Within the Country Programming Framework in Panama, FAO provides assistance to the Ministry of the Environment (MiAmbiente) through the project GCP/PAN/005/GFF “Sustainable land management and restoration of productive landscapes in hydrographic basins for the implementation of the goals National Neutrality of the Earth (NDT)”, co-financed by the Global Environment Facility (GEF) with 1,867,808 USD, which will run until February 2025. FAO is the Implementation Agency (support and management of the cycle of the project, obtaining the results). This project focuses on areas of pastures and agricultural crops in three selected watersheds, seeks the adoption of good sustainable land management (MST) practices, and consists of four components: 1) Strengthened governance to achieve the implementation of LDN goals; 2) implementation of best practices on sustainable land management, climate-smart agriculture (CSA) and climate-smart livestock (GCI) in production systems and restoration of productive landscapes with large-scale agroforestry to achieve LDN in selected watersheds; 3) innovative financial mechanisms to promote SLM, with a focus on CSA and GCI, land restoration in order to achieve LDN; and 4) knowledge management, project management and monitoring. The Water Center of the Humid Tropics for Latin America and the Caribbean (CATHALAC) is the main Executing Agency in charge of generating products of components 1,2 and 4. hierarchical dependency

Under the general supervision of the FAO Representative in Panama (FAOR) and direct supervision of the Principal Technical Officer (LTO) of the Subregional Office for Mesoamerica (SLM) and the Assistant Representative (Programs) of FAOR. She will work under the leadership of SLM’s FAO GEF Task Manager, SLM’s Agri-Environmental Specialist and FAOR’s Planning, Monitoring and Evaluation Assistant. She will liaise with the SLM Field Program/Operations team. From her specialty, she will collaborate with CATHALAC, NATURA and MiAmbiente, at the national, regional and each basin level, and will have dialogue with the Basin Committees and other relevant territorial actors.

Field of specialization

The monitoring and evaluation specialist will have the objective of systematizing available information, gathering complementary information and generating reports corresponding to the current stage of implementation and execution of this project, including one for the GEF.

Tasks and responsibilities

The specialist must:

  •  Review the PRODOC (baseline, objective, results, impact, indicators) and the CoA, prepare and deliver a work plan for your consultancy (schedule), with the support needs that you consider (brief initial report).
  •  Request, compile and integrate the financial and technical information already generated by the project, including that of operational planning, monitoring and progress in implementation (FAO) and execution (CATHALAC, NATURA).
  •  Collect relevant complementary information, directly or with FAO, CATHALAC and/or NATURA. For this, it will carry out field visits in each basin, to verify progress and achievements, document them and interview institutional actors, executors, collaborators and beneficiaries.
  •  Propose the scope and contents of the reports indicated in the PRODOC, related to their expertise, and prepare them, submit them for review by FAO, CATHALAC, NATURA and MiAmbiente, and correct the pertinent observations, generating corrected versions. In accordance with the current GEF requirements, it will write in English the annual project evaluation (PIR) that covers the period from the beginning of the implementation, until June 2023.
  •  Generate a monitoring plan with traffic light indicators, in order to generate alerts on those results/products that require further progress, thus supporting implementation monitoring for both the executing partners and FAO. As a result, it is expected that this plan can incorporate a critical action path with roles and those responsible for those products that present delays.
  •  Generate a complete system/repository useful for monitoring and evaluating the implementation and execution of the project, in accordance with the standards of the GEF, the FAO and the other actors.
  •  Prepare a proposal of terms of reference for the analogous consultancy, later, considered for the stage of culmination and closure of the project (according to this same format).

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree and postgraduate studies in agricultural, environmental, economic or related sciences.
  •  Minimum of five (5) years of demonstrable experience related to field projects and programs, preferably with roles in formulation, development, evaluation and reporting for international agencies. Desirable experience in the development of M&E System in projects in Central America.
  •  Residence in Panama. National or non-national person with valid work permit.
  •  Professional command of Spanish and, preferably, English (level C) to report to the GEF.
