Main Purpose
Recruitment & Career Management Department scope of work
The Human Resources Officer within MSF is responsible for attracting, selecting, developing and retaining high-quality medical and non-medical staff for overseas deployments. MSF has a strong focus on developing the quality of staff, investing in both learning & development and talent management.
The Intersectional Recruitment and Career Management Team is part of the MSF OCA (Operational Center Amsterdam) Amman MENA office.
The Recruiter & Career Manager – Morocco functions is part of a wider OCA MENA HR department, covering Palestine, Jordan, Libya, Tunisia, and Algeria.
He/she is working with functional support from Amman and OCBA (Operational Center Barcelona), and line management through the Head of Office of OCA in Amman.
He/she plays a pivotal role in building up and maintaining relationships with the Moroccan universities, relevant civil societies, and networking with medical institutions.
Recruitment for overseas deployment
For International positions, MSF utilises a register of both medical and non-medical candidates. When staff are recruited by MSF for future deployment they are not recruited for a specific location, but rather onto this register.
Following the acceptance on the register, staff are then matched to a position depending on their availability and MSF’s needs in the missions around the world.
Upon returning from an assignment, the HRO will support the staff by managing their further career within MSF, by means of learning and development opportunities as well as finding a next assignment for them.
Job Purpose
- To provide the MSF movement with the right candidates for field positions in sufficient quantities and qualities and at the right time
- To contribute to the talent management initiatives to aid field staff development and retention
- To independently provide HR advice, support and career management to MSF field staff throughout their involvement with MSF
- Is an active member of the Amman Regional Office, contributing to its objective’s definitions and strategic plans
- With line and functional managers, defines HR strategy to ensure recruitment and placement of staff with necessary capacities and competencies to best respond to field needs of primarily OCBA and OCA, and optionally the other OC’s in a timely manner (right person, right place, right time).

Requirements
Education
- Preferably in HR Management or related area
Experience
- Experience in recruitment and/or career management
- Experience in the humanitarian sector, ideally field experience with MSF
- Experience in Morocco, preferably Moroccan National
- Up-to-date working knowledge of the Moroccan Educational System, employment laws and labour market
Languages
- Fluent, written and spoken Arabic, English and French are essential
Knowledge, competencies and abilities
- Work independently, while at the same time work collaboratively with the team members of OCA MENA Office and in Barcelona.
- Demonstrate a fair, objective and non-judgmental attitude
- Excellent communication, negotiation and listening skills, demonstrating empathy, and sensitivity

- Exercise discretion in dealing with confidential or sensitive matters
- Time flexibility

Contract
- Full-time position 100%
- 1-year Jordanian contract
- Working place : Amman, Jordan
- Travels: Up to 50% of the time in Morocco
- Ideal start date: ASAP
- Gross monthly salary: JOD 2’135 (+ Seniority in MSF)
- Relocation package for staff recruited from abroad (communicated to the selected candidate)
