About the commissioning office

This consultancy will be contracted by Plan International’s Global Hub based in Woking, UK.

2. Background/Context

Plan International has launched a 2–3-year project to introduce the concept of Total Rewards across all the regions in which it operates: APAC (Asia Pacific); MEESA (Middle East and Southern Africa); ROA (Region of the Americas); WACA (West Africa & Central Africa). This aims to ensure Plan International is able to attract and retain top talent through a fair, equitable and competitive global pay and reward system that ensures their well-being.

In order to deliver the Total Rewards project we are now required to focus on the review and development of Plan’s Global Mobility philosophy/ strategy and how we contract our staff to enable global mobility at Plan.

In order to support the achievement of Plan’s Global Strategy the People & Culture team have identified four key priorities that will enable us to hire the right people at the right places into the right time. One of these key priorities or work themes is to Support the Evolution of our Workforce by looking at a range of areas including Plan’s Global Mobility philosophy.

3. Description & Objectives

Purpose

Plan International Global Hub is seeking to contract a consultant to review, analyse and provide recommendations on Plan’s Global Mobility guidelines and practice.

The consultant is expected to carry out desk-based research/evaluation of existing documentation on Plan’s Global Mobility practice and guidelines. Documentation includes but is not limited to a number of reports and documents produced by external consultants during earlier projects on global mobility and contracting, and Plan’s International Assignee Manual outlining the contracting and mobility of international expatriate staff.

These documents will be made available to the successful consultant upon contract agreement and signature.

4. Deliverables and Timeline

Phase 1: Desk-based Research:

  • Analysis/ review of existing information not limited to previous external consultants reports and review of information.
  • Stakeholder/focus groups meetings to explore Global Mobility/International Assignee issues further (internal P&C team to start with). Key people include but are not limited to Head of Reward, Head of Talent Acquisition, Head of OD & Strategic Business Partnering, Regional P&C Business Partners, Chief People Officer and Total Rewards Advisor.

Phase 2: Implementation to key recommendations (To be Confirmed)

The execution of this phase will depend on the key findings and recommendations from Phase 1 of this consultancy and subject to budget availability and internal resources. Plan reserves the right to decide whether a contract extension is required for this phase.

Key Deliverables

Phase 1: Desk Research

  1. Report or document providing the following suggested areas:
  • Plan’s status in terms of global mobility (where are we?), including key findings, outputs, feedback from key stakeholders and where we want to be.
  • provide context about past and current practices.
  • highlight pain points (what is working and what is not working)
  • Develop a simplified structure and system of GM reward practices to reflect best practice yet allow flexibility in response to Plan’s needs.
  • Develop clear and achievable recommendations for improvements on the GM/IA policies, procedures and practices. Provide ideas on how to move from what there is now to new arrangements.
  1. Socialisation of the above report to key internal stakeholders (P&C team)

Notes:

  • It is estimated that the consultant will hold 5 to 8 interviews with focus groups/key stakeholders.
  • Plan will provide administrative support for arrangement of interviews with focus groups.
  • This consultancy will be delivered remotely. No travel or face-to-face meetings are expected.
  • Interviews will be held in English. Plan will provide translation facilities if required.
  • The estimated duration of this consultancy is 2 weeks.

5. Expected qualifications of the Consultant

  • Previous experience in advising humanitarian organisations on contracting options in relation to global mobility (essential)
  • Extensive experience in developing and reviewing business processes, ensuring adherence to required regulatory frameworks / requirements whilst also ensuring processes are supportive of business needs (essential)
  • Significant experience in HR and the humanitarian sector (desirable)
  • CIPD Level 5 qualified or equivalent work experience (desirable)

  • Detailed budget breakdown (hourly/daily fees, number of days and resources)

7. Submission of offers

8. Evaluation of offers

Shortlisted suppliers may be invited to discuss their proposals in more detail at Plan’s discretion.

Plan International, at its sole discretion, will select the successful RFQ.

Plan international shall be free to:

  • Accept the whole, or part only, of any submission
  • Accept none of the proposals
  • Republish this Request for Quotations

Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the offers.

Part of the evaluation process may include a presentation from the supplier.

Value for money is very important to Plan International, as every additional £ saved is money that we can use on our humanitarian and development work throughout the world.

Plan International may award multiple contracts and all contracts will be non-exclusive.

9. Contract & Payment terms

Please note that, if successful, Plan International’s standard terms of payment are 30 days after the end of the month of receipt of invoice, or after acceptance of the Goods/Services/Works, if later.

10. IR35 Requirements – Only applicable for UK based or connections to the UK Consultants

As of April 2021, all Global Hub UK-based contractors (Consultant/personal service company/agency/intermediary) employing “people” in their chain to deliver serves to Plan International must follow a strict process of IR35 determination.

Plan Limited will conduct a CES tool on all relevant shortlisted proposers as outlined above to determine whether they fall inside or outside IR35.

11. Plan International’s Ethical & Environmental Statement

The supplier should establish environmental standards and good practices that follow the principles of ISO 14001 Environmental Management Systems, and in particular to ensure compliance with environmental legislation

12. Clarifications

The onus is on the invited individual/companies to ensure that its offer is complete and meets Plan International’s requirements. Failure to comply may lead to the offer being rejected. Please therefore ensure that you read this document carefully and answer fully all questions asked.
