effects of climate change and SDG 15 on the environmental impact. In this sense, the implementation of Precision Agriculture ( AP ) in prioritized crops in strategic areas of Bolivia,will improve crop productivity and reduce environmental impact with the help of new Information and Communication Technologies ( ICT ). Additionally, based on the implementation of AP, the project will propose a strategy to scale the application of Precision Agriculture in family farming with the deployment of sustainable technological solutions.

Hierarchical dependency

The Specialist will work under the supervision of the Assistant Representative ( Programs ), having to carry out their duties permanently, according to office hours.

Tasks and responsibilities

•  In coordination with the MDRyT, develop planning for the implementation of the Project at the scheduled times and the technical monitoring of activities, to achieve the indicators and products.
•  Evaluate and analyze the identified ICTs to determine which ones will be applied, based on the items prioritized by the MDRyT.
•  Make a diagnosis of the situation of the technical, technological and economic capacities of the actors involved in family farming who will participate in the pilot tests of the items prioritized by the MDRyT.
•  Identify the needs or problems of the actors involved in family farming in which the pilot test will be applied and proposals for their attention to the items prioritized by the MDRyT.
•  Identify the programs that intervene in strategic areas to apply certain ICTs in them.
•  Prepare a budget for the pilot test, of the items prioritized by the MDRyT.
•  Evaluate the capacities acquired by agricultural producers in the management of ICT for the PA, resources required for it, the difficulties encountered and solutions proposed, with a view to preparing the scaling strategy based on the application of ICT in the items prioritized by the MDRyT.
•  Execute the test in the pilot phase of ICT and the application of AP in the prioritized items in coordination with the MDRyT, in accordance with the design prepared with the Project team.
•  Prepare the evaluation report of the pilot test with respect to the predefined evaluation criteria, which must include an assessment of the entire execution process, derive the conclusions from the data collected, describe the contributions to the pilot test and point out the challenges for its scalability and repeatability.
•  Validate and approve the evaluation report of the pilot test with the participation of the MDRyT technicians for subsequent approval by the MDRyT authorities.
•  Prepare the cost benefit report of the pilot test, which must include the technical requirements and limitations on the pilot test, and point out the challenges for its scalability and repeatability in the items prioritized by the MDRyT.
•  Determine and estimate in monetary terms the costs and benefits related to the application of ICT for the AP that was carried out in the pilot test in the items prioritized by the MDRyT.
•  Support in the design of a scaling strategy in coordination with the MDRyT.
•  Apoyar al coordinador del proyecto en la definición de los recursos y detectar diferentes necesidades a nivel nacional en materia de recursos para escalar las TIC
•  Apoyar al coordinador del proyecto en elaborar y aprobar el plan de movilización de recursos con la participación de las autoridades del MDRyT.
•  Apoyar al coordinador del proyecto en la elaboración de un plan de movilización de recursos con la participación de las autoridades del MDRyT y los actores involucrados en apoyo a las TIC para la agricultura de precisión.
•  Apoyar al coordinador del proyecto en la validación de la estrategia de escalamiento, plan de movilización de recursos y otros.

LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:

Requisitos mínimos

•  Título profesional en áreas relacionadas: Ingeniería Agronómica, Ing Forestal, Ciencias Agropecuarias y Desarrollo Rural con experiencia en Agricultura de Precisión.
•  Cursos relacionados con Bases de Datos, ArcGIS, GPS, y otros.
•  Experiencia profesional de al menos 5 años en aplicación de la Agricultura de Precisión.
•  Experiencia profesional de al menos 3 años en Asistencia Técnica y Capacitación en producción agrícola, forestal y pecuaria.
•  Excelente manejo de español, hablado y escrito
•  Nacionalidad boliviana
