Location: Field position
Duration of contract: 2 years
Up to 3 months in an IsraAID emergency response setting (with several deployments each year). In-between deployments: remote work with visits to IsraAID HQ in Israel (up to 3 months a year). Within this framework, flexibility is expected both in terms of missions’ assignments and duties/responsibilities, as per the needs of the organization.

Reporting to: The Roving Protection Officer in Emergencies works under the direct supervision of the Roving Head of Mission and is supervised technically by IsraAID HQ Protection Technical Advisor.

Duties and Responsibilities:
The Roving Protection Officer in Emergencies is the lead Protection technical position in the field, taking both technical responsibilities, as well as managerial and programmatic aspects of the program. This position will lead assessments, develop, and manage respective budgets, facilitate training sessions, and supervise the implementation of Protection programs in the country of deployment. In addition, the Officer will work towards creating meaningful partnerships, contribute to the strategic development of the mission, develop content, and provide capacity-building activities, in line with the organization’s established policies, principles, and operating practices.
Detailed responsibilities:
1. Program management
- Assess the capacities and needs of affected communities to design emergency responses.
- Proactively oversee all projects of the assigned portfolio through all components of the project management cycle.
- Ensure Protection programs have clear objectives, impact-oriented implementation plans, and comply with legal frameworks.
- Implement effective monitoring and evaluation processes for ethical program implementation.
- Oversee timely reporting, ensuring compliance with donor requirements.
- Monitor budget implementation against targets with support from Field/HQ Finance.
- Implement processes in accordance with IsraAID compliance requirements and policies.
- Organize project meetings covering all aspects of planning and implementation.
- Ensure programs align with IsraAID’s and international protocols, guidelines, and standards.
- Ensure a proper risk assessment and mitigation strategy is developed for each program, project and activity and is constantly monitored.
- Contribute to the growing know-how and systemization of program content and portfolio as part of IsraAID Emergency Department globally.
- As required, oversee programs outside of the Protection technical portfolio, with technical support provided externally.
2. Develop and use appropriate MEAL tools.
- Develop a MEAL strategy, methodologies, and relevant tools to measure the impact of the program.
- Identify Lessons Learned for the program and successfully communicate them in a variety of mediums.
- Work with the Health Technical Advisor at HQ and the MEAL coordinator on the systemization of meal strategy and methodologies across emergency missions.
3. Staff Management and Professional Technical Support
- Provide technical guidance to the Emergency set-up team.
- Maintain regular communication with the Protection sector and relevant Heads of Mission.
- Manage and support the Protection programs team, directly supervising associated project staff.
- Design staffing plans and initiate relevant recruitments adhering to approved budgets.
- Provide ongoing technical support and training to Protection programs staff.
- Identify training needs and facilitate capacity-building for program staff.
- Training and providing technical supervision to local staff and partners in Protection and PSS (psycho-social support) principles.
- Development of content and materials in accordance with Protection program needs
4. Strategy and Planning
- Ensure effective implementation of Emergency Protection programs, updating protocols as necessary.
- Lead the development of concept notes, proposals, budgets, manuals, and policies.
- Accompany national partners in designing realistic Emergency response plans.
- Identify best practices to contribute to program experience and design.
5. Coordination with External Partners
- Maintain a consistent line of communication with stakeholders and partners.
- Identify local partners and support the development of MOUs.
- Participate in coordination/cluster meetings with global and national partners and organizations.
- Work with project stakeholders and beneficiaries to coordinate, plan and implement Protection programs.
6. Representation
- Have a thorough understanding of IsraAID’s mission statement, organizational identity, and theory of change.
- Raise the profile of IsraAID, work, and country missions through active participation in Interaction forums and external events when possible.
- Serve as an advocate for the country’s missions and the organization.

Education
- University Degree in Social Sciences, Social work, Expressive therapy, or Psychology.
- Additional certifications or training in emergency response and program management are advantageous.
Experience
- At least 3 years of proven experience working in humanitarian/development settings in Protection and/or psycho-social support programming.
- Experience in the design and implementation of Protection and/or PSS programs.
- Proven training and/or group facilitation experience.
- Strong training & facilitation skills.
- Experience in project management.
- Previous experience in CP (Child Protection) – Advantage.
- Capacity, willingness, and skills in teamwork.
IT Skills
- Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint).
- Experience with database management and data analysis tools.
- Familiarity with communication and collaboration platforms such as Zoom, Skype, or Teams.
- Ability to use technology for remote coordination and information sharing during emergencies.
Languages
- Fluency in English is required.
- Knowledge of other languages is advantageous.
