Context:

The IOM Development Fund (IDF), within the Office of the Deputy Director General for Operations, is designed to support start-up projects for countries most in need. Through the Fund, IOM contributes to the 2030 Agenda for Sustainable Development by providing support to its Developing Member States and Member States with Economy in Transition in developing and implementing joint government-IOM projects to address particular areas of migration management and governance. Some of the most recent areas of focus are: counter-trafficking, assisted voluntary return and integration, enhancement of inter-governmental dialogue and cooperation, labour migration, migration and development, migration, environment and climate change, migration and health, migration management systems (including travel documents) and border control, policy and legal framework development, and furthermore research, assessments and training activities.

Under the direct supervision of the Results Based Management Officer, and the secondary technical supervision of the IOM Development Fund Administrator, the Project Officer will be responsible and accountable for providing technical support to the development and monitoring a Theory of Change roll out for all IOM Development Fund projects and piloting the Strategic Results Framework (SRF) indicators on the projects to share lessons learned with Results Based Management Unit for roll out IOM wide. Task coordination will be required with all relevant Regional Offices, departments and units at Headquarters, (including Executive Office, Humanitarian, Development, and Peace Nexus, Cash-Based Initiatives, Internally Displaced Person) and the Administrative Centres in Manila (MAC) and Panama (PAC).

Core Functions / Responsibilities:

  1. Provide technical support to the development and monitoring of a Theory of Change roll out for all IOM Development Fund projects in coordination with Department of Programme Support and Migration Management Capacity Development Unit, Evaluation Unit and Results Based Management Unit.
  2. Focusing on theory of change development and monitoring, contribute to the review/analyse and endorsement of a selection of the Fund’s project proposals (narrative and budget), interim and final narrative reports, revisions (budget/project/no-cost extensions) and project outputs, in close coordination with the Fund Administrator, Country Offices, and Regional Technical Specialists.
  3. Coordinate closely with Results Based Management Unit to select organizational wide (SRF) indicators to pilot on IDF projects as part of the 2023 Fund proposal review.
  4. Provide technical guidance and support to the Country and Regional Offices on use of selected SRF indicators and how to mainstream them into the results matrix of each proposal, including through the creation and dissemination of clear Guidance Notes, and through trainings.
  5. Monitor implementation of Fund projects and review interim reports to check accurate reporting at project level.
  6. Monitor results monitoring progress and report in an aggregate manner on the results of the Fund projects using the SRF indicators.
  7. Conduct Project Performance Reviews on a selection of IOM Development Fund projects, in a participatory and coordinated approach, identifying potential challenges in project implementation, reviewing theory of change development, monitoring of results and providing support to Country Offices offering corrective measures, and strengthening links relevant stakeholders (Country Offices, Regional Offices, HQ).
  8. Conduct the effective tracking of IOM Development Fund projects, including all types of communication, preparation of project documents, budget and related correspondence, to ensure timely and coordinated response from all concerned parties.
  9. Coordinate with all stakeholders involved in the different workflows of the project cycle (Field/Regional Technical Specialists/Resources Management Officers/Regional Resources Management Officers/HQ/MAC).
  10. Contribute to the creation of special programme reports for the Standing Committee on Programmes and Finance (SCPF), other briefings, presentations and reports.
  11. Participate and contribute to the enhancement of the Project Information and Management Application and its roll out.
  12. Draft IOM Development Fund descriptive and promotional materials, and statistical reports, and contribute to the maintenance of the website and fundraising efforts.
  13. Supervise the Junior Staff and Interns by providing a clear sense of direction, leading by example and demonstrating the ability to contribute to the organization’s vision and Fund’s mission.
  14. Participate in meetings related to the IOM Development Fund and present on the Theory of Change area, as well as contribute to the piloting of the SRF indicators.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with two years of relevant experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Two years (four years for bachelor’s degree holders) IOM related experience and/or in international environment;
  • Two years (four years for bachelor’s degree holders) of experience in the field of reviewing proposal, report writing and review;
  • Experience in managing junior staff and providing guidance to support the organization’s objectives;
  • Experience in managing external contract and carry out the organization’s vision;
  • Experience in monitoring and evaluation is an asset, especially in carrying out Project Performance Reviews;
  • Experience in the production of leaflets, brochures and other PR material is an asset, especially ability to use InDesign, Illustrator, Photoshop, etc.;
  • Practical experience of how-to multi-task, prioritize and work independently;
  • Knowledge of IOM’s administrative procedures, and work experience in administrative functions at HQ and in the field is an advantage.

Skills

  • In-depth knowledge of migration-related issues across thematic areas, specialised degree in Migration an advantage;
  • Strong writing, drafting and communication skills; ability to manage challenging timelines;
  • Ability to understand the Organization’s structure and portfolios;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Proven ability to produce quality work accurately and concisely according to set deadlines;
  • Excellent drafting in English with additional language an advantage;
  • Working knowledge of the IOM Development Fund project cycle and PRIMA;
  • Working knowledge of the IOM Project Handbook;
  • Managerial skills in providing a clear sense of direction, leading by example and assisting others to realize and develop their potential; and,
  • Demonstrated computer literacy, especially with the Microsoft Office software suite, Excel, Access and Power Point. Experience in InDesign, Illustrator, Lightroom, and other Adobe Suite programmes an asset.

Languages

IOM’s official languages are English, French, and Spanish.
