This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

The position is assigned in the Partner Funds Division (SDPF) within the Sustainable Development and Climate Change Department (SDCC). SDCC provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. SDPF (i) administers multisector trust funds, (ii) helps other departments establish and administer trust funds, (iii) helps other departments administer projects and technical assistance (TA) under project-specific cofinancing and global funding initiatives, (iv) consolidates, reviews and officially submits reports on trust funds, project-specific cofinancing and global funding initiatives to relevant financing partners, (v) manages and shares bank-wide cofinancing data as the single repository and prepares various reports on financing partnerships, and (vi) leads development, operationalization and enhancements of the partner funds management information systems and other automation initiative using information technology solutions (e.g., online trust fund application)

Job Purpose
The Senior Climate Financing Partnerships Specialist will support the deployment of financing to ADB’s climate change operations to facilitate investments for climate change adaptation and mitigation. The role will entail actively communicating and coordinating with financing partners and operations departments and disseminating knowledge to climate related staffs to facilitate efficient and effective deployment of resources. The role will also facilitate the building of pipelines of impactful projects in accordance with financing partner’s criteria, suitable for external finance. Furthermore, the role includes providing operational departments and staff support on financing structures, reporting, and partner visibility. The incumbent will report to Director, SDPF and will supervise national and administrative staff.
Responsibilities
- Climate Change Financing Facilities and Funds
- Support the design, establishment, and resource mobilization for climate finance trust funds, financial partnership facilities, project-specific cofinance assistance.
- Build strategic pipeline to provide effective investment for climate change mitigation and adaptation in line with ADB’s Climate Change Action Plan (currently being developed), country strategy and planning, and support the implementation of climate finance trust funds, financing partnership facilities, and project-specific cofinance.
- Support the deployment of innovative financing modalities, including guarantees, grant modalities, soft loans, blended finance, etc., into climate change operations. In close engagement with operational departments, guide the identification of projects suitable for external financing .
- Facilitate cofinancing opportunities with proactive communication with financing partners and operations departments.
- Review and consolidation of project-level reports.
- Support to operations departments in resolving issues specific to supported projects.
- Support climate change development impact and financial reporting to financing partners.
- Relationship Management
- Communicate with potential and existing financing partners and the public on externally financed ADB climate activities and possibilities.
- Facilitate climate change development impact reporting and financial reporting.
- Engage in outreach activities, as relevant.
- Cofinancing and strategic initiatives
- Support broader cofinancing operations to cultivate financing partnerships with bilateral and multilateral donors as well as non-traditional donors such as philanthropies and mobilize resources towards the objectives of Strategy 2030.
- Knowledge management
- Accumulation of knowledge related climate change financing pertaining to financing partners, and dissemination through internal and external knowledge sharing activities.
- Participate and contribute to relevant training programs, and other activities for knowledge and capacity building.
- Represent ADB at external events and conferences, as relevant.
- Staff supervision
- Provide regular supervision, coaching, mentoring, monitoring and feedback on performance, learning and development to reporting staff.
Qualifications
Relevant Experience & Requirements
- Master’s degree in Business Administration, Finance, Economics, or relevant fields. Alternatively, university degree in related fields combined with additional relevant professional experience can be considered.
- Minimum of 10 years of relevant professional experience including international work experience, demonstrated understanding of development projects, and fund/facility management.
- Prior experience in loan, guarantee, grant and TA processing, project and TA implementation and portfolio management are required.
- Experience of coordination and interaction with both internal and external stakeholders; and detailed knowledge of cofinancing operations is required.
- The candidate should have broad-based understanding of MDB operations, activities, and processes.
- Excellent written and verbal communication skills in English is required.
- International experience working in several countries with experience in multilateral or bilateral agency’s resident missions or field offices an advantage.
