DUTIES AND RESPONSIBILITIES
Under the supervision of the Head of the Observing Networks and Measurement Division, and in close collaboration with the SOFF Secretariat, coordinate the delivery of the functions of WMO as the Technical Authority of the Systematic Observations Financing Facility (SOFF), the incumbent will perform the following duties: (a) Coordinate the WMO screening process for the GBON National Gap Analysis and the GBON National Contribution Plan produced during the SOFF Readiness phase, including ensuring quality control and timely response to SOFF beneficiary countries and their peer advisors;
(b) Coordinate and contribute to the development and implementation from the WMO side of the SOFF Compliance framework, including analytical contributions, supporting the drafting of documents, and consultations among GBON, WIGOS and SOFF teams;
(c) Coordinate the process of WMO annual GBON compliance verification for SOFF following the SOFF Compliance Framework;
(d) Coordinate and contribute to the provision of WMO basic technical support to SOFF beneficiary countries, peer advisors, and Implementing Entities;
(e) Coordinate and contribute to the preparation of GBON technical guidance material tailored to SOFF needs and scope;
(f) Contribute (from the GBON and WMO perspective) to the development, drafting and consultation of SOFF-related frameworks, concepts and approaches, including those related to ensuring delivery of SOFF output 8 (countries’ access to improved forecast products), and SOFF annual impact reports (SOFF observations impact on forecast skill);
(g) Contribute to the preparation of SOFF-tailored GBON progress reports, including quarterly and annual SOFF-tailored GBON compliance reporting (incl. progress threshold toward GBON compliance);
(h) Contribute to the INFCOM Task Team on GBON compliance monitoring and support to SOFF (TT-GBON-Next) in relation to the above tasks;
(i) Carry out other relevant duties as required.
QUALIFICATIONS
Education Master’s degree or equivalent in, meteorology, oceanography, hydrology, atmospheric sciences, physics, mathematics, geography, geophysics, or a closely related field. A PhD in one of the fields would be an advantage.
Experience At least five year of progressively responsible experience in the implementation and the monitoring of Earth observing systems, in particular in the field of meteorology, with good understanding of the requirements for corresponding data. Additional experience on the use of observational data and their impact on Global Numerical Weather Prediction would be a plus.
Other requirements A minimum of three years of combined national and international progressively responsible experience in WIGOS related activities. Knowledge on Systematic Observations Financing Facility (SOFF) and Global Basic Observing Network (GBON) compliance monitoring, including guidance and best practices material and standards to be applied. Screening of GBON National Gap Analysis and Contribution Plans. WMO Annual GBON compliance verification for SOFF. All these decisions will be critical for GBON implementation in SOFF supported Countries and will impact on all WMO Members and Partners using GBON data. Ability to work in a multicultural environment and to foster diversity and team spirit.
Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 64121
Annual post adjustment on initial salary is: US$ 52515 (in addition to the net base salary)
