About Us

We have an exciting opportunity for an experienced Program Director to join our team in PNG, based in either Port Moresby or Goroka.

CARE International (CI) has been working in Papua New Guinea since 1989 and established a Country

Office in late 2006. CI supports women around the globe to save lives, defeat poverty and achieve social justice. We work in partnership with local communities to provide equal opportunities for women that they have long been denied: the ability to earn an income, gain access to their fair share of resources, to lead and participate in decisions that affect their lives, and to be able to withstand the increasing impacts of climate disasters and other crises.

Current program focal areas for CARE PNG include Governance; Women’s Economic Empowerment; Sexual, Reproductive and Maternal Health; Education; Climate Change Adaptation; Disaster Risk Reduction and Emergency Preparedness and Response.

The Opportunity

Reporting directly to the Country Director, you will play a key role in setting the strategic direction of the Country Office, implementing the strategy and mobilising resources for CARE International in PNG’s long-term programs.

You will lead the CARE PNG teams responsible for program and project implementation and ensure best practice in both people and program management. The role has overall responsibility for ensuring the development, implementation and management of CARE International in PNG’s program and projects.

Key Responsibilities include:

  • Overall responsibility for Project Cycle Management whilst working closely with the Country Director, our SMT and senior program staff
  • Overseeing policy, strategies and standards relating to program design, implementation, monitoring and evaluation
  • Disaster response management in conjunction with the Country Director
  • Fundraising including identifying funding opportunities within existing and emerging donors and developing and and presenting high quality concept papers to a range of potential donors including Australian DFAT and CI members
  • Strategy – Participate in the development of a cohesive, focused and effective program through annual and long term program planning processes.
  • Member of the Senior Management Team (SMT)
  • Providing coaching and support to senior managers
  • Working collaboratively with CARE Australia and other CARE member partners; and much more!

What you will bring:

  • Extensive fundraising and operational experience, preferably with an international NGO, including the management of large and complex multi-sector programs
  • Demonstrated knowledge and experience of current best practice development approaches, tools and methodologies and extensive experience in project design, proposal development and project management.
  • Demonstrated skills in leadership and management in a complex international setting, excellent people management skills and interpersonal skills including the ability to develop high performing teams in a cross cultural context.
  • Excellent budget development and budget management ability
  • A strong understanding and commitment to gender equality
  • Demonstrated ability to build and manage complex and diverse stakeholder relationships
  • Willingness to spend time in the field to monitor and support programming
  • Excellent written and verbal communication skills in English
  • Ability to produce high quality work and balance competing priorities within demanding timeframes.
  • Degree in international development and relevant field experience is desirable
