Context:

Under the direct supervision of the Head of Office in Armenia, the Programme Officer will be responsible for the coordination and implementation of the mission’s humanitarian, resilience, and early recovery activities. This includes providing technical inputs for the development of new project activities, drafting and coordinating project workplans, monitoring budget consumption rates, drafting reports and providing technical and process related guidance to support staff capacity development.

Core Functions / Responsibilities:

  1. In close coordination with IOM Armenia and colleagues at Regional Office and Headquarters as required, coordinate and support the implementation of IOM Armenia’s emergency and resilience activities. Follow up on logistical and administrative arrangements and ensure that donor reporting information and schedules are available.
  2. Work closely with project teams, government authorities, the UN agencies, international and national organizations, and other stakeholders to contribute to the development of new projects and opportunities that enhance emergency and resilience programming, including visits to field locations.
  3. With guidance from relevant units of the Regional Office, support the capacity development of IOM Armenia staff and partners regarding emergency and resilience best practices, and the crosscutting priorities of Accountability to Affected Populations (AAP), Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) and Age, Gender, and Diversity (AGD) inclusion, by compiling and providing technical inputs and information. In close consultation with the Head of Office, propose learning opportunities for staff to facilitate quality, innovative, and evidence-based programming.
  4. Draft sections of project concept notes and proposals, interim and ad hoc reports, situational updates, and other related project documents.
  5. In close coordination with the Resource Management Unit, track and monitor project expenditures, burn rates and the use of funds.
  6. Coordinate among project staff for the development of outreach and visibility products in close collaboration with communications colleagues and oversight by the Head of Office.
  7. Participate in meetings, working groups and other events with UN and Non-Governmental Organization (NGO) partners, donors and government authorities, and contribute to inter-agency processes requiring IOM input and coordination.
  8. Undertake site visits and duty travel as required to provide information and support with respect to project implementation and internal procedures for monitoring and reporting, to provide technical guidance and to monitor project progress.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Humanities, International Relations, Economics, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the areas of emergency and resilience, including but not limited to health, shelter, non-food items, sanitation and hygiene, early recovery, livelihoods, protection, and/or data analysis;
  • Experience in a post-crisis context and emergency operations is an asset;
  • Experience throughout the project cycle, including proposal development, project implementation, monitoring, evaluation, reporting, and communications;
  • Experience liaising with donors, government authorities, other national/international institutions, and local and international Non-Governmental Organizations (NGOs).

Skills

  • Familiarity with UN/IOM or development finance institutions is an advantage;
  • Practical knowledge of applying conflict sensitivity principles;
  • Advanced computer skills, including Microsoft Office365 (e.g. Word, Excel, Outlook, PowerPoint, etc.);
  • Organizational skills and self-discipline to work in a complex environment and deliver quality work accurately and concisely according to set deadlines;
  • Excellent written and spoken communications for a variety of audiences, with demonstrated success in proposal development and project management an advantage;
  • Ability to supervise, train, and direct staff and coordinate project operations;
  • Ability to work effectively within a team to obtain shared objectives; and,
  • Knowledge of IOM administrative rules and regulations is an advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Armenian and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
