TITLE: Senior Safe School Officer

ROLE PURPOSE:

In the given context, the role is to support the implementation of the Refugee Education and Protection Project through the provision of technical support for the establishment of school-based child protection mechanism in the 3 camps in Tak areas and in ensuring safe school environment in the 7 KRC administered camps, support and monitor Karen Refugee Committee Education Entity (KRCEE) and Office of Camp Education Entity (OCEE) manage and spend third party financial support according to agreement, support teachers and education administrators develop portfolio, and provide project management support to BEST/PREPS Coordinator in planning, monitoring, reporting and joint implementation of activities with partners.

Role Dimensions: Save the Children supports the provision of basic education to nine refugee camps along the Thai / Myanmar border: Seven refugee camps under the auspices of KRCEE (Karen Refugee Education Entity) and two camps under the auspices of KnED (Karenni Education Department).

KEY AREAS OF ACCOUNTABILITY:

Project implementation

  • Provide inputs for donor and organization reports
  • Ensure project compliance processes related to finance and documentation are maintained
  • Support the Refugee Education and Protection Program Coordinator with annual planning and review processes
  • In collaboration with the Program Coordinator, provide significant inputs into yearly project plan
  • Participate in regular team meetings and meetings specific to safe school environment, third party financial support (KRCEE and OCEE), and child protection and safeguarding issues

Technical support

Child Safeguarding

  • As the Child Protection & Safeguarding Focal Point for Refugee Education and Protection Projects, work closely with Child Safeguarding Coordinator to support partners i.e. KRCEE and OCEE to review and strengthen their Child Safeguarding Policy and Anti-Harassment Policy
  • Lead the child protection and safeguarding training for BEST/EiE/EU Protection partners
  • In collaboration with partners i.e. KRCEE and OCEE to deliver Child Protection & Safeguarding Training for teachers and education administrators in the camps
  • Develop child-friendly resources on Child Protection & Safeguarding, and conduct awareness session with children
  • Strengthen the Child Safeguarding reporting system and ensure that the most vulnerable children have access to the child-friendly complaint mechanism
  • Report incidents of child protection issues through established mechanisms (Datix) and support investigations if needed and ensure the survivors have been supported appropriately by the exiting child protection service providers available in the refugee context
  • Analyze the child safeguarding risk of students in difference group; girls, boys, children with disabilities and other marginalized group and provide recommendation to relevant stakeholders to reduce the risks
  • Monitor the effectiveness of Child Safeguarding Policy implementation and school-based reporting system.
  • Provide follow up support to CSG focal persons.

Safe School

  • In collaboration with BEST/EiE partners, KRCEE, OCEE, and MEAL team, develop a comprehensive safe school tools, and provide technical support for the usage of the tools
  • Collaborate with whole school community- leadership, teacher, students, parents and communities to improve school’s safety
  • Conduct training and awareness sessions with students engaging them in identifying the risk that affect them and empower them in the development of solution

Teacher Portfolio

  • Develop session plan and resources required for teachers and education administrators’ career portfolio development
  • Organize career portfolio development session and trouble shoot and problem solve issues related to career portfolio development

Partners

  • Collaborate with KRCEE and OCEE in the area of child protection and safeguarding training planning, materials development, delivery and reporting
    • Provide administrative support for KRCEE for the implementation of child protection and safeguarding training
    • Collaborate with KRCEE, OCEE, and head teachers in the area of planning, materials development, delivery and reporting of child protection and safeguarding awareness session
    • Collaborate with ADRA, KRCEE, OCEE, and head teachers to finalize safe school checklist and develop plan for the usage of the tools, data collection, and sharing of the findings
    • Undertake monitoring of KRCEE and OCEE third party financial support
    • Represent Save the Children in camp
    • Collaborate with KRCEE, OCEE, teacher training team in the area of teacher and education administrators career development support planning and materials development
    • Monitor JRS and KnED child safeguarding training, and teacher and education administrators CV development
    • Trouble shoot and problem solve issues that arise with KRCEE and OCEE third party financial support
    • Identify the training needs for KRCEE and OCEE to manage third party financial support and organize appropriate training for them

Administrative

  • In collaboration with the Refugee Education and Protection team, develop quarterly financial planning and budget phasing
    • Ensure that cash advances are reconciled as per Save the Children’s policies and procedures
    • Support the Project Coordinator to update and submit the Issue Log, Indicator Project Performance Tracker (IPTT); Management Action Tracker (MAT) and Project Action Tracker in a timely manner
    • Ensure that monthly work plans are developed and accompanying documents are submitted on time, e.g. Travel Authorization Requests (TAR)

Internal support

  • Input on the design of project proposals and funding priorities
    • Ensure that camp partners are prepared for visits by Save the Children staff from other offices
    • Support translation for non-Karen/Burmese speaking staff
    • Attend monthly team meeting

Authority:

  • Request and hold cash advance / outstanding receipts up to the value of one month’s salary
  • Request partner materials for project implementation for review

QUALIFICATIONS

EXPERIENCE AND SKILLS

Essential

  • Thai Nationality
    • Bachelor degree in education or related field
    • At least 3 years professional working experience in child protection and safeguarding along the Thailand-Myanmar border
    • Experience in child protection and safeguarding in school
    • Have experience supporting local partners to comply to donors’ compliance
    • Ability and experience in facilitating training with adult, and children
    • Ability and experience in the development of training package, and child friendly materials
    • Ability to read and comprehend simple financial information
    • Demonstrate knowledge of safe school environment
    • Ability and willingness to work in a remote area and travel in the 9 camps along the Thai-Myanmar border
    • Knowledge of education systems of refugee along Thailand – Myanmar border
    • Ability to speak and write English and Karen or Burmese languages
    • Demonstrated excellent team player, self – directed
    • Ability and experience writing activity reports
    • Proven ability to work independently
