This consultancy position will provide technical guidance and direction to the office’s engagement in supporting on school-based programmes and linking local food systems with public programmes, within the context of broader programming on capacity strengthening and shock-responsive social protection.

ORGANIZATIONAL CONTEXT

The WFP Caribbean Multi-Country Office supports 22 countries and territories in the English and Dutch-speaking Caribbean and also works with regional bodies including the Caribbean Community (CARICOM), the Caribbean Disaster Emergency Management Agency (CDEMA), the Organization of Eastern Caribbean States (OECS) and others. Since establishing the office in 2018, WFP has emerged as a thought leader in several areas, including shock-responsive social protection (SRSP), linking disaster risk financing mechanisms with SRSP, and food security analysis. Building on a strong research and evidence agenda, as well as partnerships with multiple governments to expand social protection support during COVID-19, WFP Caribbean is working in partnership with multiple governments and CDEMA to strengthen emergency preparedness and resilience in the face of shocks, including through social protection, disaster risk management and food systems. WFP’s skills on data, analysis and digitalization are a cornerstone of WFP’s capacity strengthening efforts with governments and regional institutions.

Complementing this work and ensuring excellence in programming in a development context, WFP adapts to respond to emergencies with a strong enabling mindset. The MCO focuses on supporting governments to lead their responses, bringing in WFP expertise in analysis and assessment, digitalization, shock-responsive social protection/cash transfers and disaster risk management. This approach requires staff with the ability to work within that mindset, but also that bring the necessary technical expertise relevant in the context of small island developing states and upper middle income to high income countries.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide policy, strategic, technical, and programmatic support on school-based programmes, working closely with team members involved in the implementation of capacity strengthening support.
  2. Provide policy, strategic, technical, and programmatic support on linking local food systems with public programmes, primarily school based, including linking small holder famers to institutional markets
  3. Undertake analysis and missions to determine possible entry points for WFP’s support to school feeding, which considers governments’ priorities, strategies, the actions of other UN agencies/development partners and WFP’s added value/expertise
  4. Provide policy, strategic, technical, and programmatic support how school-feeding programmes can be adapted in the face of shocks
  5. Guide and lead evidence generation, analysis, systematization, and dissemination on school-based programmes and linked topics.
  6. Support partnerships, joint initiatives with different actors, South-South and triangular initiatives, thematic workshops and for on school feeding programmes and linked topics.
  7. Represent and support WFP advocacy and visibility efforts in internal and external for a on school feeding and linked topics
  8. Ensure alignment with WFP regional efforts, (M)CSPs and other strategic and corporate documents with WFP global corporate agenda and strategy, primarily on school-based programmes
  9. Contribute to formulation of WFP-wide programme policies in line with both organizational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  10. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels, with a focus on school-based programmes and linking small holder farmers to institutional markets
  11. Other as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Technical support in the form of missions, meetings and analytical documents summarizing opportunities for school-based feeding and linked topics
  • Workplans for capacity strengthening support for school-based programmes and linking small holder famers to institutional markets.
  • Participation in meetings and events

STANDARD MINIMUM QUALIFICATIONS

Education
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience

  • Has experience working across the Program portfolio including VAM/Nutrition
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio
  • Has engaged in policy discussions and provided input into policy decisions.

Language

Fluency (level C) in English language.

The World Food Programme Caribbean Multi-Country Office (CMCO) is seeking a School-Based Programmes Advisor Consultant for 11 months with the possibility of extension.
