Senior Environmental Impact Analyst At U.S. International Development Finance Corporation


This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy, Environmental & Social Risk Assessment Division. The Senior Environmental Impact Analyst will identify environmental and social risks in proposed investment projects (such as in extractive industries, industrial manufacturing, and/or infrastructure), ensure compliance with applicable standards, and monitor previously approved investments for environmental & social compliance.

Major Duties:

  • Identifies, collects, and provides in-depth analysis of relevant information concerning the potential environmental and social impacts of proposed projects on affected communities and project workers, particularly for projects in extractive industries, industrial manufacturing, and/or infrastructure (in energy or non-energy sectors, such as ports or roads).
  • Produces high-quality, clear and logical assessments of DFC’s proposed investments against international standards and makes recommendations to DFC management, investment teams and clients regarding project eligibility and required actions to meet DFC’s requirements for mitigation of social and/or environmental risks.
  • Identifies and provides expert guidance to prospective and existing clients on appropriate methodologies for assessing environmental and social risk in the form of Environmental and Social Impact Assessments. Also provides expert guidance on mitigation measures for risks and impacts including Environmental and Social Management Plans, Environmental Remediation Plans, and Occupational Health and Safety Plans.
  • Identifies and negotiates conditions and requirements related to environmental and/or social risk management to be included in DFC finance, insurance, and investment fund agreements.
  • Monitors DFC projects through site visits, desktop reviews and management of third-party specialists; this includes facilitating engagement with project-affected stakeholders, identifying issues of non-compliance, making recommendations for appropriate corrective action, identifying opportunities for improvement and value add, and monitoring the progress of implementation.
  • Drafts guidance notes, tools, and other lessons learned documents for environmental and social policy implementation and facilitates related training of DFC employees and clients.
  • Provides expert guidance and assistance to DFC staff and clients on best practices in environmental and/or social risk management, emerging environmental and/or social risk issues, and solutions to addressing complex environmental and/or social risks and impacts.

Qualifications:

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1) analyze and apply environmental and social risk standards and/or safeguards (such as those issued by the International Finance Corporation (IFC) or other international development finance institutions) in extractive industries OR industrial manufacturing OR infrastructure (in energy or non-energy sectors, such as ports or roads); AND 2) develop guidelines or provide technical, advisory support to private sector actors in implementation of environmental and/or social safeguards.

Note: Education is not substitutional at this grade level.
