Job Description

Background

Office/Unit/Project Description

E-Social is the backbone of the social protection system reform. The project is to support development of new legislative framework, organisational and human capacities, ICT infrastructure and development of Information System (e-Social) ensures implementation of following aspects:

  •  All social cash transfers (in accordance with the Social Protection Law). The System is responsible for all cash transfers transactions/payments to the citizens (close to 200 million euro annually) and for entire cash transfers business process such as applications, eligibility determination, approval, calculation, payments, reporting, audit and monitoring.
  •  Social welfare center becomes a ‘one-stop shop’ where eligibility for means-tested transfers can be determined on the same day when the application is submitted.
  •  Social services (guardianship, fostering, placement in institutions, domestic violence, counseling, parental rights supervision, etc.).
  •  Sub-Information System for social welfare residential institutions (homes for the elderly, home for children without parental care, etc.).
  •  The System’s Business Intelligence module (reporting, analysis and statistics) generates a valuable evidence database for M&E and policy decision making.
  •  The ultimate objective of this project is to reform social protection system for the benefit of the poor and vulnerable.
  •  Improved social expenditure through improved social cash transfers targeting (minimizing inclusion and exclusion errors). It provides in-depth insight in the individual and family files and eliminates non-eligible applicants – in turn providing fiscal space for those genuinely in need but not covered with the social security schemes.
  •  Improved access to cash transfers (one stop-shop) and quality social service – through introduction of the case management.
  •  Improved, modernized public administration and reduction of administrative costs, social protection data and social welfare system credibility.

The project activities could be summed up, as follows:

  •  Legislative framework and institutional reform – support development of the new Social Protection Law and line by-laws.
  •  Further development of Information System, including its re-engineering, new functionalities, constant upgrading and maintenance.
  •  Further development of BI (Business intelligence) module – for improved reporting and evidence-based policy making but it also serves for monitoring and improving the quality of work and staff performance.
  •  Human resources capacity building, including continuous trainings, expert support provision, workshops for design and testing of IS functionalities with IS end-users.
  •  Provision of ICT infrastructure – maintenance of networks at central and remote locations (36), equipping all the locations (social institutions) with hardware, servers, networks with long-term maintenance contracts for software and hardware.
  •  Within this context, the project will engage Project Associate to provide support to the respective Programme Manager on all programmatic, administrative and technical aspects of the Project implementation.

Duties and Responsibilities

The incumbent will provide support to implementation/delivery of all aspects of the project’s annual workplan. In performing this general responsibility, the incumbent will be required to carry out the following main tasks on a regular basis:

  •  Undertake and provide support to the Programme Manager in procurement and contract management including recruitment of IC holders and procurement (services and goods), in line with UNDP corporate procedures.
  •  Support the vendors and the stakeholders to deliver timely and in quality manner. Coordinate activities with the line stakeholders – the line Ministries, institutions ensuring timely and successful implementation of the activities defined by the Project document. S/he should promote coordinated actions among the stakeholders, networking and smooth communication flow between all the actors for optimal results.
  •  Develop various detailed work plans for the particular Project’s components and their line activities for implementation and tracking for their timely and quality implementation and monitoring.
  •  Support/assist Programme Manager in reporting requirements both external (Steering Committee, Operational Team) and internal (UNDP and UN). Provide inputs, feedback and update for project risks, issues, monitoring, evaluation for required updates in UNDP’s information system.
  •  Provide inputs for development of various project related documents/activities, including data and information gathering.
  •  Support the Programme Manager in delivering the project Communication Plan. Provide due assistance in organisation of public events and project promotion activities, in cooperation with UNDP Communication Analyst and line Ministry staff.
  •  Provide support to capacity building component implementation – knowledge building and transfer of knowledge, including organisation of trainings, courses, engagement of expert support, etc.
  •  In consultation with the Project Manager, ensure that gender mainstreaming is introduced in project development, implementation and monitoring.
  •  Assist in identifying and engagement of relevant sources of expertise for project/activity implementation.
  •  Timely raise and inform Programme Manager on any issue that may arise during the project implementation and advice on potential adjustments of actions and procedure in light of changing requirements and needs.
  •  Assist the Programme Manager in procurement processes and the vendors contracts management.
  •  Draft correspondence, minutes of the meeting, interviews, evaluations, feedbacks, inputs, etc., in accordance with the standard office procedures and practices and ensure appropriate follow-up.
  •  Support organization of project events, meetings and study tours and courses/trainings, translation/interpretation if needed.
  •  Provide inputs for the narrative/program progress reports, inputs for the Ministry agendas, logistic, etc.

Institutional Arrangements

The Project Associate will be responsible for daily support to the respective Programme Manager. The incumbent will be based in UNDP Country Office in Podgorica.

Required Skills and Experience

Education:

  •  Secondary education.
  •  Bachelor’s degree in information technology, social sciences or public administration will be desired.

Experience:

  •  Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of relevant experience preferably with an international organization or government institution/entity.

Languages:

  •  Fluency in English and Montenegrin is required.

Required skills:

  •  Experience in project implementation/coordination and reporting, monitoring and evaluation.
  •  Knowledge of the MS Office package.

Desired skills:

  •  Proven experience related to projects dealing with development of information systems.
  •  Experience in designing and coordinating complex and multi layered projects.
