WHAT DO WE DO
SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to the vital needs of, drinking, eating, s’abriter. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.
DESCRIPTION OF THE MISSION
SOLIDARITIES INTERNATIONAL teams in CAR rehabilitate’au and’ sanitation infrastructures, while forming’eau management committees to guarantee their sustainability. Awareness campaigns on’ hygiene and’ use of’au points help to cope with the high pressure exerted by the massive influx of populations. SOLIDARITIES INTERNATIONAL supplies drinking water to families, but also farmers, by repairing certain defective boreholes and ensuring the transport and storage of this water to their land,’, contributing to improving food security.
Works of community interest make it possible to facilitate agricultural, pastoral and commercial activities and therefore to increase the availability of food and to revive the market. Our teams provide tool kits and seeds to farmers and ranchers, and provide training.
Through a rapid emergency response mechanism and the creation of an emergency stock, INTERNATIONAL SOLIDARITIES stands ready to intervene from the earliest hours of a human or natural disaster in order to ensure access to drinking water and a healthy environment for populations vulnerable by a shock, natural disaster or epidemic.
The estimated budget of the SI RCA mission is about 9 million’euros in 2023. The activities are spread over 3 operational bases (Kaga Bandoro, Markounda and Bouar) covering the Central/North area of the country as well as’a part of the’West. The coordination office is located in the capital, Bangui. L’opening of’a subbase in Kabo is underway. There are currently about 180 employees on the mission.
JOB DESCRIPTION
General objective :
The financial coordinator ( ) directs and coordinates the mission’s accounting and financial services. He / she is the guarantor of the financial balance of the mission.
He / she ensures compliance with international solidarity financial procedures, donor procedures as well as the laws of the country of intervention.
He / she is the referent on the mission and the link between headquarters and the mission for any question related to finances.
Main Challenges :
( i ) General decrease in humanitarian funding in the country and strong competition between NGOs, ( ii ) reduction of humanitarian space and increase in incidents directly affecting NGOs, and ( iii ) donors are almost the same for all ONGI.
L’enjeu is therefore to set up a real financial strategy and’ have reliable and rigorous monitoring tools to allow’ to be dynamic and to anticipate an adaptation, to, in particular in terms of set up (opera, HR), the financing prospects.
This challenge requires the recruitment of’a technically sound profile (in finance and management), already having experience as a Financial Coordinator.
Priorities for the first 2/3 months :
financial Reporting (RRM12 FACE2, Payment Request FACE3, BHA QTR1, RF FH 2943)
’pointattention to budget monitoring of the project, capacity building on the’use of the’tools LFU, difficult to obtain real-time information
financial cycle of the mission (compliance with deadlines)
– Strengthening of the management of the financial department (support of admins Bases, capacity building of Assistant Admin)
– Strengthening accounting management (compliance with procedures, harmonization of accounting entries, management of advances, transmission of archives..).
– Tracking digitization and sending archives to headquarters,
– Annual Closing 2023
Responsibilities and main activities :
The/the Financial Coordinator will work on the’ set of programs currently in progress of’implementation or negotiation. Currently 7 ongoing projects funded by the following donors : BHA (e.g. OFDA and FFP), ECHO, UNICEF, AFD, CIAA, Humanitarian Fund (FH). Two projects in consortium : The project (Multisector emergency response to populations affected by armed conflict and acute food insecurity in Central African Republic ) under BHA funding with ACF and the PARSEP Project under AFD funding with Water for Good and a local NGO I3D.
YOUR PROFILE
Training : Master in financial management (accounting), humanitarian project management
Experience and technical skills: at least 2 years of equivalent experience
– Good knowledge of donors and how they operate, in particular DG ECHO, CIAA, UNICEF, BHA, AFD, FCDO, etc.
capabilities of’anticipation and decision-making ;
– Managerial qualities, and in particular skills in the management of’teams and remote technical support ;
– Taste for team work and appeal for the capacity building of people ;
skills in’organization and prioritization, and ability to manage several things at the same time ;
– High working capacity and resistance to stress ;
availability, flexibility, autonomy ;
– Strong capacities of’ adaptation ;
knowledge of the themes and specific tools IS highly appreciated (Saga, Compass, Assignment Table..).;
– Accustomed(e) to working in a politically and safely unstable environment.
Languages : French as a priority, English appreciated
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
An salaried position : According to experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 480,000 CFA.
SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.
Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

Single room in the guest house, with electricity 24h/24 and 7/7.
Internet and telephone network available
Restaurants and international food available
SI has’a guesthouse and’an office in Bangui. L’access to the Internet is very correct: the office has’un Vsat and the Guest d’a connection sharing of the Vsat. The’electricity of the city is regularly cut, but SI has generators (and batteries in back-up to the guest-house) which allows to’ to have current permanently. Internationals have access to the medical-social center of the’embassy of France and other medical centers present in Bangui, and relatively advanced medical tests can be carried out at the’institut Pasteur in Bangui. Both institutions are able to effectively address the majority of health problems. Nevertheless, Central Africa is a country heavily affected by malaria and water-borne diseases and it is up to all to take the necessary precautions.
